Contact Your Legislators Regarding HB 504

House (HB) Bill 504 is scheduled for a vote in the House Ways and Means Committee on Wednesday, June 3, at 11:30 a.m.


The bill would authorize county commissioners to implement a temporary reduction mechanism when aggregate property values in a county increase by 15% or more following a reappraisal or triennial update.


Members are encouraged to contact state legislators and ask them to allow communities time to fully implement and evaluate the impact of recently passed property tax legislation (HB 186, HB 129 and HB 335) before advancing additional legislation. The Ohio Association of School Business Officials, Buckeye Association of School Administrators and Ohio School Boards Association submitted opponent testimony on May 20. The County Auditors’ Association of Ohio also submitted opponent testimony.


The education community recognizes the very real concerns many Ohio homeowners are experiencing related to rising property valuations and property taxes. However, we believe additional time is needed to fully evaluate the impact and implementation of the recent property tax reforms before adopting further structural modifications.


School districts, county auditors, budget commissions and taxpayers are still working through the practical application of these recent changes. Additional modifications layered on top of those reforms create increased uncertainty for long-term forecasting, levy planning, budgeting and financial stability.
