Dwell fee update

While the escalating dwell fees for the Ports of Los Angeles and Long Beach having been deferred (yet) again, the terminals in Tacoma and Seattle have instituted their own separate and compounding fees which are in effect currently for import containers.
"Air" cargo taken literally

The biggest export out of Southern California these days is air and it is suffocating the supply chain. Hundreds of thousands of empty containers are filling marine terminals and truck yards across the region and tying up scarce trucking equipment as ocean carriers scramble to return empty boxes to factories in Asia. The gridlock on the export side of U.S. supply chains is the mirror of the congestion tying up imports, and officials say it is complicating efforts to unwind the bottlenecks at the ports of Los Angeles and Long Beach.
Stalled weekend air freight pickups adding to problems
Attempts by air cargo handlers to encourage forwarders to pick up freight at weekends are failing, according to two senior handling sources. While the congestion at several airports, notably Amsterdam and Chicago O’Hare, has eased, handlers claim one of the biggest issues is lack of freight movements.
Truckers drowning in supply chain inefficiencies
Despite recent reports that congestion issues are easing on the water at California’s major ports, drayage truckers claim this isn’t the case for them — as long wait times, a flawed appointment system and other efficiency issues continue to plague marine terminal operators in the state.

One terminal at the Port of Long Beach flung open its gates around the clock for truckers in mid-September. But no trucks showed up, prompting the terminal to tighten the rules.
Authorities say strong winds and rough seas have forced them to keep ships farther apart and away from the ports of Los Angeles and Long Beach, California. There's still ships out there - they're just unseen over the horizon.
Unsupported demurrage and detention bills are one of OSRA's targets. Under legislation passed by the House of Representatives on Dec. 8 and soon to be considered in the Senate, those days may be numbered. 
For companies looking to 2022 for lower ocean freight rates, it appears carriers will push their advantage and continue to demand record-high rates. They're in the captain's chair and see little to no incentive to negotiate with shippers.
