New Jersey Governor Phil Murphy declared a state of emergency on Monday, March 9, 2020 relative to the recent Coronavirus (COVID-19) outbreak. The Governor is expected to announce tomorrow more detailed plans and requirements concerning this issue.
In response to Governor Murphy’s declared state of emergency, UTCA has discussed the impact, if any, concerning construction projects administered by the NJ DOT, NJ Turnpike and NJ Transit. UTCA has encouraged the State Agencies to continue all of its construction projects and continue to process all related project documents/paperwork including inspections, approvals, payments and etc.
needed to keep all projects on schedule. As of today, both NJ DOT and NJ Turnpike Authority has “business continuation plans” in place and intend to continue all projects. We are still waiting on a response from NJ Transit.
While this is good news for the industry, this all could change quickly. UTCA will continue to keep member firms updated to the latest events as they occur.

l spread of the Coronavirus (Covid-19). When any communicable disease risk could be present in the workplace employers have to take these actions:
- Prepare and Plan
- Implement Prevention Policies
- Communicate Policies and Protections to Employees
- Follow all Existing OSHA Standards
- Continue to Identify the Risk
