  • Executive Order issued to allow marriages to take place remotely. Clerks will be allowed to perform ceremonies via video conference. The requirement to appear in-person has been temporarily suspended. For more information visit here.
  • Governor Cuomo calls for federal coordination to supply chain to bring testing to scale. Looking for assistance from Federal government to help New York labs acquire chemical reagents which is needed to perform tests.
  • Announced the bipartisan call from the National Governors Association (NGA) for the federal government to provide $500 billion in unrestricted aid to the states to help stabilize the economy.
  • Federal government provided 1.5 million cloth masks to NYS to distribute to the public.

Mayor de Blasio announces the activation of the Unified Victim Identification System (UVIS) where individuals can file a report of friends or loved ones missing due to COVID-19. Filing can be done at nyc.gov/CovidMissing or by calling 212-NEW YORK (212-639-9675) or 311. Reports will only be for individuals who are missing and not known to be in specific hospitals.

UVIS is coordinated by the Department of Information Technology and Telecommunication (DoITT), 311, NYPD, and Office of the Chief Medical Examiner (OCME).

  • President Trump announced that several states will begin to re-open in phased in approach:
  • Monday: Texas and Vermont
  • Friday: Montana
  • May 1st: Ohio, North Dakota, Idaho
  • President Trump calls on lawmakers to replenish the Paycheck Protection Program (PPP).
  • Funding will be provided for 13,000 community health center site and mobile medical stations to provide care to 28 million people in urban and rural areas that are medically underserved.

Attorney General Letitia James issued a guidance notifying creditors and debt collectors that the emergency stimulus payment authorized by the CARES Act are exempt from garnishment under New York State Law. Any creditor or debt collector violating this law will be aggressively prosecuted.
