Merger of Municipalities Information Sheet

Vermont law doesn’t allow municipalities to unilaterally forfeit their status as a municipality, such as by dissolving or unincorporating, because there are no other mechanisms for residents to receive essential governmental services. State law does, however, give municipalities the power to merge.

Communities across the state are exploring ways to repurpose underutilized buildings into valuable local assets. Attend Vermont Community Development Association's 2025 Fall Conference on Wed 9/24 to learn how these spaces can be transformed to meet evolving community needs.


Training for VT-Alert Managers

On Thu 10/2 from 11:00 AM to 12:30 PM, municipal officials who use VT-Alert at the manager level, whether for public or private notifications, can take this 90-minute virtual training for the first time or as a refresher. The class, which consists of sending live test alerts, requires a computer and internet connection – and a second computer monitor is highly suggested as there is a follow-along portion to the class. Registration must be through the State Learning Management System (LMS). Request an LMS account here if you don't already have one.

Note: Invoicing Change from Vermont Bond Bank

The Vermont Bond Bank is introducing a new invoicing system for its Pooled Loan Program. Starting with the 11/1/25 invoicing cycle, borrowers that have been receiving invoices from US Bank (on behalf of the Bond Bank), will receive these invoices directly from the Vermont Bond Bank.


Upcoming LIH Bootcamp and Workshops

The Local Infrastructure Hub (LIH) helps municipalities access expert support to apply for and implement grants, including pro-bono technical training through Bootcamps and Workshops. LIH is working with more than 2,470 localities across all of its program offerings, including virtual webinars and learning opportunities available for cities of any size.
