Correction: Public Notice weblink now available
Dear NJBPU Listserv subscribers,
NJBPU seeks public comment on the updated "New Jersey Energy Storage Incentive Program (NJ SIP) Straw Proposal" and draft rules released today. This proposal expands upon the NJ SIP Straw Proposal from September 2022, incorporating stakeholder feedback, including:
- Adding that fixed incentives for Grid Supply Resources be awarded through annual competitive solicitation, instead of an administratively determined process (page 10).
- Paying an upfront fixed incentive not contingent on up-time metrics for Distributed Resources (page 10).
- Deferring performance-based incentives to allow Electric Distribution Companies adequate time to develop and administer that portion of the program (page 12).
- Allowing for refundable bid participation fees (page 17).
- Introducing a pre-development fee to ensure timely completion on Grid Supply Projects (page 18).
- Providing incentives to solar-plus-storage projects ineligible to receive storage incentives from the Successor Solar Incentive (SuSI) program, in addition to stand-alone storage.
Staff will hold a virtual Stakeholder Meeting on November 20, 2024, at 10:00 am. The webinar will be recorded, and both the presentation and recording will be made available at https://www.njcleanenergy.com/storage.
The deadline for comments in this matter is 5:00 p.m. EST on Wednesday, December 18, 2024.
