2025-2029 Federal Consolidated Plan Survey

The California Department of Housing and Community Development’s (HCD) Division of Federal Financial Assistance is creating a new five-year Federal Consolidated Plan (Con Plan) for Fiscal Years 2025-2029 and has developed surveys to receive feedback on California’s housing, homelessness, and community development challenges, barriers, and needs. Please take the survey(s) that represents your role in the State of California.

 

Public survey: If you are a member of the general public, Take the 2025-2029 Consolidated Plan Public Survey.

 

Grantee survey: If you are a local government, developer, nonprofit organization, city or county, or other entity who has or is interested in receiving funding from HCD, Take the 2025-2029 Consolidated Plan Grantee Survey.


The surveys will be available through November 10, 2024


Your feedback is a valued part of the Con Plan process and will be incorporated into HCD’s strategies and goals to continue to improve the quality of life for all Californians.

Background: The State of California receives federal funds from the United States Department of Housing and Urban Development (HUD) to invest in affordable housing, address homelessness, and meet infrastructure, economic development, and social services needs in Tribal communities, cities, and counties. The Con Plan is the roadmap that guides how these funds will be spent for the next five years. 

 

The Con Plan examines the housing and community development needs of Californians and their communities and lays out how federal funds will be used to guide the allocation of housing and community development funding administered by HCD, address needs and barriers, and ultimately improve the quality of life for Californians. The Con Plan is applicable to jurisdictions that do not receive funding directly from HUD. These jurisdictions are known as “non-entitlement jurisdictions” and are eligible to participate in the state administered programs. The Con Plan enables HCD to administer funds for the following federal housing programs:

  • Community Development Block Grant (CDBG) program
  • HOME Investment Partnerships (HOME) program
  • Emergency Solutions Grants (ESG) program
  • National Housing Trust Fund (NHTF) program
  • Housing Opportunities for Persons With AIDS (HOPWA) program - administered by the California Department of Public Health
