Council to Act on New Minimum Wage Bill this Wednesday
Join GSSCC to Speak Out and Oppose

The County Council's Health and Human Services (HHS) Committee will take action this Wednesday morning on the a bill that would increase the minimum wage to $15 per hour by 2020 (Bill 12-16). GSSCC and other business groups have been working to persuade Councilmembers to postpone action until they understand the true impact, especially on small businesses, of the hike authorized in 2013. Even County Executive Ike Leggett has urged Council to hold off on this action. (See his memo to Council dated November 22, 2016). Leggett urged Councilmembers to consider, among other things, both the impact on the County's businesses and on the fiscal impact on the County's budget. While increasing the minimum wage might possibly help a small percentage of Montgomery County residents who work in the County (50% of the County's workforce comes from neighboring jurisdictions), the increase could also mean decreased benefits for the workforce at large, and fewer jobs for those who most need gainful employment, as employers struggle to deal with the higher overall costs. The bill's proponents seem to ignore this, as well as the fact that increasing the general minimum wage will spur collective bargaining negotiations for higher overall County employees' wages, adding to the cost of government and possibly leading to another tax increase.

GSSCC and other business groups will be on hand at 9:30 a.m. on Wednesday morning as the HHS Committee votes on its recommendation to full Council. The work session on Wednesday is a critical meeting that will determine how the bill moves forward through the Committee and what amendments, if any, will be recommended to the full Council. Members who can join the group should contact Jane Redicker.

The Election is (finally) Over - What Employers Need to Know

What does the outcome of the historic 2016 election mean for employers? How are new employment laws likely to be enforced? How will they affect employers? This workshop will explore the impact of the election on employers - small and large - in a number of
areas, including:
  • Will the enforcement of anti-discrimination laws become even more visible?
  • What do employers need to know about the County's new leave laws?
  • Why are overtime claims likely to increase?
  • Will the protected class of employees expand to include the LGBT community?
  • What are the pitfalls of disciplining employees for what they say on social media?
  • And more.
Marc Engel, an employment law attorney with GSSCC member Lerch, Early & Brewer, will address these issues and provide concrete steps employers should consider taking to
navigate the post-election landscape at a workshop scheduled from 8 a.m. to 10 a.m. on Tuesday, December 13. Click here to register. Note: This workshop is for business owners and supervisors, as well as nonprofit directors and managers who are responsible for their organizations' hiring and employee management practices.
