Hello Lydia,
May marks the peak of the City’s budget season. And while the word “budget” may bring to mind spreadsheets and dry charts and graphs, a budget is so much more than numbers. The City’s budget is where we put our values and priorities into action. Oftentimes, as a result of insufficient City revenue, this means tough decisions where we are forced to choose between multiple worthwhile competing priorities.
I try my best to do two things when facing a difficult decision. First, I try to ground myself in my values. Second, I seek the best information possible. When it comes to the City’s budget, the community’s input — your voice — is critical information. In today’s email you’ll see multiple opportunities we’ve worked to create so you can be equipped with an understanding of the process and a platform to share your opinion.
I hope you’ll participate. I also hope you’ll find a way to participate in some of the Budget Review hearings City Council will be holding. Those meetings are one of the best ways to ensure District 9 voices are heard throughout San Diego.

D9 Office Hours
The District 9 Office is now taking requests to meet with the Council President during our Office Hours. These are opportunities for D9 residents to speak directly with the Council President for a 15-minute one-on-one meeting, offered in-person or virtually (Zoom).
Office Hours appointments are RSVP-ONLY. To be added to the interest list, please email your community representative (find yours here) with the following information:

- Preferred time
- In-person or virtual
Your Community Representative will then follow up on your submission and the Director of Office Administration will send an appointment to confirm the meeting the week of Office Hours.

Youth Opportunity Passes Almost Here
SANDAG has teamed up with MTS, NCTD, and the County of San Diego to connect youth to school, jobs, entertainment, and more!
Starting May 1, anyone 18-years-old and younger can ride transit for free in San Diego County through the SANDAG Youth Opportunity Pass pilot program. Youth can get unlimited rides on the bus, Trolley, COASTER, and SPRINTER through June 2023 with a Youth PRONTO account.

D9 Community Cleanups
We want to start by expressing our appreciation to Avenues for Success at Hoover High School for reaching out to our office to collaborate with their first community clean up run by all high school students.
We had the opportunity to work together to do a Saturday morning litter picking on several streets connecting with El Cajon Blvd. This was a great opportunity for Council President Sean Elo-Rivera to speak with civic minded students about the importance of working together to take action towards the things we want to change in our community. Also special thanks to Linda Pennington and James Lively for letting us borrow their trash pickers, buckets and bags to use at our community clean ups. Your help is greatly appreciated.
We are happy to announce that starting in May we will be doing bi-monthly community clean-ups in partnership with SAY San Diego, Project Clean, City Heights Clean & Safe Coalition, and We Love City Heights in the areas surrounding Wightman Park. In recent years this area of Chollas Creek has seen a growing number of encampments and illegal dumping in the areas surrounding Wightman Park. We have a working partnership with several community organizations to make our communities beautiful one clean up at a time.

California Mortgage Relief Program
Do you need help meeting your mortgage payments? The State of California is offering some relief to homeowners through the California Mortgage Relief program. This program is free and all California homeowners are eligible to apply.
You can find out if you are eligible for this program, or begin the application process, through the CalHFA website linked here.
In order to qualify, a homeowner must:
- Only own and occupy one property;
-
Be currently behind on your mortgage payments;
-
Have missed at least two mortgage payments prior to December 27, 2021;
-
Owe $80,000 or less in past due mortgage payments;
- Meet household income requirements; AND
- Have experienced reduced income and/or increased living expenses due to the COVID-19 pandemic.

Wave Season Comes to San Diego
San Diego Wave FC Starts Inaugural Season in May! Wave FC is San Diego’s first professional women's soccer team, and they hold the first home game of their Inaugural season on May 7, 2022. Council President Sean Elo-Rivera will present a proclamation recognizing “Wave FC Inaugural Opening Day” in the City of San Diego.
The squad is led by World Cup Champions and Olympic medalists Alex Morgan and Abbey Dahlkemper. While the team is currently playing in Torrero Stadium on the USD Campus, they will make their permanent home at the new Snapdragon Stadium in September which will soon be a part of District 9. Go Wave!
