Approved minutes from the council meeting on 03-19-25 Ayes – Kaminski, Small, Buckingham, Hollenbeck. Nayes Scheib.
Commissioner Kaminski – Approved Accounts Payable 110,671.90 - Largest expenditures – Bruce Harris & Associates GIS Mapping/Parcels & Aerials of the City water and sewer systems $6,056.10. Archive Social LLC – Social Media Archiving $4,397.40, Blue Cross & Blue Shield Health Insurance $26,201.39, Illinois Power $60,153.60, NICOR Gas $4,020.36, Illinois Public Risk Fund – Workman’s Compensation Insurance $6,542.00. Ayes Hollenbeck, Kaminski, Small Buckingham. Nayes Scheib.
Approved payroll $86,751.36. Ayes Hollenbeck, Kaminski, Small, Scheib, Buckingham.
Approved payment to Phalen Steel $75,261.00 for 200 Riverfront Drive. Ayes Hollenbeck, Kaminski, Small, Scheib, Buckingham.
Commissioner Small – Reminded residents to please keep your cars locked to reduce occurance of thefts. Small also requested once again residents to slow down with the weather getting nicer and children being outside on the streets and parks. Small commended the police department for the great job handling of an incident on Sunday.
Commissioner Scheib – Advised that pedestrian crossing signs and children playing signs at Broadway Park have been installed and urged drivers to take care. Scheib read an email for Joe and Melissa Spreitzer regarding Timbers Edge and the property being sold. They requested extra patrols and security for those still out there. Commissioner Small stated that it has already been addressed. Commissioner Scheib also requested that litter be properly disposed of and to please stop throwing litter on our streets.
Commissioner Buckingham – Reminded residents to please not mow your grass clippings into the street and gutters. Grass is like ice to motorcyclists and it will also plug storm drains.
Mayor Hollenbeck – Proclamation designating April 2025 as Fair Housing Month.
Proclamation of April 3rd 2025 as JA Day (Junior Achievement).
Approved Brad Miller as Chairman and Jim Hanlon co-chairman of the Marseilles Planning and Zoning Commission. Ayes Kaminski, Small, Scheib, Buckingham, Hollenbeck.
Approved Contract for the purchase of vacant Lots 8-12 at Young & Sycamore Streets. These lots are needed when the Sycamore Street Bridge over Long Creek is replaced, and the road is straightened out. Ayes Kaminski, Small, Buckingham, Scheib, Hollenbeck.
Public Works in conjunction with the fire department are planning to burn off the waterway ditch on Pacific Street on Monday, weather and wind permitting. This property is now leased by the City from CSX.
City Engineer Etscheid – Stated that the City is looking to replace the water main on First Avenue from Prairie Street east to the dead end. Being a dead-end main, public works must continually flush it to maintain water quality for the residents. Etscheid stated he is also looking at looping the water main on Jefferson Street. Additionally, Etscheid stated the City is looking to install a rainwater retention area in the ravine at Rutland Street and Bratton Avenue to hold back and slowly discharge rainwater during severe rainfall events. When Fillebrown Street was reconstructed a retention area was installed there and has worked nicely keeping a substantial amount of rainfall from coming down Rutland Street, Main and Perry.
Pete Hall spoke before the council and stated he is moving down by St. Louis. The council wished him the best.
Brad Miller, Larry Cowie, and Jeff Owens spoke briefly regarding whether their committee should still pursue the feasibility of having one garbage hauler for the City. They were advised to proceed, and we will officially make a motion at the next council meeting.
Justine Larabee spoke regarding the upcoming events at the memorial wall and requested City and community support. Justine stated last year when the group came in, they went to a restaurant to eat and there was only one server on duty. Justine was advised that last year a group came in and no one even knew they were coming. The City will be more than happy to promote and assist. We request that groups fill out the form online in order for us to communicate with the community to prepare for an influx of visitors. The City will be working with Justine to make sure we get information out in newsletters and to our businesses.
