New Business
Road Closure for the Minetown Day Parade on September 18, 2021
Council authorized the closure of a portion of Lantzville Road, between Ware and Huddlestone Roads, from 10:00 am to 11:00 am on Saturday, September 18, 2021 to permit the Seaside Community Society to conduct the Minetown Day children's bike parade to the Minetown Day events at Huddlestone Park. The Society will retain a traffic control company to provide the necessary traffic control. Parking is available at the District's parking lot by the tennis court on Lantzville School Road. Earlier this year, Council authorized contracting with the Seaside Community Society to coordinate and deliver the annual Minetown Day event on behalf of the District of Lantzville.
Legislative Matters
Business Licence Bylaw No. 167, 2021 & Miscellaneous Fees and Charges Amendment Bylaw No. 273, 2021 (Business Licence Fees)
Council adopted the new Business Licence Bylaw No. 167, 2021 and the Miscellaneous Fees and Charges Amendment Bylaw No. 26 - 2004, Amendment (Business Licence) Bylaw No. 273, 2021, reflecting the Business Licence Bylaw fees that will take effect January 1, 2022. Watch for information this fall about how to apply for your 2022 business licence before the December 31, 2021 deadline.

The Business Licence Bylaw is a Council strategic priority and a foundational action in the District’s Economic Development Strategy (2018).
Good Neighbour Bylaw No. 200, 2021
Council amended the Good Neighbour Bylaw regarding regulation of noise hours and approval of special events, and gave the Bylaw third reading as amended. When adopted, this Bylaw will replace the Regional District of Nanaimo noise, unsightly premises and nuisance control bylaws.
Official Community Plan Amendment Bylaw No. 262, 2021 (Regional Context Statement and Service Areas)
Council gave first and second readings to the Official Community Plan Bylaw No. 150, 2019, Amendment (Regional Context Statement and Service Areas) Bylaw No. 262, 2021, that, when adopted, will amend the Regional Context Statement and Growth Containment Boundary and remove the water and sewer service area maps. Council also resolved that Bylaw No. 262 amending the OCP Bylaw is consistent with the District of Lantzville’s Financial Plan and the relevant waste management plans.

Council Procedure Amendment Bylaw No. 278, 2021 (Electronic Meetings)
Council:
  • gave first three readings to District of Lantzville Council Procedure Bylaw No. 141, 2020, Amendment (Electronic Meetings) Bylaw No. 278, 2021,
  • added a Special Council meeting for September 27, 2021 at 6:00 pm to consider adopting Bylaw No. 278, and
  • approved $90,000 Capital Budget provision for electronic meetings equipment upgrade to be funded from the COVID-19 Restart Grant.

The emergency authority granted by the provincial government for local governments to have increased member participation in electronic Council meetings during COVID-19 expires September 28, 2021. After September 28th, the Electronic Meetings limitations in the current Council Procedure Bylaw would apply (limit of one member, no more than two consecutive times). This proposed amendment Bylaw will provide greater opportunities (allow up to four Council members to participate electronically, for up to eight consecutive meetings) until Council has an opportunity to consider further Council Procedure Bylaw amendments allowed after new Provincial legislation (Bill 10) takes effect September 29th.

Council authorized a budget amendment to upgrade electronic meeting equipment. The project considers safety, transparency and community engagement priorities and will be funded by the COVID-19 Restart Grant.

Council also authorized a special Council meeting September 27th at 6:00 pm to consider adoption of Bylaw No. 278, after staff publish Notice (copy of Bylaw attached to Notice).
