Bylaw
Good Neighbour Bylaw No. 200, 2021

After the “Good Neighbour Bylaw No. 200, 2021” was introduced and received second reading March 29th, Council considered amendments to the Bylaw, before considering further readings. On April 19th, Council began a clause by clause review of Bylaw No. 200, directed Bylaw amendments and resolved to continue the review April 21st. This unfinished agenda item from April 21st will continue at a Special meeting 6:00 pm, May 17th. The Bylaw will be developed further before third reading is considered and, at a subsequent meeting, adoption. After adoption, Bylaw No. 200 will replace the Regional District of Nanaimo noise, unsightly premises and nuisances bylaws in effect since Lantzville was incorporated in 2003, and add other requirements.
Delegation
Nanaimo Ladysmith School District 68

Charlene McKay, Chair, Nanaimo Ladysmith Board of Education, Mark Walsh, Secretary-Treasurer and Pete Sabo, Executive Director of Planning & Operations, Nanaimo Ladysmith Public Schools (NLPS), School District 68 presented the NLPS draft Long Range Facility Plan, noted Lantzville is within the fastest growing catchment area, and highlighted impacts to the District of Lantzville.
Consent Agenda
Disclosure of Contract

Council received the statutory report, for information, reporting Councillor Jamie Wilson's disclosure of a contract with the District of Lantzville as it results in a direct or indirect pecuniary interest. The contract was with one of Councillor Wilson's franchisees (Scholars Edge Painting) who was the successful bidder for painting specified portions of the Municipal Hall exterior. The value of the contract is $4,725.
Unfinished Business
Wildfire Development Permit Area Guidelines

B.A. Blackwell and Associates Ltd., the District of Lantzville’s Consultant, provided a presentation on the proposed Interface Wildfire Development Permit Area Guidelines, funded by a grant from the Union of BC Municipalities Resiliency Investment Program. View the PowerPoint presentation.

Council approved the Guidelines in principle and advised staff to create a community engagement plan for the Guidelines, for Council's consideration, to engage the public before Council considering the necessary amendments to the "District of Lantzville Official Community Plan Bylaw No. 150, 2019" to incorporate the new Interface Wildfire Development Permit Area Guidelines for Council's consideration.
New Business
2021 Property Tax due Date and Penalty Dates

Council authorized staff to prepare the 2021 Tax Rates Bylaw with a due date of July 2, 2021, a first 1% penalty date of July 2, 2021, and a second 9% penalty date of September 30, 2021 for all property classes.
Distribution of Property Taxes among Property Classes

Council passed a motion that the 2021 Tax Rates Bylaw be prepared to include the following distribution of property taxes among property classes, which includes changes to the Class 6 (Business) tax multiple and the Class 7 (Forest) tax multiple:
  • Class 1 (Residential) - Tax Multiple of 1.00
  • Class 2 (Utilities) - Tax Rate of $40.00/$1,000 assessment
  • Class 5 (Light Industry) -Tax Multiple of 7.00
  • Class 6 (Business) - Tax Multiple of 3.75 (previously 4.00)
  • Class 7 (Forest) - Tax Multiple of 8.oo (previously 3.75)
  • Class 8 (Recreation) - Tax Multiple of 1.75
  • Class 9 (Farm) - Tax Multiple of 1.30
Council will consider adoption of the Bylaw at the May 5th Council meeting.
