Delegation
District’s Year End Financial Statements

Cory Vanderhorst, MNP LLP, presented the Auditor’s Year-end Findings Report and the District of Lantzville 2020 Financial Statements, and confirmed that the statements have been audited and are in accordance with the Canadian Public Sector Accounting Standards for local governments. Council approved the audited Financial Statements for the District of Lantzville for the year ended December 31, 2020. View the PowerPoint presentation and report in the Agenda.
Bylaw
Tax Rate Bylaw No. 269, 2021

Council adopted the “District of Lantzville 2021 Tax Rates Bylaw No. 269, 2021”. This Bylaw is required to generate the property taxes identified in the 2021 Amended Financial Plan for the District of Lantzville, and requisitions to be collected on behalf of the Regional District of Nanaimo, Nanaimo Regional Hospital District and the Vancouver Island Regional Library.
Legislative Matters
Development Variance Permit for 7384 High Ridge Crescent

Council authorized a Development Variance Permit for 7394 High Ridge Crescent for the owner (Nanaimo Community Hospice Society) to increase the maximum height of the house to be constructed from 9 m to 9.54 m and the height of retaining walls from 1.2 m to 3.0 m. The proceeds from this Dream Home Lottery house will allow the Nanaimo Community Hospice to expand its current programs.
UBCM Local Government Development Approvals Program

The District of Lantzville will be submitting an application to the Union of BC Municipalities (UBCM) for a grant in the amount of $38,000 to improve the efficiency and effectiveness of the District’s planning, development and building permitting and review processes.
Unfinished Business
District of Lantzville Mine Town Day Event

Council authorized proceeding with amendments to the Parks and Trails Select Committee Terms of Reference and the 2021-2025 Financial Plan (reallocation of funding) to facilitate the transition of the coordination and delivery of the annual Mine Town Day event from the District of Lantzville to the Seaside Community Society, subject to entering into a Service Agreement to be provided for Council to review.
New Business
Water Leak Utility Account Adjustment

Council approved an adjustment to the utility account for 7415 Lantzville Road due to a waterline leak.
Lantzville Commercial Core Revitalization Project Budget Increased

Council authorized an additional $55,000 (Gas Tax funding) for the Village Core Streetscape Improvements capital project. Staff will bring forward the necessary amendment in the 2021-2025 Financial Plan Bylaw to increase the 2021 capital budget.

This capital project (funded through grants) upgrading Lantzville Road between Dickinson and Caillet Roads, includes separated multi-use pathway for pedestrians and cyclists, street trees, raingardens, banner poles, seating areas and shared on-street parking areas.
