Lantzville Council Strategic Priorities/Objectives Quarterly Report
Council received for information, a quarterly update, Q1 as of March 31, 2022, on the status of Council’s 2021 - 2023 Strategic Priorities adopted in May 2021.

Official Community Plan Amendment Bylaw No. 283 (Village South Special Area Plan) and Zoning Amendment Bylaw No. 284 (Village South Special Area Plan Zone)
At the April 13, 2022 special Council meeting, a Public Hearing was held for Council to receive comments before considering amending the Official Community Plan (OCP) and the Zoning Bylaw to establish a new Village South Special Area Plan (SAP) to be attached to the OCP and a corresponding Village South Special Area Plan Zone (SAP-2) to ensure that use, development, and subdivision of the properties conforms to the SAP.
At the Public Hearing, Council received 259 pieces of correspondence (including duplicates) and one petition including 1,169 signatures. Members of the public were able to provide verbal input in-person at the Council Chambers or electronically via ZOOM. There were 33 people in total who spoke at the hearing - four (4) spoke 4 times; two (2) spoke 3 times; and five (5) spoke 2 times. After the Public Hearing closed on April 13 th, Council must not receive any further submissions from the public. Questions can be directed to staff at district@lantzville.ca.
The May 4, 2022 regular Council meeting agenda included consideration of third reading of the two Village South bylaws. However, Council referred consideration of the third reading for each bylaw back to staff to work with the developer to improve their application and address the community's concerns, not limited to: drainage concerns, Lantzville School Road, density concerns, and stronger language around affordable housing and senior's assisted living.

2022 Tax Rates Bylaw No. 305
Council authorized amendments to the “District of Lantzville 2022 Tax Rates Bylaw No. 305” to correct a clerical error and to amend revised rates for the Regional District of Nanaimo and the Nanaimo Regional Hospital District 2022 requisitions. Council gave "District of Lantzville 2022 Tax Rates Bylaw No. 305, 2022" second reading as amended and third reading, and will consider adoption at a special electronic Council meeting at 9:00 am on Wednesday, May 11, 2022. Tax Rates for 2022 must be adopted by Council before May 15th.

Grant Application (for 100% funding) Canada Community Building Fund in British Columbia, Strategic Priorities Fund Capital Infrastructure Stream
Council authorized submitting an application for grant funding for the construction of the new Fire Hall for the District of Lantzville through the Strategic Priorities Fund Capital Infrastructure Stream up to a maximum federal Canada Community-Building Fund contribution of $6 million. The motion also confirmed that Council supports the project and willingness to provide overall grant management.

Grant Application (for 100% funding) Canada Community Building Fund in British Columbia, Strategic Priorities Fund Capacity Building Stream
Council passed a motion that an application be submitted for grant funding through the Strategic Priorities Fund Capacity Building Stream for asset management work related to developing or further updating:
- the District's asset management policy
- formal condition assessment guidelines to assist staff and third-parties with assessing the condition of District assets, identifying data and attribute gaps, and recommendations for data required to assist with decision making
- building Lifecycle Models for asset systems (and building into the District's asset management software) and improvement and intervention and replacement costs
- building Risk and Criticality models to help the District identify critical assets and prioritize funding and asset interventions based on risk (and build into the asset management software)
- development of an asset management plan, with levels of service indicators that can help in conversations with Council, staff, and the public on asset prioritization decisions (developed within the District's asset management software, and training for staff on how to create annual updates)
- long-term Financial Plan.
and confirmed that Council supports the projects and willingness to provide overall grant management.

Development Variance Permit Application for 5020 Broad Ridge Place
Council approved Development Variance Permit No. DVP22-2 for 5020 Broad Ridge Place, to increase the maximum height of a house from 9m to 11m.

Lantzville School Road
Council passed a motion that staff not initiate any land use planning without permission of Council with respect to the future development of the Lantzville School Road right of way.

Community Safety Standing Committee
Council received, for information, the minutes from the September 7, 2021 Community Safety Standing Committee meeting.

Invoice Adjustment Request for 7038 Blackjack Drive
Council approved the request to reverse the invoice in the amount of $7,454.30 for the recovery of cleanup costs in December 2019 incurred in connection with 7038 Blackjack Drive.

Council members may attend in person, or electronically (except for the Mayor) for a hybrid meeting, or via Zoom Webinar for an Electronic Meeting (per the Community Charter and the Council Procedure Bylaw). Public Hearings are held electronically to provide greater access, transparency and convenience. Zoom also offers the option to dial in by phone. For in person, hybrid and Electronic Meetings, the Council Chamber is also open for the public to attend. Due to limited seating, the public is encouraged to view the open portion of the meeting via the live-stream, and to provide verbal public input on agenda items by registering in advance using the Zoom Webinar link provided for each Council meeting event at lantzville.ca, submit written comments by Noon the day of the meeting, or attend in person to provide public input. Prior to attending at Municipal Hall, please self-assess to ensure you are healthy and do not attend if you are ill. Members of the public must remain seated unless invited to address Council. Meetings recorded by the District of Lantzville may be viewed at lantzville.ca. The public is prohibited from recording Council meetings unless authorized by Council.
