Bylaws
Miscellaneous Fees and Charges Amendment Bylaw No. 266
Council gave the first three (of four) readings to “District of Lantzville Miscellaneous Fees and Charges Amendment Bylaw No. 266” to:
  • Increase the fee for Memorial Tree Installation with plaque (tree provided by donor), effective on Bylaw No. 266 adoption, from $150 to $300 to more closely reflect the District’s actual costs  
  • Increase the fixed rate, effective January 1, 2022, for water consumption for the first seventy-five (75) m3:
  • from $73.00 per quarter to $80.25 per quarter for residential consumption, and
  • from $93.16 to $102.50 per quarter for non-residential consumption
  • Update the residential user fees charged by the Regional District of Nanaimo to collect the District of Lantzville curbside garbage, recycling and food waste collection, effective January 1, 2022, for each Single Family Dwelling Unit:
Plus garbage rate changes for each Single Family Dwelling Unit with One (1) Secondary Suite as listed in Bylaw No. 266.

The Bylaw also provides a garbage Prompt Payment Rate ($15 flat fee discount) for Single Family Dwelling Units and for those with One (1) Secondary Suite.

  • Implement a new fee of $500 effective January 1, 2022 for excessive nuisance abatement, pursuant to the Good Neighbour Bylaw.
Phase III Sanitary Sewer Collection System Local Area Service Establishment Amendment (Boundary Adjustment) Bylaw No. 270
Council adopted "District of Lantzville Phase III Sanitary Sewer Collection System Local Area Service Establishment Bylaw No. 143, 2017, Amendment (Boundary Adjustment) Bylaw No. 270, 2022 ", which will add and exclude listed parcels, or portions of parcels, resulting in a net increase of two parcels to Phase III of the Sanitary Sewer Collection System which was completed in 2021.
2022 Alternative Municipal Tax Collection Scheme Bylaw No. 301
Council gave the first three (of four) readings to "District of Lantzville 2022 Alternative Municipal Tax Collection Scheme Bylaw No. 301, 2022", to give some financial relief to property owners from the pressures of Covid-19 by giving additional time to pay property tax balances without significant penalty.

In the absence of an alternative tax scheme bylaw, property taxes would be due on July 4, 2022 and a ten (10) percent penalty would be applied to outstanding taxes after July 4th. This bylaw will allow for a two (2) percent penalty on unpaid 2022 taxes to be applied on July 5, 2022, and a further eight (8) percent on unpaid 2022 taxes will be applied on October 3, 2022.
Repeal Regional Parks and Trails Parcel Tax Roll Preparation Bylaw No. 56, 2007
In 2007, the District of Lantzville imposed an annual parcel tax, that increased to $20 per parcel in 2020, to participate with the Regional District of Nanaimo (RDN) for the purpose of acquiring, developing, and operating regional parks and trails. This parcel tax has been replaced with a new formula wherein Regional Parks acquisitions and capital development cost will be apportioned among participating areas through the RDN annual levy.
Council gave the first three (of four) readings to "District of Lantzville Regional Parks and Trails Parcel Tax and Assessment Roll Preparation Bylaw No. 56, 2007, Repeal Bylaw No. 303, 2022" to discontinue the parcel tax.
Freedom of Information and Protection of Privacy Amendment Bylaw No. 304
Council gave the first three (of four) readings to "District of Lantzville Freedom of Information and Protection of Privacy Bylaw No. 109, 2014, Amendment Bylaw No. 304, 2022" for changes to:
  • fees
  • An applicant submitting a Request for Access to Records will pay, in addition to processing fees, a new non-refundable application fee of $10, unless the request is for the applicant's own personal information, and
  • staff roles
  • The Director of Corporate Administration will remain as the Head for the purposes of the Freedom of Information & Protection of Privacy Act (removing the Chief Administrative Officer), and
  • The Deputy Director of Corporate Administration will be designated as the Information and Privacy Coordinator (replacing the Director of Corporate Administration).

Council members may attend in person or electronically for a hybrid meeting and via Zoom Webinar for an electronic meeting (per the Community Charter and the Council Procedure Bylaw). Public Hearings are held electronically to provide greater access. Public attendance is permitted in the Council Chamber to view the meeting; however, due to ongoing health concerns, the public is encouraged to view the open portion of the meeting via the live-stream, and to provide verbal public input on agenda items by registering in advance using the Zoom Webinar link provided for each Council meeting event at lantzville.ca OR submit written comments by Noon the day of the meeting. Limited seating will be available for the public in the Council Chamber. Prior to attending at Municipal Hall, please self-assess to ensure you are healthy and do not attend if you are ill. Members of the public must remain seated unless invited to address Council, and proof of vaccination is not required for essential government activities and services, including Council meetings. Meetings recorded by the District of Lantzville may be viewed at lantzville.ca. The public is prohibited from recording Council meetings unless authorized by Council.
