Legislative Matters
Public Works and Fire Rescue Facility Design
Council approved bringing forward amendments to the 2021-2025 Financial Plan to include $475,000 in 2021 for the design of a public works and fire rescue facility, funded from Facilities Life Cycle Reserves.

The Public Works department operates out of a leased portion of a building in the Industrial Park, which does not include a works yard, is inadequate and unsuitable for the provision of public works services.

The existing Fire Hall is located at 7850 Superior Road on provincial government land through a licence of occupation that expires in 2032 and is subject to termination with one-year's notice. During 2021, the Ministry of Transportation and Infrastructure updated a highway corridor study that assessed all major intersections along Highway 19 from Nanoose Bay to South Nanaimo. Planned improvements for a future interchange at Superior Road would require the use of 7850 Superior Road and the removal of the current Fire Hall.

The District needs to develop plans for a public works and fire rescue facility, with the first step as a detailed design and cost estimate for the construction of the facility. Design costs are expected to be in the range of $400,000 to $475,000.
Unfinished Business
Proposed Revisions to District Social Media Policy
Council amended the 2016 Social Media Policy No. 3000-10 and asked staff to bring forward an amendment to the Council Procedure Bylaw to remove social media sections in the Bylaw and to add language that Council will abide by the guidelines for elected official social media use contained in the Social Media Policy.

The purpose of the updated Policy is to provide guidelines for the District of Lantzville's participation in social media sites and networks and for the use of personal social media accounts by District elected officials, employees and volunteer board and committee members.
Sebastion Road Beach Access
Staff have been directed to move the no-post barriers and the bollard to the north at the Sebastion Road beach access to provide room for one accessible parking stall.
‘State of the Island’ Economic Summit 2021
Council approved Mayor Swain attending the ‘State of the Island’ Economic Summit 2021 being held virtually October 27 and 28, 2021.
Water Service Expansion
Council postponed to the November 3, 2021 Council meeting, consideration of two motions regarding communication about the status of water service expansions pending receipt of the Director of Public Works' new grant opportunity report at that meeting.

Emergency measures and electronic meeting regulations continue to evolve in response to COVID-19. Until further notice (after anticipated changes to the Council Procedure Bylaw in response to new provincial legislation), electronic Council meetings must be presided over in person by the Mayor in the Council Chambers. Councillors may participate electronically or in person. The public is encouraged to view the livestream of the open portion of the meeting online via the District's website. Limited seating will be available for the public in the Council Chamber; those in attendance must wear a mask and remain seated.
