Legislative Matters
Regional District of Nanaimo (RDN) - Drinking Water and Watershed Protection Service Amendment Bylaw No. 1556.05, 2021 
Council consented on behalf of the electors of the District of Lantzville for the Regional District of Nanaimo Board to adopt "Drinking Water and Watershed Protection Service Amendment Bylaw No. 1556.05, 2021". This bylaw increases the RDN's rate per taxable property from $12 to $14 in 2022 and a further increase from $14 to $16 in 2023.
2022 Grants In Aid Applications
Council approved a $500 Grant in Aid to the Royal Canadian Legion Branch 257 to assist with their plans for a community celebration (dependent on COVID restrictions) of the Queen's Platinum Jubilee during the summer of 2022 .
Bylaws
Official Community Plan & Zoning Bylaw Amendments for the Village South Special Area Plan and Zone
The Village South Special Area Plan is three parcels of land at 7220 Ware Road, 6855 Wiles Road and 7133 Lantzville Road, supporting a variety of commercial and residential land uses to be developed in stages over a number of decades.

Siavash Tahan, Associate and Kyle Yoshida, Analyst, Urbanics Consultants Ltd. presented the Economic Impact Assessment (EIA), a study requested by Council September 22, 2021, to be received prior to a public hearing being scheduled for Bylaw No. 283. The study was completed to provide a financial analysis of the Official Community Plan (OCP) and zoning bylaw amendment application within the Village South and Village Primary Commercial Core Special Plan Areas. The primary objectives of this study were to:
  • Determine if the development will pay for itself in terms of potential tax revenues weighed against the public costs to be incurred in providing local government services to the development,
  • Determine the benefits of the development to the community and the appropriateness of any voluntarily offered Community Amenity Contributions.

Council accepted the "District of Lantzville: Village South Special Area Plan Economic Impact Assessment", dated November 2021, and the Addendum dated February 2022 prepared by Urbanics Consultants Ltd., wherein the EIA projects a conservative net economic benefit of $25.1 million over 20 years for the District of Lantzville. Council also authorized that the "District of Lantzville Official Community Plan No. 150, 2019, Amendment (Village South Special Area Plan) Bylaw No. 283, 2021" and the “District of Lantzville Zoning Bylaw No. 180, 2020, Amendment (Village South Special Area Plan Zone) Bylaw No. 284, 2021” be scheduled for a public hearing at a special Council meeting.

Dickinson Road Speed Limit Survey
Council reviewed the Dickinson Road Speed Limit Survey results received from 22 residents supporting the speed limit be reduced from 50 km/h to 30 km/h and 26 not supporting the speed limit reduction.

The Province is encouraging electronic Council meetings during the COVID-19 pandemic. Council members participate electronically via Zoom Webinar
(per the Community Charter and the Council Procedure Bylaw). The Council Chamber at Municipal Hall will be available, during the open portion of an electronic meeting, for members of the public who are unable to connect electronically to ensure that they have an opportunity to hear or watch and hear the proceedings. Due to ongoing health concerns, the public is encouraged to view the livestream of the open portion of the meeting online via the District's website, to provide verbal public input on agenda items electronically via Zoom by registering in advance, or provide written public input by Noon the day of the meeting. View the instructions on the meeting date on the calendar at lantzville.ca for more information. Limited seating will be available for the public in the Council Chamber. Prior to attending in person, please self-assess to ensure you are healthy and do not attend if you are ill. Those in attendance must wear a mask and remain seated. Proof of vaccination is not required for essential government activities and services, including Council meetings.
