Council's Utility Regulatory Chairs Lead Intervention into Public Service Commission Policy-Making on Market Competition, Ida Costs

NEW ORLEANS - Today, Council President Helena Moreno and Vice President JP Morrell announced interventions into Louisiana Public Service Commission dockets on opening retail power markets, considering statewide resiliency and microgrid opportunities, and resolving statewide restoration costs from Hurricane Ida. The five open dockets present important opportunities for New Orleans customers around bill affordability, the energy transition, and the way public regulatory bodies decide how customers should pay for restoration costs.


“The public service commission is having important conversations about open retail markets, resiliency, and restoration, and I believe it is in the people of New Orleans’ best interests to work collaboratively with the commission and the stakeholders in these dockets to find pro-consumer outcomes that could potentially work throughout the state,” said Council President and Climate Committee Chair Moreno. “New Orleans has led the way with zero-emission power mandates, the deployment of renewable energy, and reliability, and we’re anxious to bring our experiences forward as these important issues continue to be debated at the commission.”


“Important decisions about the future of utility services are being considered, and it’s imperative that New Orleans has a seat at the table during these discussions," said Council Vice President JP Morrell. "New Orleans has often led the state in terms of renewable energy and reliability, and it only makes sense that our voice and perspective would be considered by the Public Service Commission. We look forward to working with the state on this matter.”


The Council, through the Utilities Regulatory Office, and on behalf of Climate Committee Chair Moreno and Utilities Chair Morrell, is intervening in five dockets: Customer Centered Options/Retail Choice (R-35462), Ida Recovery (R-36350), Application for a Microgrid (U-36507), and two resiliency dockets (R-36226 & R-36227). Each is currently pending at the Public Service Commission, the regulatory body for all utility service territories outside of New Orleans. The Council’s intervention involves the opportunity to offer comments and feedback for the commission.


The Council continues its work on its own set of critical dockets, including open matters on system hardening and resiliency, electric transportation and charging infrastructure, community solar, and reliability.

New Orleans City Council
The New Orleans City Council is the legislative branch of the New Orleans city government. The Council considers and enacts all local laws that govern the City of New Orleans. The Council also approves the operating and capital budgets for the City, as recommended by the mayor, and continually monitors revenues and expenditures for local government operations. The City Council is also the regulatory body for public utilities. It also reviews and has the final say on many land use and zoning matters, as well as considers major economic development projects for the City. As a Board of Review for Orleans Parish, the Council examines appeals of property tax assessments for real estate taxes and certifies tax rolls to the Louisiana Tax Commission. Other responsibilities of the Council include overseeing the operation of the public access television in Orleans Parish.
