Dear Ward 3 Residents,

The update provides residents with a full scope of projects, events, and meetings that have taken place over the course of this year. I am pleased to announce that 2022 is the Year of the Garden and Aerial Spray has been approved for certain sections in Ward 3. The ASE camera on Runningbrook Drive will begin to enforce speeding on December 11, 2021. Year of the Garden
On Wednesday, November 24th 2021 my motion to acknowledge 2022 as the Year of the Garden was passed, it was seconded by Councillor Kovac. I am excited to be celebrating the centennial of Canada’s Ornamental horticultural sector marked by the Canadian Nursery Landscape Association’s 100th Anniversary and on June 18th, 2022 the City of Mississauga will be celebrating National Garden Day. I would like to thank the City of Mississauga Parks, Forestry & Environment department for their support for the Year of the Garden 2022. I am looking forward to celebrating with all of you 2022. Stay tuned on how you may be able to participate in this project.
Audubon Blvd. – Section 37 Funds Survey

In 2016, the City of Mississauga secured $60,000 for Section 37/Community Benefits funds for the development on the North East Corner of Audubon Boulevard and Fieldgate Drive. The contribution will go to neighbourhood signage and enhancements to Bough Beeches Park located with in the Rockwood Neighbourhood. I would like your input on Bough Beeches Park. Please answer the survey located here, with your input. I can go back to city staff with ideas and work with city to implement some improvements.

1750 Bloor Street and 3315 Fieldgate Drive - Section 37 Contributions/Community Benefits
Starting in April 2017 the process of the development for 1750 Bloor Street and 3315 Fieldgate Drive began. Several community consultation and working groups have taken place over the years. On June 28th 2021 the applicant came forward with their final design to change the official plan and zoning to permit a 15 storey apartment building with amenity uses located with the mechanical level and a 1 story amenity building. The two existing apartment buildings will remain.

The next step of the process is securing the section 37 Contribution/Community Benefit Funds. These funds can be put back into the community for improvements. After talking to community members over the years two parks that have come up for improvements in this area are Burnhamdale Park and Bethesda Park. Please see the map above of the parks.

Please take the time to fill out on my website regarding these two parks. Feel free to tell me what you would like to see and I will work with staff to look into what improvements can be made. Please note that this is just to hear from the community, there is no timeline of when the construction of the parks will start.

Naming Trail 11
As part of the naming of Trail 11 I would like to hear from you!

I have spoken with staff and the process to get the trail named. First, as the Ward Councillor I would like you to help me choose one of the names below that staff have recommended to bring forward in the corporate report for General Committee. Staff undertook naming research following the City's naming Policy and standard practices and suggests one of the following potential names. Please pick which one you would like to see go forward to the corporate report at the end of the survey period.

Automated Speed Enforcement camera on Runningbrook Drive
Please be advised that the Automated Speed Enforcement camera on Runningbrook Drive, between Autumn Harvest Drive and Riverspray Crescent, will begin enforcing the posted 30km/h speed limit as of Saturday, December 11th.
Porto let relocation
Please be advised that for the upcoming winter months Parks Operations will be relocating the current porto let unit stationed at the playground in the lower Applewood hills trail section to a pathway north of Burnhamthorpe Rd also along the trail.

We will be moving the unit from the red circle to the yellow circle.
This is to provide the service vehicle an easier route during inclement weather.
Further, we will undertake next year, some pathway remediation so that we can service the unit year round in in its summer location.

We chose this location as we felt it would not impact any resident’s view of the park(s).
City of Mississauga Approved Aerial Spray Program 2022- 2030
The City of Mississauga Council approved Aerial Spray Program starting spring 2022-2030 to help manage the Lymantria dispar dispar (LDD) moth (formerly known as gypsy moth) population. A budget of $3 million is being recommended as part of a wider pest management program to target LDD moths in affected areas of the city and protect Mississauga’s tree canopy.

LDD is a non-native and invasive pest that destroys trees by eating away at the leaves, which weakens trees and can lead to disease. In 2018, the City completed a similar Aerial Spray Program which helped slow the LDD population for approximately two years. However, the outbreak in Mississauga continues and within the last year, LDD populations have risen in many areas of the city as well as across southern Ontario

I have supported Aerial Spray and its implementation in Ward 3 to help mitigate the LDD issue, that has affected many throughout in the last couple of years.

This past spring, the City also treated 396 public trees in select parks and streets with TreeAzin injections and ground sprays of Bacillus thuringiensis subspecies kurstaki (BTK) to help control the LDD population. Ward 3 received ground spray at Jacyee Park and in the Applewood, Rockwood communities.

The aerial spray treatment will continue to use BTK – a bacterium that occurs naturally in soils and is produced specifically for pesticide use. According to Health Canada, there have been no identified public health problems or significant environmental concerns after years of widespread BTK use in forestry, agriculture and urban settings. BTK is only toxic in the caterpillar stage of the LDD life cycle and does not affect adult moths and butterflies, or other insects and wildlife.

 EAB Removals
City contracted crews (Davey Tree Service) will be working in Ward 3 to remove Ash trees infested with Emerald Ash Borer (EAB) in Allison Park. Crews will be practicing social distancing and appropriate signage will be posted.
 
Crews will be working Monday to Friday from 7 a.m. to 5 p.m. After the initial tree removal, crews will remove the tree stumps, repair the ground with topsoil and reseed. All works will be weather dependant.

All City-owned park trees removed due to EAB will be replanted over several years. This is due to the high number of trees removed from parks, the short planting season and weather conditions.
 
Forestry is currently working on plans to replant woodlots. Each woodlot is unique and will require additional work to create individual plans for each site. For some, that may mean letting them regenerate naturally while others will have trees replanted.

Bloor Street Integrated Project
The City of Mississauga is completing a planning and preliminary design project for various improvements to the Bloor Street corridor from Central Parkway East to Etobicoke Creek, as part of the City’s Integrated Road Program.

The Integrated Road Program is looking to improve coordination of City road projects, reduce construction costs, and construction nuisance/fatigue for local residents through the bundling of various road improvement projects. The scope of the Bloor Street Integrated Project includes pavement rehabilitation, road safety, noise wall, cycling facilities, streetlighting and transit infrastructure improvements.
 
The City has hosted two virtual Community Meetings on June 23 and October 27, 2021. All project material may be viewed at mississauga.ca/bloorstreet.

Apartment Building Standards and Maintenance Program
The Apartment Building Standards and Maintenance Program was brought to Council earlier this month. I seconded the motion to approve this program. This program is working to protect and enhance the City’s stock of affordable, safe, livable rental housing.

Help prevent rats on your property 
The Region of Peel is following an Integrated Pest Management (IPM) method. IPM addresses eliminating rat infestations at the source using education.
IPM is an effective and environmentally sensitive approach to pest management. It relies on a combination of practices, which include approved pest control vendors, providing financial support to residents through the subsidy, and public education.

Aligning with the IPM approach, Regional Council approved a 12-month Residential Rat Control Subsidy Pilot Program. The program will reimburse eligible homeowners for 50 per cent of the cost in hiring a Region of Peel approved pest control vendor, up to a maximum of $200 per calendar year, per residential Peel address. The subsidy applies to the exterior of the property and is available until March 31, 2022.

How to help control rats on your property:
• Eliminate food supply (garbage, bird feeders, etc.)
• Eliminate sources of water (fountains, bird baths, etc.)
• Eliminate potential shelter (wood piles, tall grass, etc.)
• Eliminate points of entry (seal all holes and cracks)

Budgeting for a Stronger Tomorrow: Mississauga’s 2022 Approved Budget
Region of Peel’s 2022 Budget Approved and now available
The 2022 Budget meets the needs of the community with a net tax levy increase of 3.5 per cent or an overall property tax increase of 1.5 per cent to the taxpayers and a utility rate increase of 5.8 per cent.
Key timelines of the 2022 Budget:

The 2022 Budget consists of:
  • Operating expenditures of $2.7 billion
  • Capital expenditures of $1.1 billion
COVID-19 Update
  • The province is delaying lifting of proof of vaccination requirements beyond January 17, 2022
  • Effective January 4, 2022, all Ontario residents are required to use the enhanced vaccine certificate with QR code and the Verify Ontario app in settings where proof of vaccination is required. The QR code can be used digitally or by printing a paper copy. Individuals can download their enhanced certificate with QR code by visiting https://covid-19.ontario.ca/book-vaccine/.
  • Strengthening the verification process for medical exemptions and clinical trial exemptions by requiring a certificate with a QR code. Organizations and businesses that are under the provincial proof-of-vaccination system will be advised to no longer accept physician notes as of January 10, 2022.
  • Effective December 20, 2021, requiring proof of vaccination for youth aged 12 to 17 years participating in organized sports at recreational facilities.
  • Please note: The City of Mississauga, under direction from Peel Public Health, has already implemented this measure and it’s currently in place across all our recreation and community centre

  • Starting on Tuesday, January 4, 2022 at 8:00 a.m., individuals aged 18 and over will be eligible to schedule their booster dose appointment through the COVID-19 vaccination portal. Appointments will be booked for approximately six months (168 days) after a second dose.

Booster Shots are Here for 50+
The province is opening up the eligibility for booster shots starting on December 13. If you have received your COVID-19 vaccine series (two doses) more than six months ago, and you are over the age of 50, you can book your third-dose of the COVID-19 vaccine.

Those who are able to book an appointment can do so through the COVID-19 vaccination portal, by calling the Provincial Vaccine Contact Centre at 1-833-943-3900, or in select pharmacies and primary care settings

In addition, due to a higher risk of severe illness from COVID-19, effective immediately individuals receiving dialysis are eligible to receive a third dose of the COVID-19 vaccine if it has been 56 days since their second dose. There are also new recommendations for those who have received transplants. It’s recommended that those who may qualify for these accelerated doses speak to their primary care providers.

The province expects to further increase booster shot eligibility for those under the age of 50 starting in January.
