Dear Friends and Neighbors,
It's (almost) fall in Napa County! School is back in session, harvest is beginning, and life is busy in District 1. As I continue to visit with residents and businesses, from Edgerly Island to Main Street merchants, I am struck by the entrepreneurial spirit of Napans. Your care and concern for your neighborhoods and your neighbors inspires and supports me in my endeavor to represent you well!
In this newsletter, you will find Board of Supervisor and committee meeting updates, community program opportunities, and event announcements. City of Napa Mayor Scott Sedgely and I will host a community meeting to discuss City and County activities, and listen to your input, ideas and concerns. Grand Jury Report on Groundwater Management
Groundwater and surface water are highly important natural resources in Napa County. For many decades, Napa County and its citizens have acted to conserve and preserve groundwater resources and protect beneficial uses and users throughout the county.
On September 12, the 2022-2023 Napa County Grand Jury set forth findings and recommendations relating to the management of groundwater resources in Napa County. The Board approved the response to the report, to read the response, click HERE.

Climate Action Committee Update
At our recent meeting, we decided to pursue greater building electrification through the development of a “Flex-Path” reach code and a “time of sale” reporting ordinance.
A “reach code” is a local requirement to exceed the standards established by the State Energy Code. For example, a jurisdiction can pass an ordinance (first reviewed by the California Energy Commission and later filed with the California Building Standards Commission) that offers property owners/builders a variety of energy-saving and cost-effective modifications to meet or exceed a locally established target to achieve an energy efficient home. A Flex Path code encourages energy improvements that favor electrification by setting an energy efficiency target for a building. That target can be met while still utilizing natural gas, but the target would be much more easily met by an all-electric building. A “time of sale” reporting ordinance requires that a property owner, at time of sale, must provide an energy report (utility costs, energy audit/assessment, or energy efficiency features). This assures that both buyers and sellers are aware of a home’s energy use and efficient features, providing motivation to a seller to make efficiency upgrades and providing transparency for the buyer.

Providence Queen of the Valley Medical Center & Napa County
Join Forces!
This year, Providence Queen of the Valley Medical Center and Napa County HHSA have partnered to create a shared Community Health Needs Assessment (CHNA). A CHNA collects qualitative and quantitative health data from across the county in order to create a point-in-time report of community health and determine health priorities for the next 3-5 years. They convened over 230 community members for listening sessions, key informant interviews and prioritization meetings in order to identify 5 health priorities:
- Racial Equity and LGBTQ Inclusion
- Behavioral Health
- Housing
- Access to Health Services
- Economic Stability
Community partners will take the identified health priority areas and formulate goals, strategies and an action plan related to those issues. The result is a Community Health Improvement Plan, and subsequent Community Health Action Plan. This process requires, and centers, the continued expertise of community members. PG&E
This fall PG&E will be conducting work to prepare for soil and groundwater cleanup at a former manufactured gas plant that ceased operations in 1924. Here's what you should expect:
Where
- Corner of Elm St. and Riverside Dr. (Napa)
Site Preparation
- Work will occur Monday - Friday and Saturdays (as needed) 8am - 5pm
What You'll See
- Backhoes, excavators, large drill rings, mixing equipment and big trucks
- On-site concrete and slab removal to access soil
Community Protection Measures
- Work area will be fenced with signs
- Air monitoring during excavation and in treatment areas
- Tents to be used in most impacted areas to control dust and odor
- Noise and vibration monitoring
- Water, spray foam and plastic sheets will be used as needed
- Truck loads will be covered, tires cleaned and inspected prior to leaving a site
- Flaggers will be used as needed

What Should You Know?
- These more-sensitive settings will be turned on when there is an increased wildfire risk - most likely from May to November, but wildfire risk may exist year-round in some areas.
- EPSS will help keep you safe, but you may experience unexpected power outages.
- Daily analysis are conducted to determine wildfire risk and if safety settings are needed to protect customers.
- If conditions do not meet the need, EPSS is turned off to prevent unnecessary outages.
- Settings not to impact customer bills.

September Proclamation
On Tuesday, September 12, the Board of Supervisors proclaimed September as Suicide Prevention Month. As many of you may know, this cause is particularly important to me. Accepting the proclamation was Deputy Director of Health and Human Services Agency (HHSA) - Behavioral Health, Cassandra Eslami, and Mentis Prevention Director, Jeni Olsen.
