You Autumn Check Out Fall's Calendar of Events!

Register for the Fall Advocacy Meeting & Institute of Government

The Fall Advocacy Meeting enables representatives of all 46 counties to take a leadership role in shaping the Association's legislative policy positions. All county officials are invited to join the event, which is a key part of the education and advocacy process as we get ready for the next legislative session.


This year's meeting will begin at 10 a.m. Thursday, October 19 at the Embassy Suites in Columbia. It includes:


  • A presentation on the economic forecast that will shape next year's state budget by Frank Rainwater, executive director of the S.C. Revenue and Fiscal Affairs Office;
  •  Reports from the four SCAC Policy Steering Committees (County Government and Intergovernmental Relations; Land Use, Natural Resources and Transportation; Public Safety, Judicial and Corrections; and Revenue and Economic Development);
  •  Lunch; and
  • Presentations on partnerships and advocacy.


Register online by October 13.


In conjunction with the meeting, the Institute of Government for County Officials will be held Wednesday, October 18. See agenda, class listing and registration information.

The 2023 SC Local Government Attorneys' Institute Will Be In-Person


Held in the fall, this is one of the largest seminars for public sector attorneys in the state. Attended by attorneys from counties, municipalities and state agencies, the event remains a favorite continuing legal education offering.

Workshops Focus on Flood Mitigation, Protection Against Extreme Weather


The SC Office of Resilience (SCOR) will hold informational workshops throughout the state from September through November to talk about the Statewide Resilience Plan and how local and regional agencies and organizations can implement resilience in their communities.

Energy Managers Fall Conference Registration Available

The 2023 Association of South Carolina Energy Managers (ASCEM) Fall Conference will be Wednesday, October 4, 2023, at Dominion Energy, 400 Otarre Pkwy, Cayce. Registration information and a draft agenda are available via Eventbrite.

 

ASCEM provides information to members to foster a common energy management program for South Carolina. ASCEM:

  • consolidates experience, knowledge, and interest in the field of energy management;
  • shares strategies for financing; and
  • encourages and assists members in implementing energy efficiency projects.

Ethics Reform Act Reminder from State Ethics Commission

Did you know that public officials, public members, and public employees are not allowed to use their official positions to influence the outcome of an election or ballot measure? Section 8-13-1346 of the Ethics Reform Act states that “a person may not use or authorize the use of public funds, property, or time to influence the outcome of an election.” If you have any questions about this, or any other provision of the Ethics Act, please contact the Commission at (803) 253-4192.

NACo Provides Guidance on Creating Opioid Settlement Council

The National Association of Counties' (NACo) latest resource provides guidance on establishing an opioid settlement council, a multidisciplinary body that can help counties engage community members and ensure settlement dollars are invested in the areas of greatest need.

Broadband Funding Opportunity

The SC Broadband Office is preparing a grant proposal for the Infrastructure Investment and Jobs Act's Broadband Equity, Access, and Deployment (BEAD) funding for the state and needs your help gathering information on Community Anchor Institutions.


County facilities that are not capable of receiving a minimum of 1 Gbps symmetric service or greater may be eligible for BEAD grant funding from the state in late 2024. Grant recipients will be required to promote internet connectivity for the community through hotspots or other means. In order to qualify for this funding next year, the SC Broadband Office must have the location and other requested data for your county by October 4.

Transportation Alternatives Set-Aside Program (TAP) Fall Deadline

The South Carolina Department of Transportation (SCDOT) opened up the Fall TAP Round and is now accepting Letters of Intent (LOI).  


For eligible entities, LOI are due Friday, October 13 by 4 p.m. ONE project may be submitted per eligible entity per round. (SCDOT has two TAP competitive rounds - one in the spring, and one in the fall.)

The Grant Training Center's Professional Grant Development live workshop, which is normally held at the University of South Carolina, has moved online. It will include the same length of instruction, interactive discussions, and one-on-ones with the instructor.

Lancaster County's Sheron Adams Named Detention Officer of The Year by SC Sheriffs' Association


Lancaster County Council recently recognized Sheron Adams during a County Council meeting for being named the 2023 Jerry D. McDaniel Detention Officer of the Year by the SC Sheriffs' Association. This honor is awarded to one detention officer each year who shows exemplary performance, high personal integrity, and overall dedication to the law enforcement profession.


Adams has been in law enforcement for 26 years. According to her peers, she is a leader and is always there to lend a helping hand. In Sheriff Barry Faile's nomination letter, he said Adams excels in her interaction with inmates and always maintains a calm and professional approach. Jail Director Larry Deason says he would like to have a building full of officers just like Adams.


Thank you, Officer Adams, for your contributions to the citizens of Lancaster County. Great job!

SCAC & SC Sheriffs' Association Host Jail Leadership Training

County law enforcement leaders recently brainstormed ways to tackle common problems and improve overall detention center operations in thanks to recent Jail Leadership Training sessions hosted by SCAC and the South Carolina Sheriffs’ Association.

 

“We were happy to be able to host this meeting,” said Newberry County Sheriff Lee Foster of the Upstate event. “We should all be on the same sheet of music working for the common good so it is good to be able to come together and discuss ways we can work together for our communities.”


The first training in Columbia was for county administrators and jail administrators. The August session hosted at the Newberry Sheriff’s Office featured sheriffs, deputies and jail administrators from 14 counties in the Upstate region. To date, 40 county officials have completed the training.

 

“The information and resources presented during this training will help reduce officer and inmate injuries while mitigating some the counties’ liability exposures,” said Robert Benfield, SCAC’s director of Insurance Services. “The value of this training is confirmed by the number of officers and counties who have attended the training so far. Collaboration, training, and networking among county detention centers strengthens the entire criminal justice system and enhances the safety of the citizens of South Carolina.”

SC Criminal Justice System Conference in N. Charleston

The inaugural State of South Carolina's Criminal Justice Conference will showcase promising practices and serve as a launching pad for collaboration. It will be from 8:30 a.m. to 3 p.m. Friday, October 20 at Trident Technical College in North Charleston.

CYBERSECURITY & DATA

Seeking Your Input on Future Cyber Funding

The Advanced Technology Academic Research Center's (ATARC) State and Local Cyber Grant Working Group is gathering information from all SC local governments and state agencies to provide tangible guidance to Congress for future cyber funding.


Please consider completing the brief survey which will remain active until September 30. Responses will be anonymous.
