Administrative Procedures Plan 


The Substantial Improvement/ Substantial Damage Administrative Procedure Plan is a collaborative plan, between NCC Department of Land Use and NCC Department of Emergency Management. This plan outlines procedures for substantial improvement and damage determinations as it relates to floodplain laws and management. These regulations include the permit processes, inspections, appeals, and post-disaster communication.

Home Owner Courtesy



As a homeowner, making repairs or upgrades to your owner-occupied property, you may benefit from one complimentary courtesy inspection. This service allows you the chance to discuss the scope of your project during any step of the process. An option to request a courtesy inspection will appear once you submit your permit application. Important Update to Our Payment Processing Policy

Effective July 1, 2026, a 3% service fee will be applied to all transactions made with a credit card. This fee is set and retained by the payment processing vendor enabling the transaction. The Department of Land Use receives no portion of the service fee. This fee will not apply to ACH, electronic check, cash or check payments. To avoid this additional fee, we welcome you to pay via ACH or electronic check for online payments.
