CBMS Governance Vision

With the transition of CBMS to CDHS and HCPF, we are taking this opportunity to conduct a stakeholder engagement session and survey to gather feedback and build the CBMS Governance Vision. Additionally, we will review each charter, determine if the mission and goals are the same, and determine the goals are being met by current processes.

Expired Non-citizen Documents

At the end of April, counties received a HCPF request to work on a report that has active Medicaid members with expired non-citizen documents. The request was to complete this work by the end of June. After further review, we ask that you ignore this request. Our Eligibility team will be re-reviewing this request as we understand the volume is significant and consider alternative options, if possible. We will communicate additional updates once we have identified a plan of action. 


For additional context and background, this data was identified as part of our preparations for implementing Cover All Coloradans made possible by House Bill 22-1289. We will be bringing forward additional details on this initiative in future upcoming meetings.

HCPF Updates

New Training - CBMS PEAK Inbox/EDMS Search

In collaboration with the PEAK and Business Readiness and Communications (BRC) teams, the Staff Development Division (SDD) has released a new web-based training (WBT) titled CBMS PEAK Inbox/EDMS SearchThis WBT explains how to search the PEAK Inbox and EDMS Documents tab in CBMS to find client documents.


Workers can access the WBT as a stand-alone (outside of a curriculum) by typing the title in the search function found in the top right corner of the Welcome screen.

Assistance for Eligibility Sites

Regarding Provider Billing Issue

HCPF is working with the vendors to correct provider billing issues. While significant improvements have been made, some providers are still experiencing billing issues, resulting in increased calls to Eligibility sites. HCPF provided guidance to LTSS Health First Colorado providers to submit bills for services, even if they are receiving denials until the services are paid. The guidance also outlines the steps HCPF has already taken to resolve existing billing issues. County and Eligibility sites are encouraged to direct providers to this guidance for help with billing issues.

County Updates

Compliance Spotlight!

Good News! In response to county director feedback, over the last two months our team has been working diligently to provide policy templates for the most frequent Management Evaluation (ME) review findings. Last night, we uploaded several templates for counties to operationalize to our ME review webpage. We will continue to update the ME review webpage as more templates become available. In the coming weeks, our team is also working on revamping the ME review webpage to include additional resources for counties.

Grants Spotlight!

The PCA Fiscal team is busily working on funding decision emails and notices of determinations for the PHE Retention grants. All intents to apply have received acknowledgement. If you applied and have not received any communications through the HCPF Community Relations inbox, please reach out via our County Relations Webform.


We’re also excited to announce the online application process for the FY 2024-25 Competitive County Grant Program. The IM 24-010 FY 2024-25 County Grant Program Memo explains how to apply for this funding opportunity. In response to county feedback, we have extended our application window from two weeks to seven weeks. Applications will be due at the close of business on Friday, June 7, 2024.

Interoperability Spotlight!

The Digitization Document project, led by the vendor RMMI, is making strides in digitizing county documents, with scanning set to wrap up by the end of October 2024.

Incentives Program Update

The Customer Service Memo is in the final approval stages and will include a template for the Customer Service Report. 2A and 2B counties must have both a customer service plan and a customer service report to be eligible for the incentive.

  1. County Relations & Eligibility Site Request Form. This webform allows you to enter details to help us resolve your issues and is the best way to contact both the County and Eligibility teams at HCPF.
  2. Health First Colorado and Child Health Plan Plus Grievance Form. This webform allows anyone to enter details to help us resolve and be aware of any grievances.
