Key Highlights from September 2024



Welcome to the Barnstable County News Round Up. The County continues to lead the way in addressing key issues for Cape Cod, from protecting vital water resources and securing affordable housing to advancing wastewater innovation and regional emergency preparedness. Our September highlights showcase the County’s efforts to support infrastructure improvements, environmental protection, and community safety. Through partnerships and dedicated programs, the County remains committed to enhancing the quality of life for its residents. Healey-Driscoll Administration Halts Machine Gun Range Proposal 

One of September's biggest stories was the Healey-Driscoll Administration’s decision to halt construction of the proposed Multi-Purpose Machine Gun Range (MPMGR) at Joint Base Cape Cod. This decision followed widespread opposition to the project from local stakeholders, including both the Barnstable County Commissioners and the Assembly of Delegates, who had recently expressed their concerns in letters to the Governor. Commissioner Mark Forest thanked Governor Healey for her decision, underscoring the need to protect critical water resources for Cape Cod towns.

Healey-Driscoll Administration Awards $1.97M to Drive Wastewater Innovation 

On September 11, the Healey-Driscoll Administration announced the $1.97 million grant to expand the Clean Water Center at the Massachusetts Alternative Septic System Test Center (MASSTC), a division of Barnstable County’s Department of Health and Environment. This initiative, supported by an additional $1.3 million in ARPA funds, will position Cape Cod as a leader in wastewater treatment innovation. The project aims to address critical environmental challenges like PFAS contamination and enhance research collaborations with academic and private sector partners.

Bourne Bridge Funding Advocacy 

On September 25, the Barnstable County Commissioners urged U.S. Secretary of Transportation Pete Buttigieg to support federal funding for the replacement of the Bourne Bridge. This follows the start of the Sagamore Bridge replacement project and the state’s ongoing efforts to secure additional federal funding for both bridges. Last week, Governor Maura Healey announced that $1.72 billion in federal funding has been secured for the Cape Cod Bridges project, including a $350 million allocation to move forward on the Sagamore Bridge, while continued efforts are focused on securing funds for the Bourne Bridge. AmeriCorps Cape Cod Welcomes Year 26 Members 

On September 25, 2024, AmeriCorps Cape Cod welcomed its 26th cohort at a Swearing-In Ceremony on the steps of the Barnstable Superior Courthouse. These new members will dedicate over 18,700 hours of service in environmental and disaster-preparedness projects throughout Cape Cod, continuing a legacy of over one million service hours since 1999.

Hear from Margaret Song, an AmeriCorps alumni and keynote speaker at the event, as she shares her experiences and advice for the incoming members. Learn about the incredible work AmeriCorps is doing to address environmental and community needs across the Cape, and how their service is making a lasting impact in our region.

Regional Emergency Preparedness Efforts Highlighted 

September was Emergency Preparedness Month, and Barnstable County Emergency Preparedness Specialist Chip Reilly briefed the County Commissioners on the role of the Regional Emergency Planning Committee (REPC), which oversees coordinated responses to hazards and manages regional shelter programs. Barbara Cotton, Executive Director of the American Red Cross Southeastern Massachusetts Chapter, also participated in the presentation. She emphasized the Red Cross’s ongoing commitment to supporting local communities, highlighting their crucial role in disaster response and recovery efforts across the Cape. Learn more about the REPC at www.capecod.gov/repc

Beth Albert Retires After Distinguished Career

September marked Beth Albert’s last month as Barnstable County Administrator, with her final day of service on October 1, 2024. Michael Dutton assumed the role of Barnstable County Administrator on September 16. After more than 30 years in public service, Beth leaves behind a legacy of leadership and dedication. Beginning her county career in 2008 as Director of Human Services, she was appointed County Administrator in 2021. During her tenure, Beth was instrumental in securing funding for critical regional issues and improving county operations. The Barnstable County Commissioners recognized her contributions in their September 23rd meeting.

Dredging Season Kicks Off

The County Dredge Program began its 28th season in September, clearing shoaling in the South Channel of Bourne’s Red Brook Harbor. The removed materials are being used to rebuild Bassetts Island, enhancing navigation for vessels. The channel was last dredged in 2001 by the County. The County Dredge Program is also seeking a Maintenance Technician to help with equipment upkeep and repairs. $1.4 Million Grant Approved for Affordable Housing in Truro 

The Commissioners approved a $1.4 million grant on September 25, funded in part by ARPA, to support construction costs for the Cloverleaf Project, a 43-unit mixed-income rental development in Truro. The $39 million project, developed by Community Housing Resource, Inc. in partnership with Community Builders, Inc., is supported by County HOME funds, the Executive Office of Housing and Livable Communities, MASS Save, Mass Housing Partnership, and the Town of Truro. This grant addresses the increasing need for affordable housing on Cape Cod.


County Corner at Community Safety Day for 55+ Residents a Success 

Barnstable County participated in the Town of Barnstable’s Community Safety Day on September 25, 2024. The event provided residents aged 55 and older with safety, wellness, and educational resources. County staff shared information on emergency preparedness, public health, Medicare open enrollment, and flood preparedness, and more, helping to make the event a valuable resource for older adults. 


Prepare for Coastal Hazards: Free Handbook

In September, Barnstable County’s Cape Cod Cooperative Extension, in partnership with Woods Hole Sea Grant, reminded residents of the Massachusetts Homeowner’s Handbook to Prepare for Coastal Hazards.

22nd Annual State of Wellfleet Harbor Conference

Hear about critical research and conservation efforts shaping our local waters. Extension’s Woods Hole Oceanographic Institution Sea Grant Fisheries and Aquaculture Specialist, Abigail Archer, will serve as a moderator and is on the Planning Committee.
