Greetings!
We are happy to enter the month of April knowing that many businesses are continuing to operate well despite the pandemic and taking advantage of helpful financial resources as they become available. For suppliers actively seeking additional funds, President Biden has approved an extension of the deadline to apply for a PPP loan. In addition, the SBA has announced the upcoming launch of a new grant opportunity for art and entertainment venues that have been adversely affected by COVID-19. Applications open one week from today for the Shuttered Venue Operators Grant (SVOG).
In this edition of the Small Biz Update, we'll tell you why eligible applicants are being advised to register with SAM.gov now, before submitting an SVOG application. You will also find updates on the new PPP application deadline, and the County's efforts to plan redevelopment projects that can bring future opportunities for local small businesses, Plus, BDAC members have elected new officers to lead in support of the County's small business goals.

Shuttered Venues Grant Applications Open April 8th
|

Applicants Should Register at SAM in Advance

The SVOG program was established by the Economic Aid to Hard-Hit Small Businesses, Nonprofits, and Venues Act, which appropriated $15 billion for it. The American Rescue Plan Act, signed into law by President Joe Biden on March 11, 2021, appropriated an additional $1.25 billion, bringing the program funding to a total of $16.25 billion, with more than $16 billion allocated for grants.
The SVOG grant provides emergency assistance for eligible venues affected by COVID-19. Eligible entities include live venue operators or promoters, theatrical producers, live performing arts organization operators, relevant museum operators, zoos and aquariums who meet specific criteria, motion picture theater operators, talent representatives, and each business entity owned by an eligible entity that also meets the eligibility requirements.
Eligible applicants may qualify for grants equal to 45% of their gross earned revenue, with the maximum amount available for a single grant award of $10 million. $2 billion is reserved for eligible applications with up to 50 full-time employees.
To ensure eligible venues do not miss a window to receive assistance through the Paycheck Protection Program (PPP), the American Rescue Plan Act also amended the SVOG program so entities that apply for a PPP loan after Dec. 27, 2020, can also apply for an SVOG, with the eligible entity’s SVOG to be reduced by the PPP loan amount.

Businesses Have Two More Months to Apply

President Joe Biden has signed the PPP Extension Act of 2021 into law, giving small businesses two additional months to apply for the Paycheck Protection Program (PPP) loan. Small businesses now have until May 31, 2021, to apply, then the Small Business Administration (SBA) will have an additional 30-day period to process applications that are still pending.
PPP provides SBA-backed loans designed to help businesses keep their workforce employed during the COVID-19 crisis. The extension is aimed at providing additional critical relief to very small businesses.

Commissioners Accept Feasibility Report

Looking Ahead Toward Redevelopment in Clark County
|
|
Economic development projects often bring new contract opportunities for local small suppliers who are seeking to participate in infrastructure upgrades, housing improvements, community engagement, attracting tourists, and more. Clark County is planning ahead for the possibility of such projects in the coming years. County Commissioners are in the early stages of determining how to prioritize and fund redevelopment efforts in communities that are experiencing economic decline--commonly referred to as blight or redevelopment areas. On March 2nd, Commissioners accepted a report on the feasibility of reinstating a County Redevelopment Agency (RDA) to handle future projects.
Government entities often establish RDAs to help improve blight areas, a route the County has taken in the past. Generally, an RDA is used to invest a portion of existing tax revenues to fund improvements in blight areas. The improvements can increase property values, boost local tax revenues, and strengthen the economy. In 2009, Commissioners voted to suspend the County's current RDA after deciding funds allocated could be used differently. After the suspension, the agency's resources were redirected to fund education, health care, and safety.
The feasibility report approved by Commissioners last month was presented by County Community and Economic Development Director Shani Coleman, along with business consulting firm Applied Analysis. It analyzes a variety of factors Commissioners must consider as they decide whether to unsuspend the County’s previous RDA or launch a brand new agency. Commissioners also discussed exploring alternatives to improve blight areas without establishing an RDA.
The acceptance of the feasibility report is just a beginning of a decision-making process that will require more research, analysis, and time. If the County opts for a completely new redevelopment agency blight studies and planning could take another 18 to 24 months, while reinstatement of the previous RDA would happen more quickly.

The Clark County Business Development Advisory Council (BDAC) has elected a new slate of officers for 2021--individuals who are leading the effort to ensure small suppliers have a voice in matters that affect small businesses. These individuals are heading up the Council's efforts to help the County with its commitment to increase the number of minority, women, and small firms doing business with Clark County. They work closely with the Community and Economic Development Department and in support of the Small Business Opportunity Program (SBOP).

Leads BDAC meetings, serves as a contact point for board members on BDAC issues. Works closely with County representatives and board members to develop and implement strategy, and ensure goals and objectives are met.

Leads the effort to represent BDAC at events, workshops, and expositions. Helps to educate organizations and Chamber members on how to properly engage and respond to County bid requests and RFPs.
