Two recent decisions from Maryland’s highest court may reframe decisions and operations of county governments. In a Worcester County case, the Court of Appeals upheld a lower court finding that municipal property tax setoffs are an inherently local and legislative matter, not a constitutional entitlement. And in a long-progressing case from Talbot County, the Court found fault with that county’s Board of Appeals exercising oversight over violation fines, potentially undermining a common administrative appeal practice.
