Marcia Jean Carter served as assistant dean in the College of Education and Human Services and professor in the Department of Recreation, Park, and Tourism Administration at Western Illinois University-Quad Cities. She is currently an adjunct faculty with the University of St. Francis, and she earned her doctorate from Indiana University.
Marcia has held positions in nonprofit and public agencies in outdoor settings and community therapeutic recreation with individuals of all ages and abilities. She initiated the efforts to create NCTRC and was its first chair.
