Vessel delays and increased dwell times at West Coast ports remain critical, with even more congestion pre-Chinese New Year and the Omicron variant of Covid-19 impacting the workforce. Please continue to book at least 4-6 weeks in advance. As you know, suppliers, including carriers, will suspend services starting February 1 to celebrate the Chinese New Year holiday, so plan early to ensure that you are fully prepared for post CNY shipping. Below are the latest updates on potential West Coast ports fees, and we will continue to monitor new developments closely:

The Ports of Long Beach and Los Angeles have again announced they will delay consideration of the "container dwell fee" for another week -- until January 28. According to their press release, the two ports have seen a combined decline of 62% in aging cargo on the docks.

The Container Dwell Fee program, initially approved on October 29, 2021, was set to expire after 90 days, but the Harbor Commission extended the dwell fee program until April 29. The Commission also amended the fee so that an import container moving by truck or rail can be charged after nine days, while previously, containers bound for rail were subject to a fee after six days. press release
- The Port of Los Angeles also plans to begin charging a fee for empty containers that linger on the port's marine terminals for nine days or longer. The fee, subject to approval by the Los Angeles Harbor Commission, would take effect on January 30, 2022.

Some terminals in LA/LGB and Seattle have already implemented temporary on-terminal storage fees for long dwelling import cargo, in addition to the usual port demurrage/storage charges: Total Terminals International (TTI), International Transportation Service (ITS), and SA/PCT (Long Beach) & SSA Port of Seattle (Terminals 18, 5 and 30).
