PROGRESS REPORT ON THE FEDERAL IMPLEMENTATION OF THE STEM EDUCATION STRATEGIC PLAN
The Strategic Plan presents a vision for a future where all Americans will have lifelong access to high quality STEM education and the United States will be the global leader in STEM literacy, innovation, and employment. It is intended to serve as a “North Star” for the broader STEM community as it collectively charts a course for the Nation’s success and is responsive to the requirements of Section 101 of the America COMPETES Reauthorization Act of 2010 .

The National Science and Technology Council (NSTC), through the Committee on STEM Education (CoSTEM), engaged the broad national community in developing the five-year “North Star” plan, which was released in December 2018. Subsequently, CoSTEM has been coordinating with Federal agencies to implement this plan, ensuring that all Americans have access to high-quality STEM education. This progress report provides an update on those activities.

Women in Stem: Critical to Innovation

In a  survey  of 300 women that were employed in cybersecurity, less than 50 percent of the respondents said that they had entered the field via IT or Computer Science. The respondents are diverse in their backgrounds, coming from Compliance, Psychology, Internal Audit, Entrepreneurship, Sales, Art, and more. The pipeline of women entering the cybersecurity field is as far and wide as employers are willing to imagine.

The specific objective is to build effective cooperation between science and society, to recruit new talent for science and to pair scientific excellence with social awareness and responsibility.

Responsible Research and Innovation (RRI)

RRI  is an inclusive approach to research and innovation (R&I), to ensure that societal actors work together during the whole research and innovation process. It aims to better align both the process and outcomes of R&I, with the values, needs and expectations of European society.
In general terms, RRI implies anticipating and assessing potential implications and societal expectations with regard to research and innovation. In practice, RRI consists of designing and implementing R&I policy that will:
  • engage society more broadly in its research and innovation activities,
  • increase access to scientific results,
  • ensure gender equality, in both the research process and research content,
  • take into account the ethical dimension, and
  • promote formal and informal science education.

The 2030 Agenda for Sustainable Development is anything but business as usual. We need NOT incremental change, but BOLD change. Highlighting the X-Factor
Released at the Grace Hopper Celebration , the world’s largest gathering of women technologists, the Capital One Women in Tech survey reveals the top factors cited by women who have not only stayed in the tech industry but have reached leadership positions. The findings reveal a range of factors that influenced the women’s career decisions and journeys, from the nature of the work, to the support provided by employers, to their personal perseverance, on top of more traditional factors such as compensation and work-life balance. Highlighting these “X-factors” provides an opportunity for women in tech and employers to explore new ways to close the technology gender gap.

2020 Grant Applications

The call is open for women faculty in UNM’s STEM fields to apply for a variety of grants as part of the 2020 Women In STEM awards. New this year, research assistant and associate faculty are eligible to submit proposals as well as other STEM faculty members.
 
Awards range from $3,000 to $15,000 and three types of grants will be awarded through the program. They include travel awards to foster collaborations, seed awards to stimulate research projects that will lead to additional external funding, and workshop awards, which are designed to generate innovative research ideas and collaborations.

Proposals are due April 6 . Decisions will be announced by June 5, 2020. See the details of the call   here .
Grants, Fellowships, and Research
The National Science Foundation funds research and education in most  fields of science and engineering . It does this through grants, and cooperative agreements to more than 2,000 colleges, universities, K-12 school systems, businesses, informal science organizations and other research organizations throughout the United States. The Foundation accounts for about one-fourth of federal support to academic institutions for basic research.
NSF receives approximately 40,000 proposals each year for research, education and training projects, of which approximately 11,000 are funded. In addition, the Foundation receives several thousand applications for graduate and postdoctoral fellowships.

The agency operates no laboratories itself but does support National Research Centers, user facilities, certain oceanographic vessels and Antarctic research stations. The Foundation also supports cooperative research between universities and industry, US participation in international scientific and engineering efforts, and educational activities at every academic level.

T he Hour of Code started as a one-hour introduction to computer science, designed to demystify "code", to show that anybody can learn the basics, and to broaden participation in the field of computer science. It has since become a worldwide effort to celebrate computer science, starting with 1-hour coding activities but expanding to all sorts of community efforts. Check out the  tutorials and activities .

This grassroots campaign is supported by over  400 partners  and 200,000 educators worldwide. The Hour of Code takes place each year during  Computer Science Education Week . The 2019 Computer Science Education Week was held the week of December 9-15, but you can host an Hour of Code all year-round .

With a gender imbalance in the cybersecurity field, there are lots of initiatives that aim to get women more involved
The gender gap has not gone unnoticed. Plenty of individuals and organizations realize we need to take action. Priorities include attracting more women to the cybersecurity field and empowering them to be successful in their careers.

Various initiatives are in place across the globe with the common goal of supporting women in cybersecurity. They often include education, training, networking, mentorship, and socializing, among other offerings.

The New York Times  reports  that a stunning statistic is reverberating in cybersecurity: Cybersecurity Ventures’ prediction that there will be 3.5 million unfilled cybersecurity jobs globally by 2021, up from one million positions in 2014.

The cyber employment figure has been corroborated by hundreds of media outlets, including the world’s largest, as well as industry associations, universities, governments, vendors, recruitment firms, and security experts, since our original report was published in  May 2017 .

NIST Call For Comments
NIST is proposing updates to its standards on digital signatures and elliptic curve cryptography to align with existing and emerging industry standards. As part of these updates, NIST is proposing to adopt two new elliptic curves, Ed25519 and Ed448, for use with EdDSA. EdDSA is a deterministic elliptic curve signature scheme currently specified in the Internet Research Task Force (IRTF) RFC 8032 , Edwards-Curve Digital Signature Algorithm. NIST further proposes adopting a deterministic variant of ECDSA, which is currently specified in RFC 6979, Deterministic Usage of the Digital Signature Algorithm and Elliptic Curve Digital Signature Algorithm. Finally, based on feedback received on the adoption of the current elliptic curve standards, the draft standards deprecate curves over binary fields due to their limited use by industry.
In addition to updating NIST’s Elliptic Curve Cryptography standards, Draft FIPS 186-5 proposes the removal of the Digital Signature Algorithm (DSA), noting recent security analysis against DSA implementations and increased industry adoption of ECDSA.
The proposed digital signature algorithms are included in Draft FIPS 186-5 . NIST-recommended elliptic curves, previously specified in FIPS 186-4 Appendix D , are now included in Draft NIST SP 800-186 .

US Department of Education: Charting a Course for Success: America's Strategy for STEM Education
In an ever-changing, increasingly complex world, it's more important than ever that our nation's youth are prepared to bring knowledge and skills to solve problems, make sense of information, and know how to gather and evaluate evidence to make decisions. These are the kinds of skills that students develop in science, technology, engineering and math—disciplines collectively known as STEM. If we want a nation where our future leaders, neighbors, and workers have the ability to understand and solve some of the complex challenges of today and tomorrow, and to meet the demands of the dynamic and evolving workforce, building students' skills, content knowledge, and fluency in STEM fields is essential. We must also make sure that, no matter where children live, they have access to quality learning environments. A child's zip code should not determine their STEM fluency.

NCWIT - Making A Difference
Research shows that even individuals who consider themselves committed to equality still engage in unconscious forms of bias and discrimination that negatively affect the evaluations and experiences of women and other underrepresented groups at work. Biased performance evaluation undermines the meritocratic goals of talent management systems: to identify, develop, and retain talent, improve employee effectiveness, and build strong and innovative teams. These resources give you the tools to identify and avoid bias in performance evaluations.

The Trilateral Cyber Security Commission was convened and is supported by the Sasakawa Peace Foundation USA . Sasakawa USA is dedicated to strengthening U.S.-Japan relations through education, programs and research. Improved cyber security is an imperative for both countries, as well as for their partners in Europe.

The Commission has brought together
prominent officials and leaders from government, business and universities to make
recommendations for coordinated policies and actions that will benefit the United States, Japan and like-minded European countries.

In the Purdue Cyber Apprenticeship Program , you work for an employer that pays for your education while you gain paid industry experience and training. When you complete the program, you will have earned either an associate degree in IT or a Bachelor of Science degree in cybersecurity from Purdue Global*, and you will have opportunities to sit for various industry recognized certifications, earn other specialty certificates, and get a Purdue Leadership Academy certificate—all without student debt and while you’ve been earning a paycheck.

How It Works
P-CAP is a paradigm shift in education, addressing the needs of employers and adult learners. Currently there are three ways to access education and training – through a university (or community college), online, or an apprenticeship. The P-CAP program blends these three models together, creating a new way to earn-and-learn for the 21st century.

Boolean Girl and IEEE WIE Coding Workshop at the Ritz-Carlton in Pentagon City for a workshop in which girls and non-binary individuals had fun while learning to code.
8-10 year old girls learned to code in Scratch, a visual, block-based programming language created at MIT to teach kids software engineering.
10-13 year old girls learned how to connect sensors and lights to a computer and control them with Scratch or Python, an advanced programming language used around the world at companies like Instagram and Facebook.
