Know Your Como: Spices in the North Garden

by Joan Brandwein

For a taste of the tropics on a cold winter day, visit the North Garden in the Marjorie McNeely Conservatory. Located on the north side of the 64-foot-high Palm dome, the garden is part of the original Victorian style glass house that first opened to the public in 1915.

The garden features plants that provide food, medicine and building materials. Plants are identified by signs with common and botanical names and native region—some also include interpretive information. Read more...

WINTER REMINDERS

  • Shovel your sidewalk. Saint Paul City Ordinance requires snow and ice to be removed from sidewalks within 24 hours. Corner property owners should shovel curbs, walkways and crosswalks to the street.
  • Do not push snow out into the streets.
  • Do not place recycling and garbage carts in the street. Carts should be kept in the boulevard or at the end of the driveway. (This is true even when there isn't a snow emergency)
  • If you are able, please shovel hydrants out and clear snow and ice off storm drains to prevent street flooding.
  • Free off-street parking is available during the first 24 hours of a declared Snow Emergency (Night and Day Plow Phases) from 5 p.m. to 5 p.m. at the Block 19 Ramp (145  E 7th Street) located at Jackson and 7th Street in downtown Saint Paul.
  • Ramsey County offers free Warming Shelters and transportation from select locations. More information can be found at www.ramseycounty.us/warmingspaces

Follow the smart salting tips for sidewalks and driveways

  • Shovel first! Remember that a little salt goes a long way—more salt does not produce more ice melt. One coffee mug of salt (roughly 12 ounces) is enough to treat a 20-foot driveway, and untreated salt stops working in temperatures below 15 degrees Fahrenheit.
  • Want to learn more? Check out one of the smart salting trainings offered by the Minnesota Pollution Control Agency.

2025 City Budget

Update: The City Council passed an amended budget last week with a 5.9% levy, short of the Mayor's 7.9% proposal. On Wednesday this week, the Mayor line-item vetoed a few things in the amended budget, the City Council had a meeting on Thursday afternoon to discuss the possibility, and legality, of over-riding the veto.

This Council meeting is after the publication deadline of this newsletter, but surely the latest will be in the papers over the next few days and we can all try to figure it out together.

You can also check stpaul.gov/budget for updates.

ABOUT THE CITY OF SAINT PAUL BUDGET PROCESS

Following the Mayor's delivery of the 2025 Budget Proposal, the City Council has been meeting with department leaders to review the Mayor’s proposed budget. As required by state law, the City Council set the maximum property tax levy in September. Budgets may be adjusted, but they cannot exceed the maximum tax levy.

Community Participation Requested

St. Paul HUD Consolidated Plan

The City of Saint Paul is in the process of gathering community input for the 2025-2029 Consolidated Plan.

Each year, Saint Paul receives about $8 million in federal funds from the U.S. Department of Housing and Urban Development (HUD). The Consolidated Plan identifies priorities for how to use these funds to address housing, economic development, public facilities and infrastructure, and public service needs.

The Consolidated Plan helps local jurisdictions assess their affordable housing and community development needs and market conditions, and make data-driven, place-based investment decisions.

Visit engagestpaul.org/conplan to learn more about the process and share your feedback through the online survey (available in English, Hmong, Karen, Spanish, and Somali) thru Dec. 30.

Domestic Violence Support & Resources

Bulky items are anything that is too large to fit inside or is prohibited by law from being placed in your garbage cart, including furniture, appliances, electronics and mattresses.

Visit the City of St. Paul’s residential garbage website

How do I dispose of broken string lights?

Non-LED string lights may be placed in the trash. LED string lights cannot go in the trash because they contain printed circuit boards and are considered hazardous. Bring LED string lights to a household hazardous waste collection site for free.

Libraries too! Drop off your broken or unwanted string lights and cords at any Saint Paul Public Library now through January 22, 2025. Look for the "Holiday String Light Recycling" bin at your local library. Learn More.

Do you have a question about recycling and disposal and can’t find the answer in Ramsey County's A to Z Green Guide? Call their Recycling & Disposal hotline at 651-633-EASY (3279) or send a message.
