On Tuesday, August 1st, the City of Long Beach unveiled its Proposed Fiscal Year 2024 (FY 24) Budget. My Office and I are reviewing the $3.2 billion proposed budget which includes the City Manager’s proposed budget and the Proposed FY 24 Capital Improvement Plan (CIP). This budget focuses on key areas identified in the Long Beach Strategic Vision 2030, among other priorities like improvement of our urban forest and green spaces, continued enhanced spending on our youth and neighborhoods, infrastructure and traffic, and the ongoing concerns with the lack of housing and increase in those experiencing homelessness.
At next Tuesday's City Council Meeting, we will discuss the Proposed FY 2024 Budget for the Long Beach Police, Fire, and Disaster Preparedness and Emergency Communications. I encourage you to attend, or watch online at 5pm, August 8, 2023.

F/A-18 Aircraft in the sky!
Heads up! Four F/A-18 aircraft will conduct operations at LGB from Friday (8/4) through Sunday (8/6). We anticipate the aircraft will arrive LATER than usual in the evening on Friday, conduct a few training operations on Saturday., and depart Sunday morning. All times are tentative and subject to change.
Due to the unique nature of the mission, military aircraft are exempt from noise regulations, but they will be using noise abatement procedures in the Long Beach area (modified arrival and departure flight profiles and minimum use of afterburners).
Airport Seeks Proposals for Pre-Security Dining & Retail Concessions
Submissions Accepted through September 27
The City of Long Beach released a Request for Proposals (RFP) August 3, 2023 for the operation and management of three pre-security concession opportunities available at Long Beach Airport (LGB).
The rare concession openings at LGB are available as part of a $122 million Phase II Terminal Area Improvements program currently underway to make strategic pre-security enhancements. The new concessions are expected to open in 2024; however, concession operation start dates are negotiable and may depend on proposed or required facility improvements. There are not currently any pre-security concessions at LGB.
Proposal submissions for RFP Number AP-23-287 are due by 11 a.m. on Sept. 27, 2023. Proposals must be submitted electronically via the City’s Long Beach Buys portal. Read more HERE...

North Division Commander's Forum
Save the Date! The North Division will hold a Commander's Forum on Wednesday, August 23at 6:00pm. at the Expo Arts Center (4321 Atlantic Ave., LB, 90807). This is is a great opportunity to engage with our new North Division Commander, Paul Gallo.
East Division Commercial Burglaries
LBPD Burglary detectives are investigating multiple commercial burglaries that have occurred over the past month; all involving unknown suspects disabling an outside lockbox.

Homelessness Emergency Declaration
Mobile Access Center Continues Homeless Services Outreach Throughout August
Long Beach will continue to deploy its Mobile Access Center (MAC) in select areas weekdays throughout August. The MAC significantly lowers barriers to providing case management services and other resources for people experiencing homelessness, as it allows the City’s Homeless Services Bureau outreach staff to conduct meaningful engagement and relationship building and start the intake process right on the street.
Since July 31, the MAC has been stationed, and will continue to be stationed, at the following locations from 9 a.m. to noon:

Mondays – Mark Twain Neighborhood Library (1401 E. Anaheim St.) parking lot.

Tuesdays – Christian Outreach in Action (515 E. 3rd St.), parked on Linden Ave..

Wednesdays – Billie Jean King Main Library (200 W. Broadway), Pacific Ave. side of Library.

Thursdays – Drake/Chavez Soccer Fields (903-999 Fairbanks Ave.). The MAC will be parked facing Los Angeles River near the parking lot located on De Forest Ave. just south of the soccer fields.

Fridays – Alamitos Beach Parking Lot near the south end of the parking lot, at Shoreline Dr. and Beach Access Rd.
Since July 31, the MAC will be stationed from 1:30 to 4 p.m. on Mondays, Tuesdays and Wednesdays at the locations below:

Mondays – Traffic Circle, in the area of Ximeno Ave. and East Atherton St. Van will be parked on Ximeno Ave.

Tuesdays – Houghton Park (6301 Myrtle Ave.), Atlantic Ave. side of the park.

Wednesdays – 6th Street and Long Beach Blvd., on 6th St. between Long Beach Blvd. and Elm Ave.
The second MAC vehicle is expected to begin operations mid-to-late August.
City Accepting Applications for New Lived Experience Advisory Board
Long Beach is recruiting residents who are currently or were previously experiencing homelessness to participate in the new Lived Experience Advisory Board, a paid committee that will provide valuable feedback on homeless services in Long Beach. Applications are available now and will remain open until the 11 committee spots are filled.
Eligible people interested in participating may complete an interest form at the City's Multi-Service Center (1301 W. 12st St.), Mobile Access Center, or through a participating service provider. People may also apply via an online form available on the Volunteer, Donate and Get Involved tab at longbeach.gov/homelessness. View the press release HERE.

City of Long Beach Advises Residents to Take Precautions Against Summer Heat
With rising summer temperatures, some exceeding high heat index, City Health Officer Dr. Anissa Davis reminds residents to take precautions against the heat. The Heat Index is a measure of how hot it really feels when relative humidity is factored in with the actual air temperature.
All City Parks, Recreation and Marine Community Centers and Long Beach Public Library locations are available as designated cooling centers during their normal business hours. LB Emergency Communications Center Launches “Help Us Help You” Campaign
The Department of Disaster Preparedness and Emergency Communications, responsible for the delivery of the City’s Police, Fire and Emergency Medical Services, is launching their “Help Us Help You” campaign to reduce the number of non-emergency calls answered by 9-1-1 Dispatchers.
Through the educational campaign, the City encourages residents to “‘Help Us’ reduce the number of non-emergency calls answered by 9-1-1 dispatchers, so the City can ‘Help You’ by more quickly answering and responding to emergency calls for service.”

Parks, Recreation and Marine to Offer a Variety of Classes for Residents this Fall
Registration for a variety of new and existing recreation classes offered by the Long Beach Department of Parks, Recreation and Marine (PRM) begins Monday, August 7.
More than 700 activities in art, music, nature, fitness, special interest subjects, adult sports leagues and aquatics will begin in September and continue through November 2023. More information about PRM programs and offerings are available at LBParks.org.

PRM to Offer Free Summer Food Service Program for Children
For the 44th year in a row, Parks, Recreation and Marine will offer the USDA Summer Food Service Program to provide free, nutritious meals to Long Beach children and youth over the summer months.
Beginning June 20 through August 25, PRM will provide free meals for children and youth Monday - Friday, with times varying at each site between 11 a.m. - 1 p.m. (excluding Tuesday, July 4).

Harbor Scenic Drive Temporarily Closures
Harbor Scenic Drive in the Port of Long Beach will temporarily close for several weekends starting the evening of Friday, Aug. 4, as work crews repair the roadway.
The closures on Harbor Scenic between Harbor Plaza and Ocean Boulevard will potentially impact drivers headed to Piers G, H and J at the Port of Long Beach, the Queen Mary, the Carnival Cruise terminal and nearby hospitality businesses.
