Happy October everyone! It’s not just spooky season—there is a lot to be aware of this month. First of all, October is Filipino American History Month! Filipino Americans are among the largest Asian American populations in Long Beach and are the third-largest ethnic group in California. The celebration of Filipino American History Month in October commemorates the first recorded presence of Filipinos in the continental United States, which occurred on October 18, 1587. Celebrate history and support local artists, authors, and businesses all month long with the events listed below. October is also Breast Cancer Awareness Month. Do your part to “Think Pink,” by spreading awareness and getting yourself and/or your loved ones screened!
This month is also offering a wide variety of events all over the city. This Saturday Oct 7th you can recycle your old mattress for free; enjoy food and fun at the Fiesta in the Park; or find out how the Port of Long Beach is working to become the world’s first zero-emissions port at the Green Port Fair. All of these are free events! Find more information in the flyers below.
Be sure to join us for the 27th Annual Historical Cemetery Tour at Long Beach Municipal Cemetery and Sunnyside Cemetery, hosted by The Historical Society of Long Beach. This haunting tour, featuring graveside performances by community theater actors in period-appropriate costumes, takes place on Saturday, October 28, 2023, from 9am to 3pm. Explore Japanese American History, a Día de Muertos installation, talks by historians, author book signings, and Long Beach history displays. For tickets and details, visit hslb.org. See you there!
Finally, I'd like to remind everyone that our next Council Meeting will be Tuesday, October 10, 2023 at 5pm where the Council will be approving appointments and reappointments for non-charter commissions among other item. A list of the items of interest are at the bottom of this newsletter; I encourage you to attend, or watch online.

U.S. Navy F/A-18 Aircraft at LGB
From Friday Oct 6th through Sunday Oct 8th, the US Navy will have three F/A-18 aircraft conducting operations at Long Beach Airport. The aircraft are anticipated to arrive Friday afternoon, conduct operations on Saturday, and depart Sunday afternoon. Times are tentative and subject to change
Due to the unique nature of the mission, military aircraft are exempt from noise regulations, but they will be using noise abatement procedures when operating in the vicinity of Long Beach, including modified arrival and departure flight profiles and minimum use of afterburners.

Homelessness Emergency Declaration
City Increases Homeless Service Outreach with Mobile Access Centers
The MAC significantly lowers barriers to providing case management services and other resources for people experiencing homelessness.The schedule below reflects the current schedule, inclusive of both MAC vehicles.
MAC vehicles will be stationed at the following locations from 9 am to noon:
- Mondays
- MacArthur Park (1321 E. Anaheim St.) near the basketball courts
- Orizaba Park (1435 Orizaba Ave.) parking spots located along Orizaba Avenue
- Tuesdays
- Christian Outreach in Action (515 E. 3rd St.), parked on Linden Avenue
- Scherer Park (4600 Long Beach Blvd.), parked on the east side of the park in the parking lot off Atlantic Avenue near the Long Beach Police Department North Division Station
- Wednesdays
- In the area of Billie Jean King Main Library (200 W. Broadway) and Lincoln Park, parked on Ocean Boulevard
- In the area of the South Street and Cherry Avenue intersection, parked near the northeast corner of the intersection off South Street
- Thursdays
- Drake/Chavez Soccer Fields (903-999 Fairbanks Ave.); the van will be parked facing Los Angeles River near the parking lot located on De Forest Avenue just south of the soccer fields

City Seeks Partner to Expand Legal Services within the Long Beach Justice Fund
Long Beach is seeking to partner with one or more qualified organizations to provide free legal representation and outreach, through the Long Beach Justice Fund (Justice Fund), to low-income immigrants who are at risk of deportation. The expansion of the Justice Fund will provide community connection services, such as outreach, legal service education, client advocacy, and additional forms of legal representation to safeguard residents from potentially facing deportation.
Eligible organizations are encouraged to submit proposals through the City’s vendor portal, Long Beach Buys, by 11 a.m. on Nov. 7, 2023.

City Announces New Online Permitting System for Renewable Energy Projects
The City's Community Development Department (Department) is announcing a new streamlined process for issuing permits for residential renewable energy projects.
The new process, including technical information such as system size and capacity limitations, is detailed on the Department’s website where users can learn about the new one-step process that includes submitting an application, paying permit fees and receiving a job inspection card all online. In-person submittals at the City Hall Permit Center are also available. Applicants are encouraged to make an appointment by visiting longbeach.gov/permits.

City Street Closures Due to Long Beach Marathon
The Long Beach Marathon is returning for its 39th year on Sunday, Oct. 15, 2023, with a weekend of events beginning Friday, Oct. 13.
People traveling through Long Beach should plan to avoid street closures and map out access routes and should allow extra time for travel due to road closures and traffic delays.
Most road closures and detours will be in place at various times on a rolling basis between 5 a.m. and 2 p.m. on Oct. 15, unless otherwise noted. The closures generally include both sides of the street, unless otherwise noted.

Long Beach Seeks Local Businesses and Community Groups to Participate in Eighth Annual Día de Los Muertos Parade
Long Beach is seeking participants for its upcoming Día de los Muertos Parade, taking place Saturday, Nov. 4, 2023. Local businesses, nonprofit organizations and community groups interested in participating may submit a parade application now through Friday, Oct. 13, 2023.
The City is seeking entries ranging from floats and decorated vehicles to marching bands, equestrians, bicycles and motorcycles to join in the festive street cavalcade set to take place in Downtown Long Beach. Applications and all required documentation must be submitted by Oct. 13, 2023, to be considered. Questions regarding the parade application may be submitted to gpddlm@gmail.com.
Additional details regarding the Día del los Muertos Grand Parade will be available at a later date at longbeach.gov/diadelosmuertos.

City of Long Beach Announces New Resource for Families and Caregivers
The Department of Health and Human Services (Health Department) has been awarded a grant to expand the Long Beach Resource Line to answer questions related to milestones and developments for children younger than five. The initiative is part of Help Me Grow LA, an effort of First 5 LA and the Los Angeles County Department of Public Health, to help connect people to support for children who may need early childhood development resources.
Additionally, the online City of Long Beach Resource Directory, powered by Unite Us, will include critical resources through the digital map that will help residents connect to early childhood developmental and intervention resources.

Development Services Official Name Change to Community Development Department Takes Effect
The City's Development Services Department, as part of its recent 2024 Fiscal Year Budget approval, has officially changed its name to the Long Beach Community Development Department, effective Oct. 1, 2023.
The new name better aligns with the Department’s core mission and the work it does to serve residents, businesses and various community partners. El Dorado Nature Center & LB Animal Care Services to Host Howl-o-ween Festival
The City's Department of Parks, Recreation and Marine’s El Dorado Nature Center and Long Beach Animal Care Services (LBACS) will host a family-friendly Howl-o-ween Festival on Saturday, Oct. 21, 2023, from 2 to 6 p.m. at the El Dorado Nature Center (7550 E. Spring St.).
Festivities will also take place across the parking lot at Long Beach Animal Care Services (7700 E. Spring St.), where people can participate in spooktacular activities such as the animal education village, “Bark-o-Treat,” and a Día de los Muertos pet memorial in remembrance of the spirits of pets passed.
While this is a family-friendly event where costumes are encouraged, four-legged furry friends should be left at home. The last Nature Center trail and Animal Shelter entries will be at 5 p.m. For more information call 562.570.1745.

City to Offer Free Flu Vaccinations at Community Clinics and Vaccination Sites
The Department of Health and Human Services is offering free flu vaccinations throughout the month of October, including at all City-run vaccination sites and community clinics, while supplies last. Residents are strongly encouraged to get a flu vaccine in preparation of the coming flu season, which generally runs from mid-fall to mid-spring.
The largest clinic of the year will take place from 2 to 7 p.m. on Thursday, Oct. 19, 2023, at Main Health (2525 Grand Ave). This clinic will offer a walk-up option. People who cannot use the walk-up area are encouraged to drive in and request a mobile vaccination. People may also book appointments to receive a flu vaccine through their medical provider or by visiting MyTurn.ca.gov.

Long Beach Seeks Volunteers for the 16th Annual Bike and Pedestrian Count
The City is looking for volunteers to assist with the 16th Annual Bike and Pedestrian Count. Every October, volunteers and City employees work together to manually count the number of bicyclists, pedestrians and electric scooter riders across dozens of key intersections in Long Beach – and the more volunteers who sign up, the more locations the city can observe during the count.
Those interested in volunteering can sign up online now through Oct. 18, 2023.
