This weekend marks the beginning of two important celebrations, Rosh Hashanah and Hispanic Heritage Month. As we welcome the Jewish New Year, Rosh Hashanah, may it be a time of reflection, renewal, and sweet beginnings for all who observe. May this year be filled with peace, happiness, and the warmth of family and community. Shana Tova! September 15 - October 15, is Hispanic Heritage Month, a time to honor the rich cultural contributions and diverse traditions of the Hispanic community. Together, we embrace the tapestry of cultures that make our community vibrant and resilient. Come celebrate Hispanic Heritage Month at next week's City Council Meeting where there will be performances and refreshments; 3:30pm Tuesday 9/19 at Long Beach Civic Center! May this weekend and month be a reminder of the strength in our unity.
At Tuesday's Council Meeting, we approved the appointment of the First Police Oversight Director for the City of Long Beach, Francine Kerridge. I am excited to welcome Director Kerridge to the City Team. Her career in public safety spans 3 decades; serving as the Inspector General of Sacramento County and Director of the Office of Public Safety Accountability in Sacramento. Director Kerridge will play an important role in the City's Police Oversight Commission. We are lucky to have her in Long Beach!
Thank you to all our neighbors who submitted an e-comment and came to the City Council Meeting this past Tuesday to voice their concerns regarding the increased general aviation operations and their support of my item. While we wait for the report to come back to the Council, my office continues to be in communication with the Airport and City Manager on this important issue. I encourage you and your neighbors to continue to send your aviation noise concerns via email to lgbnoise@longbeach.gov, and to copy my office, district5@longbeach.gov for our records and awareness.
Finally, I'd like to thank our City Staff who provided the comprehensive 6 month report on our City's Homeless Emergency. The presentation slides can be viewed here . We appreciate the continued good work in this critical focus area.

Homelessness Emergency Declaration
Donation Drive Thru Event Saturday, September 23
On Saturday, Sept. 23, from 9 a.m. to 1 p.m., the Long Beach will host its seventh donation drive thru to collect essential items to distribute to people experiencing homelessness in Long Beach. The event will take place at the Department of Health and Human Services (Health Department) Main Facilities Center, located at 2525 Grand Ave. Donations received during the event will be distributed at the Multi-Service Center (MSC) to people experiencing homelessness and will also be available to local partner organizations to distribute.
The City is currently seeking clothing, as well as the following items, for contribution:
- Hygiene kits or house-warming gift kits from the Multi-Service Center Amazon Wish List.
- Backpacks filled with needed items such as hand warmers, flashlights, battery packs, batteries (especially D batteries), emergency blankets and charging cables.
- Pet care kits with things like pet food, treats, collars, leashes, pet toys or collapsible pet bowls.
- S, M, L, XL or XXL sweatpants, shirts, socks and men’s and women’s underwear, beanies, scarves, caps, hoodies, towels or blankets. Gently used items are appreciated, too.
- Welcome home kits with some of the suggested items above and a special hand-written motivating message to go in the kit.
- Food items like canned food (and small, manual can openers), bottled drinks like juices or water, and snacks such as granola bars or power bars, instant oatmeal and instant soup.
- While gift cards will not be accepted at the drive thru event, they can be donated at the MSC. To schedule a drop-off time, people can call 562.570.4586.

Public Health & the Homeless Services Bureau's (HSB) 6-Month Update
At Tuesday's City Council Meeting we also received a six-month update on the homelessness emergency proclamation. This comprehensive presentation showcased all the hard work our City has done since the proclamation. At a glance from the presentation, from January 10, 2023 – July 10, 2023:
- 2,412 outreach requests responded to
- 2,494 people experiencing homelessness contacted
- 607 Encampment Clean Ups from the Clean Team
Long Beach is a leader in managing homelessness with compassion, and will continue to work toward solving and mitigating .
As a reminder, if you are looking to get help for someone experiencing homelessness or want to discuss an encampment, please call the HSB via 562-570-4672 or email HomelessServices@longbeach.gov. If witnessing suspected criminal activity, community members are advised to report to Long Beach PD Dispatch: 562-435-6711. In the event of an emergency, please call 9-1-1.

Mobile Access Center Continues Outreach Throughout September
Long Beach will continue to deploy its Mobile Access Center (MAC) in select areas weekdays. The MAC significantly lowers barriers to providing case management services and other resources for people experiencing homelessness.
Throughout September, the MAC will be stationed at the following locations from 9 a.m. to noon:

Mondays – MacArthur Park (1321 E. Anaheim St.) near the basketball courts.

Tuesdays – Christian Outreach in Action (515 E. 3rd St.), parked on Linden Ave.

Wednesdays – In the area of Billie Jean King Main Library (200 W. Broadway) and Lincoln Park, parked on Ocean Blvd.
-
Thursdays – Drake/Chavez Soccer Fields (903-999 Fairbanks Ave.). Van will be parked facing Los Angeles River near the parking lot located on De Forest Ave. just south of the soccer fields.

Fridays – Alamitos Beach Parking Lot near the south end of the parking lot, at Shoreline Dr. and Beach Access Rd.
The MAC will also be stationed from 1:30 to 4 p.m. on Mondays, Tuesdays and Wednesdays at the locations below:

Mondays – Traffic Circle, in the area of Ximeno Ave. and E. Atherton St. Van will be parked on Ximeno Ave.

Tuesdays – Houghton Park (6301 Myrtle Ave.), Atlantic Ave. side of the park.

Wednesdays – 6th St. and Long Beach Blvd. on 6th St. between Long Beach Blvd. and Elm Ave.
The City anticipates expanding service locations once the second MAC vehicle launches later this month.

City Launches Interactive Digital Timeline Showcasing Local Homelessness Emergency Response Efforts
The City has launched an interactive digital timeline of its emergency response efforts, offering a visual representation of the City’s actions taken under its emergency proclamation to address homelessness.
The visual timeline, available at longbeach.gov/homelessness/emergency-response-timeline. It showcases an assortment of enhanced efforts and initiatives undertaken from Jan. 10 through Aug. 31, 2023, and will continue to be updated throughout the emergency proclamation period.

Long Beach Public Library’s (Library) 5th Annual Vida Latina celebration series will return Sept. 15 through Nov. 2, 2023. The Vida Latina celebration honors Latin American heritage through a series of captivating events at all Library locations, that will showcase the diverse and vibrant culture of Latin American communities.

Long Beach City Manager Appoints Grace H. Yoon as Deputy City Manager
City Manager Tom Modica announced the appointment of Grace H. Yoon as Deputy City Manager for the City of Long Beach. Ms. Yoon will work alongside the City Manager and Assistant City Manager as part of the City’s Executive Management Team to implement City Council’s policies and programs serving the Long Beach community.
Ms. Yoon will begin her role as Deputy City Manager starting on Oct. 7, 2023, with a transition period with the Budget Office until Dec. 1, 2023.

Community Invited to Attend LGBTQ+ Cultural District Visioning Process Evening Workshop September 25
The Long Beach Development Services Department has received community feedback and developed concepts for a vision and feasibility plan for the new LGBTQ+ Cultural District. Residents and local stakeholders are invited to attend an evening community workshop to learn more and give feedback on improvements that they would like to see along the corridor.
The community is encouraged to learn more and share feedback by attending the in-person workshop scheduled for Monday, Sept. 25, 2023, from 6 to 7:30 p.m. at the community center located at Bixby Park (130 Cherry Ave.). Those interested in attending are requested to RSVP online.

Long Beach Public Library Celebrates the 50th Anniversary of Hip Hop
The Long Beach Public Library will recognize the 50th anniversary of Hip Hop culture with a series of celebratory events this September and October. The Hip Hop Celebration: 50th Anniversary Series commemorates the influential history of Hip Hop, both in Long Beach and worldwide. The program series will commence with a kickoff celebration event taking place from noon to 4 p.m. on Saturday, Sept. 23, at the Recreation Park (4900 E. 7th St.) bandshell, followed by a five-week workshop series for tweens and teens.
