Budget Season & August Events | |

Happy Friday, District 5! August has officially begun, but don’t fret; we still have plenty of time and many opportunities to make the most of this summer by going outdoors and engaging with the community. More on that below, but first, a brief note of business.
With August comes budget season, and the City is underway with the Fiscal Year 2025 (FY25) Budget development process. Yesterday, August 1st, Mayor Richardson and City Manager Modica released the Proposed FY25 Budget. See below for more information and find out how you can be part of the conversation.
Have an old mattress lying around? This Saturday, August 3rd, you can bring it to 970 W Chester Pl, from 8am – 2pm, so it can be disposed of and recycled properly for free. If that day and time frame don’t work for you, don’t worry! Due to the success of these monthly mattress drop-off events, and to continue to discourage dumping in streets and alleyways, the Public Works Department has launched a 90-day pilot program to keep that same drop-off site open 24/7. Now through October 29th, you can drop off your unwanted mattress any time of day and any day of the week. See the flyer below to learn more.
Keep your summer spirits high and kick off your weekend tonight, August 2nd, with BKBIA’s First Fridays and Concert in the Park(ing Lot), with this month’s art installations and live music themed around and inspired by the great David Bowie. If you enjoy listening to live music with your neighbors, be sure to save the date for another free show, our Discover LBCC Community Concert on Friday, August 16th!
Looking into next week, there are numerous community events to fill your calendar right here in CD5! On Monday, August 5th at 9am, you can join Mayor Richardson and I at the Petroleum Club to watch Team USA face Croatia in Men’s Water Polo. Then on Tuesday, August 6th, celebrate National Night Out by stopping by a community event, to connect with neighbors and your local LBPD officers—see below for more details. Though the Long Beach Municipal Band has concluded their summer concert series, you can still go back to Los Cerritos Park on Wednesday, August 7th, for another Concert in the Park, thanks to the Los Cerritos Neighborhood Association! Then, on Thursday, August 8th, you can spend the morning at Rancho Los Cerritos for their monthly Bird Walk at 8am, and then head over to Polly’s Pies for breakfast, to congratulate them on 35 years in business! Lastly, keep in mind that Long Beach Food Scene Week begins next Friday, August 9th! See below for a list of participating businesses in CD5. Check out the flyers below to learn more about all of these and other upcoming events!
Finally, I’d like to remind you that the next City Council meeting will be on Tuesday, August 6th at 3pm in the City Hall Chambers. A list of items of interest can be found at the bottom of this newsletter. I encourage you to attend or watch online.

Fiscal Year '25 (FY25) Budget
On Thursday, August 1st, the Mayor and City Manager released the Proposed Fiscal Year 2025 (FY25) Budget. The City Manager will formally present it to the City Council at a Budget Hearing on Tuesday, August 6th, along with a presentation of the FY25 Capital Improvement Plan (CIP). To learn more about when and where these conversations are taking place, review the recent memo and budget schedule.
The CIP outlines the goals and direction for the City's future infrastructure improvements and identifies funding sources, much of which comes from Measure A. Some allocations we can look forward to in District 5 include funding towards improvements at Heartwell Park, Pan Am Park, and the Expo Arts Center/African American Cultural Center. The CIP also outlines citywide investments such as alley improvements, residential and arterial street improvements, and sidewalk and curb ramps as ADA path of travel improvements, to name a few.

National Night Out | August 6th
Tuesday, August 6th, is National Night Out (NNO), an annual community-building campaign that promotes strong police-community partnerships and neighborhood camaraderie to make our neighborhoods safer, more caring places to live and work. The goal is to send a message to criminals that neighbors are unified, looking out for one another, and working with police to keep crime out of their neighborhoods. Check out the events here in CD5! Apply for the Youth Advisory Council!
The City of Long Beach Department of Health and Human Services (Health Department) is now accepting applications for the Office of Youth Development’s Youth Advisory Council. The council, now in its third year, is made up of representatives from all council districts, including at-large members focused on promoting health equity within neighborhoods disproportionately affected by violence, poverty and adverse health outcomes.

To be eligible, applicants must:
- Be between the ages of 16 to 26 by Sept. 1
- Live in Long Beach
- Be available to meet for two hours, two afternoons per a month, in locations across the city
- Have a passion for issues affecting youth in Long Beach

Long Beach Recycles
Become a Compost & Recycling Ambassador!
If you are a Long Beach resident 18 years or older, you can apply to join the Compost and Recycling Ambassador Program! The no-cost program focuses on waste reduction, recycling, and at-home composting through presentations and hands-on experiences.
You will network with like-minded community members and exchange ideas about waste reduction and sustainability. After meeting program requirements, you get a chance to bring home your choice of a backyard composting bin or a vermicomposting bin!

Long Beach Food Scene Week (LBFSW) is a ten-day, joyful celebration of our city’s rich and diverse culinary scene. LA County Assessor
2024 Assessed Values
The Assessor establishes the assessed value of all taxable property in Los Angeles County each year as required by the State Constitution. The assessed value of that property is placed on a list called the Assessment Roll and assessments are based on the value of property on January 1, 2024.
The Assessment Roll provides insight into the state of the real estate market as well as the local economy and works as a valuable tool for local governments as they prepare their annual budgets in anticipation of property tax revenues.
Los Angeles County Assessor Jeff Prang announced the 2024 Assessment Roll has increased by $97 billion or 4.85% over last year, marking 14 years of continuous growth, as well as breaking for the first time the $2 trillion ceiling in net total value.

The 2024 Assessment Roll’s growth translates to a record $2.094 trillion in total net value that will put more than $20 billion property tax dollars towards public services such as public education, first responders and healthcare workers, as well as other County services.
