Happy Friday, District 5! It has been a busy week for me and my team as we wrapped up July with our annual Harbor Tour, the end of the Municipal Band Concert season at Los Cerritos Park, and LBPD’s Park Activations at Pan American Park. You can still fill your calendar with plenty of community events headed our way this August; more on that below, as well as updates from Public Works, the Airport, and more.


If your trash day is Tuesday or Wednesday, you probably received your new green bin earlier this week, as Public Works began implementation of the next phase of the State-mandated Organics Service rollout. See the info block below for some important reminders and tips.


This weekend, spend time enjoying the arts and supporting local businesses throughout CD5 and beyond! You can kick off your weekend tonight, August 1st, with the BKBIA’s Beatles-themed First Fridays on Atlantic Ave, along with the Concert in the Park(ing Lot) starting at Bixby Joe at 7:30pm. Alternatively, you can head over to Cherry Park at 6:30pm for a performance by the Long Beach Community Band before the Parks Department’s Movies in the Park at sundown. Then on Saturday, August 2nd, you can head up to District 9 for the 14th Annual Uptown Jazz Festival at Houghton Park from 2 – 7pm. Or you can stick around CD5 for the Semillitas Art Show at Steelcraft on Long Beach Blvd on August 2nd from 3 – 8pm; then head over to LBX for another free outdoor movie night starting at 8pm.  


Next week holds another packed schedule with the District 5 Community Day on the Queen Mary on Monday, August 4th; National Night Out with LBPD on Tuesday, August 5th; the Los Cerritos Neighborhood Association–hosted Concert at Los Cerritos Park on Wednesday, August 6th; the annual three-day rummage sale at Cal Heights Methodist Church from August 7 – 9th; a free shred event at Vets Stadium on Saturday, August 9th; and more! See the flyers and info blocks below for more details on these and other upcoming events like the Discover LBCC Concert, FY26 Community Budget Meetings, and the next CD5 Community Meeting at Wardlow Park.

Community News & Updates

Long Beach Airport


F/A-18s at LGB August 1 - August 3


The Long Beach Airport has shared that four F/A-18 aircraft will conduct operations at LGB during the weekend of 8/1 - 8/3. Anticipated arrival is on Friday, August 1; they are then expected to fly in and out of our airport on Saturday, August 2, before ultimately departing on Sunday, August 3.


F/A-18 aircraft are noticeably louder than other aircraft and are easily heard in neighborhoods near LGB. Military aircraft are exempt from noise regulations; however, the military has consistently demonstrated a desire to assist LGB in being a good neighbor and will follow standard noise abatement arrival and departure procedures, including modified arrival and departure flight profiles and minimum use of afterburners. Due to the nature of military operations, the Airport cannot disclose exact flight plans. Stay up to date on Airport Noise Advisories at the LGB Noise Office webpage.

Free CD5 Community Day on the Queen Mary


It’s time for the annual District 5 Community Day on the Queen Mary! Thanks to the Economic Development Department, our office has partnered with the Queen Mary to provide free admission aboard the historic vessel for District 5 residents on Monday, August 4th from 5pm – 8pm! Spaces are limited, so be sure to reserve your space through the link or QR code today! Discounted parking will be available with validation, and RSVPs will be handled by the Queen Mary. CD5 Community Meeting | August 21



Join us at the next CD5 Community Meeting, being held at the Wardlow Park Community Center on Thursday, August 21 at 6pm.


This time, we will be joined by team members from Long Beach Utilities, to talk about the services, programs, and resources offered by LBU and to answer community questions. We hope to see you there!

Thanks to all who joined us on this year’s annual Harbor Tour! We had a great evening connecting with neighbors and learning about Port operations as we cruised the Harbor. Thanks as well to the Port of Long Beach team for hosting and providing us with such an interesting and informative tour. We are already looking forward to next year!

Fiscal Year 2026 Budget Cycle


FY26 Budget Cycle - Schedule of Hearings/Meetings


On July 24, 2025, Mayor Richardson released the Proposed FY26 Budget, which will be formally presented to the City Council by the City Manager at the Budget Hearing on Tuesday, August 5, 2025, at or after 3pm, along with a presentation of the FY26 Capital Improvement Plan, Budget Oversight Committee meetings and Budget Hearings will continue throughout the month of August until the Budget Adoption Hearing on Sept. 9, 2025, at 5pm.


Members of the community are invited to engage in the budget process by attending a community meeting this August, to learn what is included in the Proposed FY26 Budget, how input from community meetings in January and February was used to inform the Budget, and how the public can continue to participate in the budget process. There will be 5 in-person meetings, one of which will be in CD5, and one virtual meeting (see below); the full schedule and details can be found at longbeach.gov/FY26

Additionally, Digital Comment Cards can be submitted online, as another opportunity for community feedback on the proposed budget. All responses are anonymous and will be tabulated and provided to the City Council as a part of the FY 26 Budget process in August. This survey will close at the end of the day on Thurs., August 21

Public Works Department


Organics Collection - Reminders & Tips


As noted above, residents with Tuesday or Wednesday refuse collection days have started to receive their new green bins this week! With the passage of Senate Bill (SB) 1383 (Chapter 395, Statues of 2016), Short-Lived Climate Pollutant Reduction Strategy, the State has mandated that all municipalities provide organics collection services to all single-family and multifamily residences that generate organic material in an effort to reduce greenhouse gas emissions and promote waste reduction. To comply with this unfunded State mandate, the City must implement an organics collection program and implement rates that cover the cost of the service.


As this phase of the green cart distribution continues over the next couple of weeks, please be aware that Tuesday/Wednesday service for the Organics bins will not begin until August 12th/13th.


While residents cannot “opt out” of this State-mandated service, the City is offering carts in 3 sizes (95-gallon, 65-gallon, or 35-gallon) to help residents find the right size for their household, which can help reduce spills, contaminations, and costs. For more details on how to request a different bin size, guidelines on what goes into the cart, as well as tips on how to keep it clean, visit longbeach.gov/LBOrganics or call 562-570-2876 with any further questions.


As with all state mandates, your state legislators are the only ones who can make changes to this law. If you wish to share feedback or concerns regarding this unfunded mandate, we encourage you to reach out to your State Senator or State Assemblymember

Carson St Complete Street Project


The City is moving forward with the Carson St. Complete Street Project, an initiative to modernize infrastructure and improve safety from Orange Avenue to the eastern city boundary with Lakewood, making Carson Street safer, smoother, and more accessible for people walking, biking, driving, and riding transit.


Guided by the City’s Safe Streets Long Beach initiative and Pavement Management Plan, and shaped by the Complete Streets model, the project will deliver key upgrades including street resurfacing, new Class II Striped Bikeways, ADA-compliant sidewalk and curb ramp improvements, and upgraded bus stops, and additional safety features, such as new high-visibility crosswalks and refuge islands. Construction is planned to begin September 2025 with expected completion in early 2026.

Clark Ave Complete Street Project: Phase I


The City is launching the Clark Ave. Complete Street Project: Phase I, a major step in transforming Clark Ave into a safer, more accessible, and connected north-south corridor. This first phase, from Spring St. to Conant St., will modernize infrastructure, improve safety, and enhance access for everyone traveling by foot, bike, car, or transit. Future phases will extend these upgrades north to the city boundary (Del Amo. Blvd.) and south to Anaheim St.


Guided by the City’s Safe Streets Long Beach initiative and Pavement Management Plan, Phase I will include full roadway resurfacing, new Class IV protected bike lanes, ADA-compliant sidewalks and curb ramps, high-visibility crosswalks and signage, and upgraded transit amenities. This phase of construction is expected to begin in September 2025 with expected completion by early 2026.

PW Director Eric Lopez Announces Departure


Earlier this week, the City of Long Beach announced the upcoming departure of our Public Works Department Director Eric Lopez, as he has accepted the Senior Vice President position at Pacifica Services Inc. in Pasadena. Director Lopez has served the Long Beach community since 2006, with leadership roles on various city teams and major projects before serving as PW Director for the past 5 years.


I commend Director Lopez on the quality, care, and compassion he put into his work in leading the Public Works Department in their ongoing efforts to maintain, improve, and keep our city running smoothly every day. I am especially grateful for his willingness to attend and lead community meetings to share expertise, answer questions, and have discussions on topics of concern for District 5 residents. Director Lopez has been a vital asset to our city team and will certainly be missed, but I hope you will join me in congratulating him on the next chapter of his career, and wishing him well in all future endeavors. Thank you and congratulations, Eric!

As the news of earthquakes of this past week remind us, natural disasters can strike quickly and without warning, and could force evacuation of your neighborhood or confine you to your home. Do you know what to do in the event of an earthquake, tsunami, or other emergency situation? League of United Latin American Citizens


LULAC National Convention August 7 - 8


The League of United Latin American Citizens (LULAC) invites you to the 2025 LULAC National Convention: “Diverse Root & Shared Dreams” being held at the Long Beach Convention Center next week. LULAC, the largest and oldest Hispanic organization in the US, advances the economic condition, educational attainment, political influence, housing, health, and civil rights of Hispanic Americans through community-based programs, with more than 535 councils nationwide. The Long Beach branch, Council #3309, is encouraging the local community to learn, become involved, and join in celebration of LULAC’s 95th year, by offering free admission for the community on August 7 & 8 from 9am – 5pm! Community members can enjoy free registration for the Plenary Sessions or the LULAC Youth Academy Sessions for college-age youth. Learn more and register for free at lulac.org.

LBAVC Volunteer Portal & New Digital Directory


The Long Beach Area Veterans Collaborative (LBAVC) is broadening their toolkit in pursuit of their mission to support organizations that serve veterans by streamlining access, expanding reach, and building stronger community connections. 


The LBAVC’s new Digital Resource Directory offers a centralized, accessible platform for finding veteran-serving programs and services—ranging from housing and employment to healthcare and legal aid. Designed with ease of use in mind, the online directory works on any device and can be shared directly. 


The LBAVC’s Volunteer Portal helps organizations and agencies alleviate administrative strain by promoting volunteer opportunities in a centralized system. Volunteers can connect directly with the LBAVC’s managed volunteer database and veteran-serving organizations can post volunteer roles. Learn more and find volunteer opportunities at lbavcoll.org

Long Beach Neighbors Supporting Neighbors Fund


In a recent press conference, Mayor Richardson announced the launch of a new initiative, Long Beach Neighbors Supporting Neighbors, an emergency fund to support Long Beach residents directly impacted by recent immigration enforcement actions. The fund, established in partnership with the California Community Foundation, will provide vital relief including rental assistance, food distribution, income replacement, and legal support for immigrant families facing hardship. The fund is currently nearly hallway to the initial goal of $250,000 – if you’d like to contribute to support neighbors in need, visit pledge.to/lbneighbors or text LBNEIGHBORS to 707070.

Zone In Bixby - 30 Day Review Period


Provide your feedback on the Zone In Bixby project! Use this Microsoft Form to share your feedback directly with the Community Development Department’s project team, before the 30-day review period ends on Monday, August 18th. After the review period closes, the final proposed zoning map and ordinance will be scheduled for a Planning Commission hearing this fall, and subsequently a final City Council adoption hearing later in the year.
