Happy Friday, District 5! Schools are officially in session and as a community we welcome another school year for learners of all ages. The beginning of school is often a stressful yet fun time. Please remember to be patient and watch for students and families as they make their way to and from school and allow for extra time and families and neighbors alike, while following the rules of the road. This week’s updates, keep reading for news and information from the City FY 26 Budget, Public Works, and our office.


As a reminder, Monday, September 1st, is a City-observed holiday, and as such a number of city services and facilities will be closed, including our District 5 office. Refuse and recycling will be collected as normal, however street sweeping and associated parking enforcement will not occur. I wish you all a safe and happy Labor Day; enjoy the three-day holiday weekend! 


Our next District 5 Dump Day is only a week away! Start prepping your unwanted bulky, oversized items to bring to one of our three dumpster locations throughout District 5 from 8am – 12pm on Saturday, Sept. 6th! See the block below for more details, and be sure to check out the flyers below to plan ahead for additional community events next weekend and beyond! 


If you’re still looking for weekend plans, consider supporting the arts and small businesses right here in CD5! Tonight, Aug. 29th, you can catch a show at the Helen Borgers Theater on Atlantic Ave for opening night of “A Doll’s House,” which will run on weekends through Sept. 14th. Then tomorrow, Aug. 30th,  visit Rancho Los Cerritos from 10am – 5pm for the opening of a special Smithsonian traveling exhibit, “Water/Ways”. Later that afternoon, you can head over to the Hangar at LBX for a “Back-to-School Days” themed market beginning at 12noon, and then finish the evening strong by checking out the next Ambitious Records Fair from 4pm - 9pm.


Finally, I’d like to remind you that the next City Council meeting will be held on Tuesday, Sept. 2, 2025, at 5pm in the City Hall Chambers, during which budget hearings will continue with presentations from the Public Works, Economic Development, and Parks, Recreation, & Marine, Library, Arts, and Culture, and Technology and Innovation departments. The full agenda and a list of items of interest can be found at the bottom of this newsletter. I encourage you to attend or watch online.

District 5 Dump Day | Sept. 6



Join us for the next District 5 Dump Day! On Saturday, September 6th from 8am - 12pm, residents are invited to visit Wardlow Park, Pan Am Park, or the corner of Roosevelt & Cerritos (near Hughes Middle School) to drop off unwanted household items! This is a great opportunity to get rid of any bulky items that don't fit in your regular bin, such as furniture, mattresses, and e-waste. Dispose of them for free and help keep often-dumped items out of our streets, alleys, and waterways!


*The following items will not be accepted: paint, aerosol cans, household cleaners, batteries (car or household), hazardous waste, fluorescent lights.*


On that same day, the Lakewood Village Neighborhood Association will be hosting a Donation Drive event at Pan Am Park as well, should you have any gently used items you wish to donate rather than dump! See their flyer below for more details.

CD5 Community Meeting | Sept. 25


Save the date for next month’s District 5 Community Meeting on Thursday, Sept. 25th, at Wardlow Park Community Center starting at 6pm.


This time, we will be joined by City Manager Modica as he shares details about his role and responsibilities and answers community questions.


If you are planning to join us, we encourage you to optionally RSVP to help us prepare the meeting space with adequate seating. We hope to see you there! 

Fiscal Year 2026 Budget Cycle


FY26 Budget Conversations Continue


Next Tuesday, the budget hearing will continue with  presentations from the departments of Public Works, Economic Development, Parks, Recreation and Marine, Library, Arts, and Culture, and Technology and Innovation. 


I am looking forward to these presentations as we are one of the Council Districts with the most streets that need repair, I will continue to advocate for our fair share of street reconstruction funding, particularly as we begin the planning of the next 5-year Capital Improvement Plan. The Fifth District is home to many both small businesses corridors like Norse Way, Parkview Village, Spring Street, Bixby Knolls and Cal Heights also multi-million-dollar private companies like those at LBX and Douglas Park, the presentation from Economic Development will be very interesting as I will be asking questions on how we can continue investing in our small business corridors along with retaining and acquiring and attracting new talent for the businesses in Douglas Park. We are also home to beautiful and well used Libraries and Parks in the Fifth District, and I look forward to asking questions regarding the ongoing maintenance and improvements to our Parks and Libraries along with the great family friendly programing they each provide. I encourage all residents to join the meeting either in person or online and reach out to office with your thoughts.

Sunrise Senior Living Community


Development Moving Forward at 3340 Los Coyotes Diagonal


As you may remember, back in May of 2022, proposed plans for a Sunrise Senior Living Community to be developed at 3340 Los Coyotes Diag. were approved by the Planning Commission. The site has since remained vacant with no development activity – until recently! Those of you living or traveling in the area may have noticed some recent activity, as the existing fencing surrounding the property has been replaced. This marks the beginning stages of development as Sunrise moves forward with their approved project and plans to break ground in the coming weeks. Since assuming office, Councilwoman Kerr has been following the process closely, and will continue to stay in touch with the developers to confirm project details and share up-to-date information with the community. Keep an eye out for additional details in future newsletters as we learn more.

Community Development


EXTENDED to SEPT 1ST - Zone In: Bixby Comment Period


The Community Development Department extends their thanks to all who have already shared their feedback on the final proposal for the Zone In: Bixby project. While the original review period to provide comments was originally set to close on August 18th, they have extended it through the end of the month to Monday, Sept. 1st!


If you have not done so already, you can provide feedback to the project team through the Microsoft Form created for your convenience. As a reminder, the rezoning proposal overview information included on the event boards from the recent open house can be found on the project website, along with the draft main street zoning regulations, and an interactive map that shows all the proposed changes and new district boundaries.


Once the review period is closed, staff will record and consolidate all submitted comments. Afterwards, the final proposed zoning map and ordinance will be scheduled for a Planning Commission hearing this fall, and subsequently a final City Council adoption hearing later in the year.

Public Works


No Street Sweeping Services September 1st & 4th


In observance of Labor Day on Monday, Sept. 1, there will be no scheduled street sweeping or enforcement of street sweeping violations on Monday, Sept. 1. Street sweeping will resume its regular schedule on Tuesday, Sept. 2. 


Then, please be advised that the Environmental Services Bureau (ESB) will be holding a mandatory, all-day training for our Motor Sweeper Operators on Thursday, September 4th. As a result, street sweeping services will not be available on this date.

  • Residences scheduled for service on September 4th will not receive street sweeping.
  • Service for these residences will resume the following week on their regularly scheduled service day.
  • The only Street Sweeping operation in effect on September 4th will be limited to bike lane sweepers.
  • Normal operations will resume on Friday, September 5th.


Oversized Vehicles - Regulations & Restrictions


As summer ends, and road trips, camping trips, boat outings, and the like subside, do you know the rules and regulations about parking oversized vehicles like RVs and boats in Long Beach? Our office has received a number of inquiries from residents wanting to know when and where Oversized Vehicle Parking is allowed. Review the following info to make sure you know the rules and requirements! 


Long Beach Municipal Code (LBMC) 10.24.005 defines oversized vehicles* as:

  • exceeding 85" high or 80" wide or 22' long on a residential street
  • exceeding 85" high or 22' long on a nonresidential street

*A boat, equipment, or other object attached to a trailer shall be measured together with the trailer.


Parking an oversized vehicle in a residential area is prohibited, except with a valid permit displayed. Oversized Parking Permits:

  • can be obtained** by residents for campers, trailers, boats on trailers, and recreational vehicles for the purpose of activities such as unloading, loading, or maintenance
  • are temporary and valid for no more than 72 hours
  • are valid only within the same block as the resident's address on either side of the street
  • must be displayed on the inside lower left corner of the windshield so as to be visible from the street

**No more than 20 permits shall be issued to any 1 eligible resident or to any 1 eligible vehicle within 1 calendar year, and a 24-hour period must elapse between consecutive permits.

Long Beach Joins "Clear the Shelters" Campaign


Long Beach Animal Care Services (LBACS) has joined NBCUniversal’s 2025 Clear the Shelters national pet adoption and donation campaign. Since its inception in 2015, Clear The Shelters has helped more than one million pets across the country find new homes.


Through August 31st, to encourage the responsible, mindful adoption of animals in need of a home, LBACS is offering $25 adoption specials for dogs 25 lbs. and over, and $9 adoption specials for kittens. Those interested in adopting can visit LBACS (7700 E. Spring St.) Wednesdays through Fridays, 10 a.m. to 5 p.m., and Saturdays and Sundays, 10 a.m. to 3:30 p.m. Potential adopters can also search for adoptable pets in the shelter by breed, gender, and size, and apply online. Residents can also get involved by making a monetary donation, fostering, volunteering, donating supplies and spreading the word about local adoptable animals on social media. LBACS' Clear the Shelters will culminate on the last weekend of the month with waived adoption fees from Aug. 29-31.

Urban Forest Plan


Are you or a neighbor interested in helping shape Long Beach’s Urban Forest Plan? The City of Long Beach is developing its first Urban Forest Plan (UFP), a long-term roadmap to grow, maintain, and protect the trees and green spaces that make our city more livable, sustainable, and resilient. 


Trees provide countless benefits: they offer shade on hot days, clean our air, improve public health, and make our communities more walkable and welcoming. The UFP will set community-driven goals to expand our tree canopy, improve tree care, and make sure every part of Long Beach can enjoy the benefits of a healthy, thriving urban forest. 


Take the short survey by Oct. 31, and share your thoughts and priorities for the future of Long Beach’s trees. Your feedback will help guide the Office of Climate Action and Sustainability on where trees are planted, how they’re maintained, and what sustainability goals the City should set.

How to report Highway/Freeway Concerns


Our office frequently hears from residents with concerns about state highway and freeway maintenance. While the City of Long Beach manages our local streets, freeways/highways and their upkeep fall under the responsibility of CalTrans, a state department managed by the State of California. 


Similar to the GoLongBeach Website, CalTrans has a Customer Service Request (CSR) Portal. This website is a convenient way to report issues such as litter, graffiti, lighting, encampments, or damaged guardrails along the Freeways. Submit a request by visiting csr.dot.ca.gov.


If you have ongoing concerns or need further follow-up, you may also contact your local State Legislators as they oversee state-level agencies like CalTrans.

Continued Heat - Stay Cool & Stay Safe!


As temperatures continue to be forecasted through this weekend and week, the City Health Department continues to advise residents to take precautions against rising temperatures. 


All City Parks, Recreation, & Marine Community Centers and Long Beach Public Library locations are available as designated cooling centers during their normal business hours. Please contact Community Centers and Libraries ahead of time to confirm they are open in the case of unexpected closures.


People are encouraged to check on friends, family, and neighbors who are home-bound to make sure they are not affected by the heat. Older adults, those with chronic illnesses, infants and young children are at greater risk for heat-related illnesses. However, anyone can suffer heat illness and should take precautions to reduce the risk of heat-related illness and injury.

  • Stay Cool with lightweight, loose-fitting clothing; limited activities to mornings and evenings where possible; and spend peak heat hours (noon to 6pm) in air-conditioning, or take a cool shower or bath.
  • Hydrate with plenty of fluids, and don’t just wait until you’re thirsty! Stay away from alcohol, caffeine, and very sugary drinks, which can be dehydrating; and replace salt and minerals lost from sweating with sports drinks or salty snacks. Those with chronic health conditions, on water pills, or advised to limit water by your doctor should check in with your health provider for guidance.
  • Protect against heat-related illness with sunscreen (SPF15 or higher, 30 minutes before going outside, and every two-hours!), a wide brimmed hat, and sunglasses with 100% UVA & UVB protection.
  • Never leave a child or pet in a parked car or asleep in direct sunlight, and ensure adult supervision of children near water, if choosing to cool off by swimming in pools, spas, or at the beach. Make sure pets also have access to shade and plenty of water, and be aware that hot asphalt can burn a pet’s paws!
  • Keep an eye out for signs of heat-related illness including heavy sweating; cold, pale, clammy skin; nausea and vomiting; or dizziness, headaches, and confusion. Get medical help right away if a person has body temperature of 103 or higher; loses consciousness; has a fast, strong pulse; or has symptoms lasting longer than an hour or worsening over time.

Apply Now for Love Your Block Mini-Grants!


The City of Long Beach is now accepting applications for the Love Your Block program, supporting resident-led projects in our neighborhoods. Applicants must be individual Long Beach residents age 18 or older, and projects must take place in ZIP code 90810. Mini grants of up to $2,500 are available to enhance air quality, improve transportation, and address community needs.
