Happy Friday, District 5! Amid the continued summertime fun our city has to offer, we bring you the latest news and updates from our Community Development, Health, Police, and other city departments.
Thank you to all who attended my office’s recent community meeting at the Expo Arts Center, where we were joined by City Attorney Dawn McIntosh and City Prosecutor Doug Haubert. It was a great turnout as we heard from our citywide elected officials as they discussed topics from city ordinances to trespassing to fireworks and more. In case you missed it, see below for a brief recap, and we hope to see you at our next one on August 21st at the Wardlow Park Community Center at 6pm.
In the next several days, there are a number of ways to spend time supporting the local arts and engaging with community in District 5! You can kick off your weekend tonight with opening night of the Long Beach Shakespeare Company’s run of “Much Ado About Nothing,” running Friday – Sunday from July 18th – August 3rd. On Saturday, July 19th, you can celebrate “National Ice Cream Day” at this week’s LBX pop-up market. Then on Sunday, July 20th, you can head out with neighbors on the monthly Kidical Mass Bike Ride through Bixby Knolls at 11am, or visit the historic Rancho Los Cerritos for their latest Artist Workshop from 10am – 12pm. Lastly, on Monday, July 21st, enjoy live music at the next BKBIA Concert in the Park(ing Lot) at Bixby Joe on Atlantic Ave at 6:30pm.
Looking ahead, save the dates for some exciting activities this August! First, I hope you’ll join us for our upcoming free District 5 Community Day on the Queen Mary on Monday, August 4th from 5 – 8pm. Then, I hope we will see you at the 3rd Annual Discover LBCC Concert on Friday, August 15th from 5 – 8pm. Learn more below about these free events and other opportunities to enjoy the summer!
Finally, I’d like to remind you that the next City Council meeting will be held on Tuesday, July 22, 2025, at 4pm in the City Hall Chambers. The full agenda and list of items of interest can be found at the bottom of this newsletter. I encourage you to attend or watch online. I also encourage you to keep in mind that the Fiscal Year 2026 Budget Cycle will soon be underway, with the first Budget Oversight Committee meeting to be held on Tuesday, July 29th at 3pm, and numerous Community meetings this August, including one on Saturday, August 16th from 10am-11:30am at the Wardlow Park Community Center. Long Beach Joins ACLU Lawsuit & Launches of "Long Beach Neighbors Supporting Neighbors" Fund
In a closed session meeting earlier today, July 18, 2025, a quorum of the Long Beach City Council voted unanimously to join the ongoing lawsuit against the federal administration led by the American Civil Liberties Union (ACLU) and joined by the State of California, in the defense of the rights of those affected by recent immigration enforcement actions.
Additionally, following the meeting, the Mayor announced the launch of a new initiative, "Long Beach Neighbors Supporting Neighbors," a new emergency fund to support Long Beach residents directly impacted by recent immigration enforcement actions. The fund, established in partnership with the California Community Foundation, will provide vital relief including rental assistance, food distribution, income replacement, and legal support for immigrant families facing hardship. CD5 Community Meeting Recap
Earlier this week, neighbors joined my office and I at the Expo Arts Center for our monthly Community Information Meeting featuring City Attorney Dawn McIntosh & City Prosecutor Doug Haubert. In case you missed it, see the brief recap of main topics covered below.
The meeting kicked off with City Attorney McIntosh as she shared her office’s role in the city, as they handle cases related to civil litigations, worker’s compensation, legal matters at the Port, and legal counsel to city leadership and departments. Thanks to questions from attendees, we heard answers on a range of topics, including that illegally placed signage on public property can be reported to the City Clerk; that the city is working on the reintroduction of an ordinance to help address issues of abandoned and illegally parked vehicles; that due to jurisdictional constraints, the airport’s Noise Ordinance cannot be modified regarding general aviation, and the Noise Office continues to handle concerns and assess for violations; and that advocacy regarding frequency, noise, and leaded fuel should continue to be directed to the FAA and congressional representatives.
Next, City Prosecutor Haubert spoke of his role, noting the types of cases handled by his office are largely criminal as opposed to civil, although the LA County District Attorney handles felonies and juvenile cases. He discussed his preventative approach to minimizing crime in our communities, highlighting such programs as the app utilized by LBPD as part of the city’s Law Enforcement Assistance Diversion program (LEAD); the 602 Program which offers residents and business owners resources to combat issues of trespassing on private property; and the 3P Neighborhood Program or LASER team, that assigns deputy city prosecutors to geographic regions of the city to work with law enforcement, neighborhood leaders, council offices, nonprofits, schools, and others to address persistent local concerns. Thanks to community questions, we heard about the online portal for submitting fireworks complaints; and learned that while overcrowding in County jails can lead to same-day releases for misdemeanors and crimes with less than 6 month sentences, the recent passing of Prop 66 helps by elevating some repeat misdemeanor offenses to felonies, which have higher precedence in terms of jail space.

Fiscal Year 2026 Budget Cycle
FY26 Budget Cycle - Schedule of Hearings/Meetings
This week, the Office of Financial Management released a memo outlining the proposed schedule of the upcoming Fiscal Year 2026 (FY26) Budget hearings, council meetings, and community meetings.
Per the memo, the Mayor will released the Proposed FY26 Budget on Thursday, July 24, 2025, and the City Manager will formally present it to the City Council to a Budget Hearing on Tuesday, August 5, 2025. At or after 3pm, along with a presentation of the FY26 Capital Improvement Plan.
The first Budget Oversight Committee meeting will be help at 3pm on Tuesday, July 29, 2025, and committee meetings and hearings will continue throughout the month of August until the Budget Adoption Hearing on Sept. 9, 2025, at 5pm.
Members of the community are invited to engage in the budget process by attending a community meeting this August, to learn what is included in the Proposed FY26 Budget, how input from community meetings in January and February was used to inform the Budget, and how the public can continue to participate in the budget process. There will be 5 in-person meetings, one of which will be in CD5, and one virtual meeting (see below); the full schedule and details can be found at longbeach.gov/FY26

Free CD5 Community Day on the Queen Mary
It’s time for the annual District 5 Community Day on the Queen Mary! Thanks to the Economic Development Department, our office has partnered with the Queen Mary to provide free admission aboard the historic vessel for District 5 residents on Monday, August 4th from 5pm – 8pm! In Memoriam: Commodore Hoard
It is with great sadness that we share the passing of Commodore Everette Hoard. Commodore Hoard was known by family, friends, colleagues, and visitors to the Queen Mary as passionate, devoted, and kind. I extend my sincere condolences to all affected by this loss. May Commodore Hoard's legacy continue to live on in the memories and hearts of all who knew him, and in all he has done for the Queen Mary throughout his career.

Zone In Bixby - Open House Materials & Review Period
Earlier this week, the Community Development Depart hosted the final event regarding the Zone In Bixby project with an Open House at Long fellow Elementary. Thanks to all who attended to participate in the public process and learn about the proposed zoning districts.
For those that were unable to attend, the event boards have been posted on the Zone In project website, along with an interactive webmap that shows all the proposed changes and new district boundaries. Yesterday, July 17th, marked the beginning of a 30-day review period for community members to provide their feedback on the proposal for the project area, which will close on Monday, August 18th. You can submit your comments to the project team using the Microsoft Form created for your convenience.
After the review period closes, the final proposed zoning map and ordinance will be scheduled for Planning Commission hearing this fall, and subsequently a final City Council adoption hearing later in the Fall or Winter. For more information, visit the Zone In website.

Summer Essay Contest (English & Spanish) Open thru Aug 8
The Friends of the Long Beach Public Library want to know, “How Has the Library Helped You Grow?”
Through August 8th, youth aged 6–18 are invited to submit their essays that answer the question, “How has the library helped you grow?” for a chance to win up to $100 in Barnes & Noble gift cards. Essays can be submitted in either English or Spanish, in person to a neighborhood librarian at any LBPL location or via email to lbplfriendsessaycontest@gmail.com.
Winners will be announced on social media and the Friends’ website on Friday August 18, and celebrated at an awards ceremony at Michelle Obama Neighborhood Library on Saturday, August 23rd at 10:30am. Learn more at lbplfriends.org

Southern California Edison
Tree Trimmings/Removals in Cal Heights/Bixby Knolls
| With advisement and inspection from the city's arborist, Southern California Edison (SCE) is identifying trees in the Cal Heights/Bixby Knolls area that need to be trimmed due to overgrowth into power lines. Per the arborist's determinations, trees identified as dead or dying during these inspections will need to be removed. We have asked that SCE and Public Works work together to ensure proper protocols around timely public noticing are maintained regarding any upcoming tree removals necessitated by SCE. Our office does not have a timeline for this work, however keep an eye out for posted signage in the Cal Heights/Bixby Knolls area. Join me in thanking Deangelo Wilson for his outstanding service as a Long Beach Refuse Operator! Thanks to a kind resident’s message, my office and I were informed of Deangelo’s simple yet impactful choice to engage with local children and families while on his collection route this past week. We were told of the kindness, patience, and compassion with which Deangelo explained the functions of his collection truck with curious children, fostering a sense of community connection and pride for such work that can often go unnoticed. I am proud and grateful to have Deangelo as an exemplary member of our Long Beach City family. Deangelo, thank you for taking the time to engage with the community, and thank you for all that you do for our city every day!

Old Ralph's Gets a Clean Up!
This week, the old Ralph’s got a cleanup! With permission form the property owner, local nonprofit Care Closet LBC cleared a large amount of trash, debris, and graffiti from the vacant storefront at Los Coyotes Diagonal and Wardlow Rd to help support the health and safety of our neighborhoods. Thank you to all the vigilant neighbors who bring issues like these to our attention, as we continue to work with the property owner, Economic Development, and Community Development departments on finding a future use for this site. In the meantime, our office will continue to work closely with Code Enforcement staff to monitor the lot and continue to cite and bill code violations, safety hazards, and debris as needed.
