Weekly Updates | October 17, 2025

Happy Friday, District 5! I hope all stayed safe and dry through the passing storm earlier this week. As it warms back up over the weekend, there is plenty to see and do in District 5 and citywide. More on that below, as well as updates from Public Works, the Airport, and more. 


Earlier this week, Public Works made their final recommendation for the design plan to move forward with the Orange Ave Backbone Bikeway Project, an 8.6-mile corridor infrastructure improvement project. After hearing much community input, the team plans to pursue Alternative 2. Then at Council, my colleagues and I passed 3 items related to the Long Beach Airport, regarding unleaded fuel subsidies, enhancements to the passenger concourse, and a long-term lease with fast-growing local startup, JetZero. See the info blocks below for more details. 


This weekend in District 5, celebrate creativity and community! Tonight, Oct. 17th, Able ARTS Work is hosting the opening reception of their latest exhibit, “CORE,” at the Expo Arts Center from 5:30 – 8pm. The exhibit celebrates the artists journey as part of the disabled community, and tonight’s reception will feature a special artist talk hosted by the curator. Tomorrow, Oct. 18th, you can visit the Dana Branch Library for a free community concert, as Musica Angelica performs “Italian Baroque” starting at 12pm. Be sure to stick around for Q&A with the musicians as well as ticket discounts and giveaways for future performances! This weekend you can also get into the spirit of the season at Campfire Long Beach for the second weekend of their inaugural Pumpkin Patch fundraiser. From 12 – 6pm on both Saturday, Oct. 18th and Sunday, Oct. 19th, enjoy free entry (and free parking at Campfire or McBride High) to peruse the pumpkins and purchase tickets for games, activities, snacks, and more! 


Looking ahead, there’s plenty more to do as we continue towards the end of the month. This Thursday, Oct. 23rd, is the next of our CD5 Community Meeting series, this time at the Expo Arts Center at 6pm. We will be joined by members of LBPD’s North Division and the 9-1-1 Dispatch team as they share about their work and answer community questions. Then on Saturday, Oct. 25th, there’s a wide variety of activities to choose from, including the annual Festival of Flight or Historical Cemetery Tour, as well as a Harvest Festival at Los Cerritos Park. Finally, I’d like to remind you that the next City Council meeting will be held on Tuesday, Oct. 21, 2025, at 5pm in the City Hall Chambers. The full agenda and a list of items of interest can be found at the bottom of this newsletter. I encourage you to attend or watch online.

CD5 Community Meeting | Oct. 23

Orange Ave Backbone Bikeway Project Update


Earlier this week, Public Works announced their intention to move forward with the design plan known as “Alternative 2” for the Orange Ave. Backbone Bikeway Project.


As you may recall, earlier this year Public Works hosted a community meeting to solicit additional community feedback on three alternative design plans for the stretch of Orange Ave. between Bixby Rd. and Wardlow Rd. Public Works originally recommended Alternative 3, but a large amount of community feedback that was shared directly with Public Works or via contact with my office showed a significant preference for Alternative 2. Public Works listened to the concerns brought forth by residents and reiterated by my office, considered a variety of factors including safety, access, and mobility for all users of Orange Ave., and has determined to pursue Alternative 2 as they move forward with this important citywide infrastructure improvement project. 


I acknowledge that there may be concerns with the recommendation to move forward with Alternative 2, however I appreciate that our city traffic engineers took additional time to consider and incorporate my office’s and the community’s feedback. This alternative retains the most amount of parking on both sides of Orange Ave., designates the bike lane with only painted striping, removes the center turn lane, and will ultimately contribute to slower speeds and safer driving along the corridor. 


The Public Works team will provide a presentation on their updated recommendation, its features and requirements, and the project’s next steps, at an upcoming Mobility, Ports, & Infrastructure Committee Meeting scheduled for Wed., Nov. 19, 2025, at 5pm in the City Hall Chambers. All those interested are encouraged to attend, watch online, and/or submit public comment. The agenda will be posted to the city’s public meeting agenda page as the date draws nearer. In the meantime, learn more about the entire 8.6-mile corridor project at the updated project webpage and sign up for project alerts directly from the Public Works team. 

Automated Speed Enforcement (ASE) Systems Pilot Program | Submit Comments by Nov. 7


Long Beach is taking the next steps towards implementing the Automated Speed Enforcement (ASE) Systems Pilot Program as allowed by the passage of AB645. The program’s prerequisite reports, the Speed Safety System Use Policy and the Speed Safety System Impact Report, have been drafted and are available for public review on the program’s dedicated webpage, along with details of the program’s requirements, a map of the proposed ASE system locations, and more.  


Community members are invited to provide feedback on this important safety program. The 30-day public comment period is open until 5pm on Friday, Nov. 7, 2025. Any revisions will be incorporated into final versions of the reports, which will be presented to Council for adoption later this year.

3 Recent Council Items


At the Council meeting on Tues., Oct. 14, 2025, my colleagues and I passed three items related to the Long Beach Airport:

  • Item 10 officially moves my recent budget recommendation forward, as we approved the continuation of the unleaded fuel subsidy programs available at LGB: the Supplemental Type Certificate (STC) Reimbursement Incentive Program, which helps cover the cost for pilots to transition their aircraft to be able to safely use unleaded fuel, and the Unleaded Aviation Fuel Subsidy Program, which offsets the higher cost of unleaded fuel to make the price comparable with more widely available leaded fuel. Both programs were set to close at the end of this year, but will now run through Dec. 31, 2027. This two-year extension will help encourage local pilots to voluntarily make the transition to unleaded fuel in advance of the FAA’s goal to eliminate leaded fuel by 2030, by continuing to reduce cost barriers associated with the switch. 
    
  • With Item 22, we awarded a construction contract for the Passenger Concourse Enhancements Project at LGB. The project aims to modernize our passenger-oriented amenities and facilities with improvements to seating, circulation, passenger queuing, wayfinding, restrooms, outdoor areas, and more, to enhance the travel experience at our airport. With help from Congressman Robert Garcia, Long Beach was earmarked $24 million in federal grant funding that will heavily contribute to implementing these improvements. As we prepare for upcoming major sporting events in our region like the World Cup and the Olympics, we can look forward to the additional conveniences and comfort that will enhance the travel experience and support Long Beach’s growing status as a desirable destination for visitors, businesses, and residents alike.


  • Item 23 solidified local aerospace start-up, JetZero, as a Long Beach institution for decades to come, as they extended their existing lease for their research and design center at the old Boeing facility for the next 35 years. JetZero has been steadily growing since their start just a few years ago, bringing new jobs and new ideas to the aerospace industry as they aim to create fuel-efficient blended-wing aircraft, reduce emissions, and enhance the flying experience for all types flights. With this long-term lease, JetZero plans to invest $50 million in capital improvements to the city-owned property in the next 3-5 years, to support their continued growth. We are so excited to have them here to expand upon Long Beach’s rich aviation history and bring their innovations to the world from right here in our backyard.

Systemwide Transit Analysis & Reassessment II (STAR II)


Long Beach Transit (LBT) has launched the Systemwide Transit Analysis & Reassessment II (STAR II), an initiative designed to evaluate how LBT’s bus system is meeting the mobility needs of our community today and for the next 10 years, as changing demographics, new developments, and evolving travel patterns continue to create new demands for public transportation. 


STAR II will take a fresh look at how LBT connects people across the region and explore ways to make service more reliable, efficient, and customer focused. The project will study existing routes and services while considering schedules, ridership trends, and regional connections, with the goal of designing a network that will enhance service options, reduce travel times, and create stronger connections.

As community feedback is crucial to this process, LBT encourages community members to provide input by completing a short survey and/or sharing feedback at an upcoming community meeting! See details below for both an in-person and a zoom meeting later this month:
