Happy Friday, District 5! Thanks to all who attended yesterday’s Community Meeting at the Expo Arts Center. For those who missed it, see a brief recap below, as well as this week’s updates from Long Beach Transit, the Office of Sustainability, CalTrans, the Community Development Department, and more. 


At Council on Tuesday, my colleagues and I heard a presentation from Public Works regarding the current status of the Organics Collection rollout and strategies for continued improvement. We also directed city staff to look into potential new safety regulations for E-bike usage throughout the City. See the info block below for more details. 


There are plenty of local events to choose from celebrating annual events in District 5 this weekend! Starting tonight and throughout the weekend, you can support the local arts as the Long Beach Shakespeare Company performs their yearly run of “The War of the Worlds” in their unique live radio show style. Two annual traditions return on Saturday, October 25th, in the form of the Festival of Flight at the Long Beach Airport from 9am – 4pm, and the 29th Annual Historic Cemetery Tour hosted by the Historical Society of Long Beach at the Sunnyside & Municipal Cemeteries from 9am – 3pm. On Sunday, October 26th, join neighbors for Kidical Mass’s annual “Zombie Ride,” taking off from behind Pixie Toys on Atlantic Ave at 11am, complete with face painting (if you arrive early) and prizes for best costumes. For those looking to engage with city departments and local agencies, make note of next week’s community meetings! Provide feedback to Long Beach Transit via Zoom on Monday, Oct. 27th; on Tuesday, the 28th, learn about the LBPD Youth Explorers at their Open House from 6 – 9pm, or provide your thoughts on citywide tree maintenance and investments during the Urban Forest Plan Zoom meeting from 6:30 – 8pm; and hear from CalTrans about the PCH Long Beach Bike Project at the Public Workshop at LBCC’s TTC campus on PCH. Finally, I’d like to remind you that the next City Council meeting will be held on Tuesday, Nov. 11, 2025, at 5pm in the City Hall Chambers. The full agenda and a list of items of interest will be included in a future newsletter. I encourage you to attend or watch online.

CD5 Community Meeting Recap


Thanks to all who joined us at Thursday's CD5 Community Meeting at the Expo Arts Center. We heard great information from LBPD North Division Commander Isiah Hughes and Communications Center Officer Gabriela Jilek, as they shared details about their work in answering and responding to public safety calls. Review the meeting's slide deck for additional details. 


For those who missed it, we hope you’ll save the date for next month’s meeting, being held on Thursday, Nov. 20, at 6pm at the Wardlow Park Community Center. Keep an eye out for additional details as the date approaches.

Item 17: E-BIKES - Request for Report Back


With Item 17, my colleagues and I directed city staff to begin conducting research into a potential ordinance regarding e-bike usage. As the affordable, eco-friendly travel option increases in popularity, it’s important that we assess existing regulations and identify areas for improvement in the name of public safety. As we consider our approach, I am hopeful that we will strike a balance between education and enforcement, ensuring that we reach e-bike users where they are, and find ways to mitigate unsafe practices while supporting those who rely on e-bikes as a mode of transportation in their daily lives. Item 21: Sky Harbour - Ground Lease at LGB


Item 21 brings another exciting development to come at the Long Beach Airport, as the city entered into a ground lease with Sky Harbour, an airport infrastructure company building the first nationwide network of Home Base Operator (HBO) campuses for business aircraft. Sky Harbour plans to transform a currently vacant parcel into hangars for business aircraft, investing $60 million in capital improvements to the city owned property, and including plans for an open-air restaurant where the public can enjoy views of activity on the airfield. Sky Harbour will support economic vitality at the airport, but has community-driven goals as well, evidenced by their Sky Harbour Academy, a workforce development program that pays for job training and certification courses, and assists with placement in aviation careers. We look forward to having Sky Harbour as a new tenant and partner at LGB! Review the presentation and recorded discussion to learn more.

Item 22: Residential Organics - Program Update


As we know there have been challenges with the implementation of the citywide Organics Collection program rollout, Item 22 requested Public Works Acting Director Hickman and Energy & Environmental Services (EES) Director Dowell provide a presentation on the status of the program, its ongoing challenges, and the efforts to address them. Some highlights include program adjustments such as new smaller trucks to handle missed pickups, doubling the size of call center staff, educational outreach and website updates to encourage the use of online forms to reduce call volumes and phone wait times, and overstaffing of refuse operators to better balance normal staffing challenges like sick or injury leave. We acknowledge the growing pains associated with the program’s rollout, but we are glad to see the efforts being made to adequately address concerns and provide high-level service to residents. Systemwide Transit Analysis & Reassessment II (STAR II) | Oct. 27


Long Beach Transit (LBT) has launched the Systemwide Transit Analysis & Reassessment II (STAR II), an initiative designed to evaluate how LBT’s bus system is meeting the mobility needs of our community today and for the next 10 years, as changing demographics, new developments, and evolving travel patterns continue to create new demands for public transportation. 


STAR II will take a fresh look at how LBT connects people across the region and explore ways to make service more reliable, efficient, and customer focused. The project will study existing routes and services while considering schedules, ridership trends, and regional connections, with the goal of designing a network that will enhance service options, reduce travel times, and create stronger connections.

As community feedback is crucial to this process, LBT encourages community members to provide input by completing a short survey and/or sharing feedback at a community meeting via Zoom next week!

Urban Forest Plan | Kickoff Meeting Oct. 28 & Survey Extended to Nov. 9


The City of Long Beach is developing an Urban Forest Plan (UFP), a roadmap to grow, maintain, and protect the trees and green spaces that make Long Beach more livable, sustainable, and resilient. Join the virtual UFP Kickoff Meeting on Tuesday, Oct. 28th from 6:30 – 8pm to help shape a plan that reflects the needs and values of our diverse communities! Learn about the UFP and why it matters, share your ideas, priorities, and experiences, and help shape a community-driven vision for a more livable and sustainable future.


Additionally, you can provide your feedback through the online UFP Survey. The deadline to submit has been extended until Nov. 9th; provide your input today to ensure the plan reflects the community’s ideas, priorities, and values for trees!

Youth Explorer Program Open House | Oct. 28


The Long Beach Police Department Youth Explorer Program is a career development and education program, open to mature young adults between the ages of 14-20. This program offers youth the opportunity to provide volunteer service to their community and learn about career opportunities in law enforcement.

PCH Long Beach Bike Project - Public Workshop | Oct. 29


CalTrans District 7, in collaboration with the City of Long Beach, is proposing to enhance safety and mobility along Pacific Coast Hwy between the Long Beach Traffic Circle and Golden Ave. The project would convert existing travel lanes into Class IV protected bikeways, offering physically separated space for people who bike while improving overall comfort and access for pedestrians, cyclists, and transit riders. Automated Speed Enforcement (ASE) Systems Pilot Program | Submit Comments by Nov. 7


Long Beach is taking the next steps towards implementing the Automated Speed Enforcement (ASE) Systems Pilot Program as allowed by the passage of AB645. The program’s prerequisite reports, the Speed Safety System Use Policy and the Speed Safety System Impact Report, have been drafted and are available for public review on the program’s dedicated webpage, along with details of the program’s requirements, a map of the proposed ASE system locations, and more.  


Community members are invited to provide feedback on this important safety program. The 30-day public comment period is open until 5pm on Friday, Nov. 7, 2025. Any revisions will be incorporated into final versions of the reports, which will be presented to Council for adoption later this year.

Local Musician Publishes Memoir


Join me in congratulating Long Beach's legendary blues musician and cultural contributor, Bernie Pearl, as this week he celebrated the release of his memoir, ...sittin' on the Right Side of the Blues: A Life in Blues. Bernie's life, journey, and legacy are deeply entwined with local history, as his career began and flourished here in Long Beach. From his beginnings performing at the Ash Grove, to helping found the Long Beach Blues Festival, to mentoring generations of local musicians, Bernie has left a lasting impact on our communities, and now shares his story with the release of his memoir. Bernie and his family still live and work in Long Beach as our own CD5 neighbors. Congratulations, Bernie, on this significant milestone!
