Happy Friday, District 5! I want to acknowledge that this week has been a difficult one for our country with the 24th anniversary of the terrorist attacks of 9/11, and the incidents of gun and political violence that took place in Colorado and Utah. On Tuesday, September 11th, we remembered the victims, their families, and the brave women and men that ran towards danger in the service of others on that tragic day in 2001; may we never forget. As we move forward from these incidents, let us work together to protect and support students and reject political violence in all forms, in our communities and across the country. My heart goes out to all affected.
In local news, Long Beach’s annual budget cycle came to a close this week as my colleagues and I adopted the FY26 Budget, approving the City’s spending plan for the upcoming fiscal year. See below to learn more, in addition to updates and reminders from Public Works, LBPD, and more.
As usual, there are tons of ways to get out and connect with the CD5 community this weekend. You can kick off your weekend tonight, Sept. 12th, at the “2nd Friday Night Market” at LBX from 5 – 9pm, then return tomorrow, Sept. 13th for a pet-themed market and “Pup Parade” from 3 – 6pm. You can also find local vendors and family friendly activities at Parkview Village this Saturday, Sept. 13th, for their monthly “Second Saturdays Block Party” from 11am – 3pm. After that, beer enthusiasts can cruise over to Rancho Los Cerritos for the 9th Annual Craft Beer Long Beach Fest on Saturday, Sept. 13th from 1 – 5pm. Then, you can spend the evening at the Expo Arts Center for “Jazz in the Candlelight” from 6 – 7pm, featuring Gammy-nominated musician Billy Mohler. Lastly, eon Sunday Sept. 14th, you can peruse the “Boozy Book Fair” at Ambitious Ales from 12 – 4pm, hosted in collaboration with KUBO LB and Bel Canto Books.

Next CD5 Community Meeting | Sept. 25
Join us for the next CD5 Community Meeting at the Wardlow Park Community Center! On Thursday, Sept. 25th at 6pm, we will be joined by Long Beach City Manager Tom Modica and his staff, as they will discuss the roles and responsibilities of the City Manager’s Office and answer community questions. Dump Day Recap
Thanks everyone for another successful Dump Day! Last Saturday, my team and I hosted our CD5 Dump Day, during which community members brought their oversized and bulky items to one of three dumpster locations to dispose of for free. We had a great turn out at all three locations, especially Wardlow Park, where the dumpster was filled to the brim 3 times! While we don’t have exact tonnage weigh-ins yet, we know this event and your participation contributes significantly to reducing the amount of illegally dumped items that often end up in our alleys, streets, and waterways. Thanks as well to the incredible Public Works and Conservation Corps teams who helped make this event possible!
In case you still have items that don’t fit in your regular bin, don’t forget that you can utilize a free special pickup! All Long Beach Refuse customers are entitled to 12 special pickups per year at no additional cost. Visit the Public Works Special Collections 101 webpage for more info or call the Refuse Hotline at 562-570-2876 for questions or assistance.
Additionally, household hazardous waste (HHW) and electronic waste (e-waste) can be dropped off at the Environmental Collection Center at EDCO Recycling and Transfer (2755 California Ave, Signal Hill), open the 2nd and 4th Saturday of each month from 9am – 2pm. Fiscal Year 2026 Budget Cycle
FY26 Budget Adopted | Sept. 9, 2025
On Tues., Sept. 9, 2025, we adopted the Fiscal Year 2026 Budget. Thank you to the city’s Budget Team, the Budget Oversight Committee (BOC), and our department heads for their hard work and thoughtful consideration as we developed the spending plan for the next fiscal year. Thank you as well to all the community members who participated in the Budget process and shared your priorities through digital comment cards and attending meetings.
I am particularly happy to see that four out of the five recommendations I submitted on behalf of the Fifth District were included in the final budget, as they align with our citywide goals of improving health, safety, and quality of life for residents throughout Long Beach.
- We were able to identify offsets to support further investments into Willow Springs Park, as we aim to bring the long-underutilized space to its full potential; as well as support for further study into the feasibility of a skatepark at Heartwell Park, aligned with our commitment to expanding youth and recreational infrastructure citywide. (Motions B-11 and B-12)
- We will also be moving forward with the continuation of the Subsidized Aviation Fuel for the Environment (SAFE) and the Supplemental Type Certificate (STC) reimbursement programs to encourage general aviation users to make the transition away from leaded fuel and reduce their impact on the community. (Motion B-13)
- We also approved the inclusion of CD5’s Cal Heights, Bixby Knolls, Lakewood Village, and South of Conant neighborhoods to be prioritized within the urban forestry program, as restoring a robust urban canopy in these areas most affected by airport pollution will help mitigate some of those impacts on the environment. (Motion B-35)
- While it is unfortunate that the request for assessing feasibility of repaving the streets in the Cal Heights Historic District with concrete is not being considered at this time—due to the high costs and BOC’s question of reasonably equitable distribution of the funds it would require—I plan to continue to work in good faith with Public Works and the Cal Heights Neighborhood Association on identifying possible solutions moving forward.
Another item of note includes the approval of one-time funds for the Micro-Grant Program within the Community Development Department, to support Neighborhood Block Parties and other activations (Motion B-28). Sunrise Senior Living
Sunrise Broke Ground at 3340 Los Coyotes Diag.
This week, Sunrise Senior Living broke ground for their new senior living community to be located at 3340 Los Coyotes Diagonal! As you may remember, this project has been in the works since plans were approved back in 2022, and the time is here for construction to begin. Join me in congratulating Sunrise, and celebrating not only the activation of a unused lot, but also as we await to welcome our new community of neighbors! For those living and traveling in the area, be aware and take extra caution around construction activity. Sunrise expects to open in the second quarter of 2027. Organics Collection - Guidance on Green Bin Pickup
As the City continues to roll out and implement the Residential Organics Collection program with the final phase of cart distribution next month, the Public Works team thanks residents for their continued patience through this transition. Change never comes without challenges, but Public Works is working diligently to increase staffing and bring new collection trucks online to better serve our neighborhoods. In the meantime, they ask residents to keep in mind the following reminders and tips to help the process run as smoothly as possible.

Missed Pick-ups: Place your carts at the curb by 6am on collection. Please allow until 6pm for pickup to happen; we may still be on the way. If after 6pm, collection has not occurred, you can complete the form online at lbcity.info/ReportForm. Residents are advised to leave the carts out in their service area (curb or alley) and collection will occur the following day.

New Routes and Pick-up times: Truck routes are being optimized, and pick-up windows may vary from those you are used to. Please set your carts by 6am on your collection day to avoid service interruptions.

Contamination and inaccessible carts protocol: When drivers observe contamination in carts or an area is inaccessible, they will place a tag on the carts. This will inform customers as to why their carts were not serviced. Common reasons include illegally parked cars blocking alley access or contamination in the organics cart, which requires a trash truck to be dispatched instead. These tags are intended to improve communication, so customers understand the cause of the missed collection and know that we are working to return and service the cart as soon as possible.

Renovations at the Expo
As those in the area may have noticed, the Expo Arts Center (4321 Atlantic Ave) is currently undergoing renovations funded by Measure A. These renovations, including lighting improvements and new carpet installation, are aimed at improving access to City resources, extending the useful life of the current facility, and enhancing visitor experience.
Due to the ongoing work, PRM’s Senior programming at the Expo is cancelled through the month of October. However, seniors can still enjoy programming at any one of the City’s five other Senior Centers. Call Expo Senior Center at 562-570-1618 for more info, or visit longbeach.gov/park.

Wednesday, October 1, 2025, is National Coffee with a Cop Day! Celebrate in Long Beach by joining neighbors at a local Starbucks – one per patrol division – to meet with neighbors and police officers for coffee and conversations. Rancho Los Cerritos Presents: Water/Ways
The Water/Ways Exhibition at Rancho Los Cerritos offers a unique opportunity for the Fifth District, and visitors from surrounding cities, to experience the Smithsonian in Southern California. Visitors will experience interactives that encourage exploration of the deep connections between water, work, traditions, and faith. “Water/Ways” also includes two multimedia kiosks that provide a variety of short videos about water as a natural resource and its influence on the environment and human culture.
