Happy Friday, District 5! While summer weather still lingers, fall is officially here as of this week’s autumnal equinox. As the days begin to get shorter and temperatures cool, I hope you’re looking forward to all there is to come throughout the changing season. In this week’s updates, find information regarding organics collection, upcoming street work, the Speed Safety Systems Pilot Program, and more. 


How to reduce traffic speeding is one the most common inquiries received in my office, and as you may recall, Long Beach was chosen as one of a handful of cities to participate in a pilot program to implement Speed Safety Systems to help mitigate unsafe driving practices and limit speed-related accidents and fatalities. The City’s Traffic Engineering team is preparing to present their findings of the prerequisite Speed Safety Systems Use Policy & Impact Report at the upcoming Mobility, Ports, & Infrastructure Committee meeting on Tuesday, Oct. 7th at 2pm in the City Hall Chambers. Looking for local weekend plans? Tonight, Sept. 26th, you can show off your city pride at the “Long Beach Locals Night” market at LBX from 5-9pm. Then on Saturday, Sept. 27th, you can visit the 25th Annual Frida Khalo Artists Exhibit from 4 – 8pm at Picture This Gallery on Norse Way, to celebrate local artists and their work inspired by Frida and Hispanic Heritage Month. Want to get the kids out and active this weekend? Join the free Youth Adventure Festival hosted by the Long Beach Area Council of Scouting America at LBCC on Saturday, Spt. 27th from 9am - 2pm. Then, on Sunday, Sept. 28th, start the day in Bixby Knolls for the monthly Kidical Mass Neighborhood Bike Ride, returning from their summer break, and taking off from behind Pixie Toys on Atlantic Ave at 11am. Finally, you can spend Sunday afternoon at Willow Springs Park for Painting in the Park starting at 3pm, the first of this fall’s “Experiences in the Park” series. Finally, I’d like to remind you that the next City Council meeting will be held on Tuesday, Oct. 7, 2025, at 5pm in the City Hall Chambers. The full agenda and a list of items of interest will be included in a future newsletter. I encourage you to attend or watch online.

CD5 Community Meeting Recap | Next Meeting Oct 23


Last night, Sept. 25th, my team and I hosted our latest community meeting at Wardlow Park, where we were joined by City Manager Tom Modica and Deputy City Manager Tyler Bonanno-Curley. We had a great discussion on a range of topics: from budget items to tree maintenance and removal, to tourism and the Olympics, to core services like public safety and refuse, and more. Thank you to everyone who came out to listen, learn, and participate in the conversation!

Recent Council Item: Potential Mobile Food Facility Regulations


This week at Council, we heard Item 24, a presentation outlining potential updates to the City’s Municipal Code with new regulations for Mobile Food Facilities (MFFs), such as food trucks. My colleagues and I provided feedback based on staff recommendations, and directed the City Attorney and team to bring back a formal proposed ordinance revision at a later date. Speed Safety Systems Pilot Program | MPI Meeting Oct 7


Early last year, the passage of Assembly Bill 645 (AB645) allowed Long Beach to participate in the Speed Safety Systems Pilot Program, aimed to mitigate unsafe driving and reduce speeding-related accidents and fatalities. Long Beach will be allowed to install 18 speed systems designed issue warnings and citations for excessive speeding on high-injury networks, near schools, or on known street-racing corridors. I authored the council item that kickstarted our local process for implementation, which, per AB645, must begin with a Speed Safety System Use Policy and a Speed Safety System Impact Report. After much anticipation, these reports are nearly complete! As Chair of the Mobility, Ports, & Infrastructure (MPI) Committee, I requested that the Traffic Engineering team prepare to present their findings of these reports, and their recommendations for where the Speed Systems may go, at the upcoming MPI Committee meeting on Tuesday, Oct. 7th, at 2pm in the City Hall Chambers. In an effort to expedite the process of implementing this highly anticipated program, the presentation at the MPI Committee meeting will serve as the main form of public outreach regarding staff recommendations. As such, this is a crucial opportunity for any and all interested stakeholders to learn about the program, the process behind identifying recommended locations, and to provide feedback to the Public Works Traffic Engineering team. After the presentation, a 30-day review/public comment period will open as an additional avenue for community input. Currently, the meeting agenda is available online, however the presentation and related documents will not be available until closer to the meeting date. Our team will share links to the presentation and keep the community informed of these opportunities to provide feedback via our weekly newsletters as they become available. Green Bin Distribution for Thurs/Fri Collection to begin Sept 22


The Residential Organics Collection program rollout has reached its final phase of cart distribution, as residents with Thursday and Friday collection days have started receiving their green organics bins as of last Monday, September 22. While your cart may arrive early, please remember that collection will not begin until October 9th or October 10th, depending on your regular service day.


While residents cannot “opt out” of this State-mandated service, the City is offering carts in 3 sizes (95-gallon, 65-gallon, or 35-gallon) to help residents find the right size for their household, which can help reduce spills, contaminations, and costs. For more details on how to request a different bin size, guidelines on what goes into the cart, as well as tips on how to keep it clean, visit longbeach.gov/LBOrganics or call 562-570-2876 with any further questions.


With this final phase of cart distribution, the Public Works team thanks residents for their continued patience through this transition. Change never comes without challenges, but Public Works is working diligently to increase staffing and bring new collection trucks online to better serve our neighborhoods. In the meantime, they ask residents to keep in mind the following reminders and tips to help the process run as smoothly as possible.

  • New Routes and Pick-up times: Truck routes are being optimized, and pick-up windows may vary from those you are used to. Please set your carts by 6am on your collection day to avoid service interruptions. 
    
  • Missed Pick-ups: Place your carts at the curb by 6am on collection. Please allow until 6pm for pickup to happen; the crews may still be on the way. If after 6pm, collection has not occurred, you can complete the form online at lbcity.info/ReportForm. Residents are advised to leave the carts out in their service area (curb or alley) and collection will occur the following day.
    
  • Contamination and inaccessible carts protocol: When drivers observe contamination in carts or an area is inaccessible, they will place a tag on the carts. This will inform residents as to why their carts were not serviced. These tags are intended to improve communication, so customers understand the cause of the missed collection and know that we are working to return and service the cart as soon as possible.

Studebaker Rd Complete Streets Update


Earlier this week, we celebrated the official groundbreaking of the Studebaker Rd Complete Streets project. Prep work has been underway throughout this past month, however, the ceremonial groundbreaking signals the active construction set to begin this Fall. More information about the project’s timeline, including where along the 5.5-mile corridor work will begin, will be announced in the coming weeks. As the information becomes available, we will continue to share in our weekly newsletters to keep the community informed. Clark Ave Complete Streets Phase 1 Update


Those living and driving in the area of Clark Ave may have noticed activity regarding the Clark Ave Complete Streets project, as surveying and pre-construction work for phase one of the road reconstruction began throughout this past week. As more information regarding active construction timeline becomes available, we will share via our weekly newsletters. National Coffee with a Cop Day


Wednesday, October 1, 2025, is National Coffee with a Cop Day! Celebrate in Long Beach by joining neighbors at a local Starbucks – one per patrol division – to meet with neighbors and police officers for coffee and conversations. Urban Forest Plan Survey | Open until Oct 31


The City of Long Beach is developing an Urban Forest Plan (UFP), a roadmap to grow, maintain, and protect the trees and green spaces that make Long Beach more livable, sustainable, and resilient—and is seeking community input! Complete the UFP Survey to share feedback on your experiences with trees, your priorities for future investments, and your ideas for improving access to green spaces citywide.


Feedback garnered will help inform the UFP, which will evaluate the current state of the City’s tree canopy and maintenance practices; identify neighborhoods with he highest need for new tree plantings; set community-informed goals for equity, climate resilience, and sustainability; recommend best practices for tree care, operations, and policy improvements; and support long-term investment in the City’s tree canopy and the critical infrastructure that supports a healthy tree life-cycle.

Dept of Disaster Preparedness & Emergency Communications


READY Long Beach | October 12


On Sunday, Oct. 12, the Long Beach Fire Department, the Community Emergency Response Team (CERT), and the Department of Disaster Preparedness & Emergency Communications will host the READY Long Beach Community Preparedness Expo from 9am – 2pm at Vets Stadium. Community members are invited to attend this free event to learn about how to prepare for natural disasters or other emergencies.


More than a dozen City departments and various disaster response agencies will participate in the event featuring information booths, emergency prep demonstrations, emergency food and supplies for purchase, emergency response vehicles, and a kids’ fun zone. Join to learn valuable info about gathering and storing emergency supplies and essential survival tools; taking action to increase preparedness; building a family evacuation and response plan; engaging neighbors in disaster planning; recognizing and minimizing hazards at home, work, and school; accessing training and volunteer opportunities; and more!
