A Tactical Pause

A military acronym that comes to mind during this unique time frame is the term: Tactical Pause . In layman’s term “tactical pause” can be defined as a moment where you are somewhat unsure of the future, needing to step back, take a breath, evaluate the situation, develop a plan, then lean forward to accomplish the mission. Currently, we are in a tactical pause due to COVID – 19, as this has placed us in unchartered territory. Who would have ever thought we would see Chapter and District meetings being cancelled and the State Convention being put on hold?

Despite the challenges of this new world, we as an organization remain vigilant to ensuring that veterans lead high-quality lives with dignity and respect. On the legislative front, through the Commanders Action Network, telephone and email, we have contacted our elected officials to ensure our veterans are being taken care of in the COVID -19 Relief Bills.

In the military and as veterans, we seriously take the term “Got your six or being a Battle Buddy”. We watch out for one another, others before self. I have observed Chapter members reaching out and calling one another due to the challenges of social distancing. We recognize the potential for being isolated from others which may cause mental health issues to come into play. We understand each life is important and sacred to the DAV community. It brings me great warmth knowing the extent of care and compassion existing within the membership.

Despite COVID–19 times I’m witnessing DAV members stepping forward to accomplish the mission. Whether that is holding a meeting by using GoToMeeting applications, getting yearly District reports forwarded to State Headquarters or relaying information via text messages or emails.

The silver lining that I’ve observed are people spending quality time with their immediate family members, getting some of those household tasks that were on the back burner being completed, plus a time of personal reflection and spiritual development.

In closing, as we work through this tactical pause, realize that DAV is ready to represent the veterans community for another 100 years. We will rise from this chapter of our history, stronger than ever to ensure that the promise made to the men and women who served is kept. COVID-19 Impact on DAV Wisconsin

Chapter and Department operations are very restricted due to global and national COVID-19 pandemic. The Stayer At Home requirements, social distancing and gatherings of no more than 10 people have impacted our ability to meet and conduct fundraising. So what are the impacts?
Chapters
  • Meetings are no longer taking place and at this time we are not sure when they will begin again.
  • With no meetings, National and Department communications may not reach our members.
  • Fundraising to support our Service Programs will be difficult at best.
  • Chapter Officers will remain in place; however chapters may nominate and elect new Officers when they resume meeting.
  • Annual Chapter service fees are still due and will need to be submitted by 15 May. 

Districts
  • All meetings for this year are canceled. 
  • Next District meetings will be in 2021.
  • For District 2 and 4, current leadership and committee appointments will remain in place.
  • District Executives still need to submit their Reports by 15 May.

State Convention
  • The Department Executive Committee (DEC) voted 9-4 to cancel our 2020 Convention which was to be held in Green Bay on June 10-14.
  • If favorable conditions permit, a one day meeting will be held to address elections and budget; however this possibility is remote.
  • Our next State Convention will be June 9-13, 2021 in Green Bay.
  • With no 2020 State Convention, current leadership will remain in place until the 2021 Convention.
  • If any resignation happens in leadership, the next in line will move up and the Commander, subject to DEC approval, will appoint a member in good standing to fill the vacant position.

State Convention Book
  • The 2020 State Convention Book will still be published and distributed to DEC members and chapters.
  • State Officers, District Executives and those appointed to State positions are required to submit their Annual Reports by 1 June.

2020-2021 Department Budget
  • The 2020-2021 Department Budget requires approval.
  • This will be accomplished using GoToMeeting application.
  • First, the Finance Committee will meet to approve and then the DEC.

Convention Committees
  • Meetings can be done using the GoToMeeting application.
  • If held, make sure minutes are kept and turned into State Headquarters.

DAV Days
  • WDVA has directed no visitors and volunteers at State Veterans Homes
  • VA has also directed no visitors and volunteers at their medical facilities.
  • This will impact our ability to have DAV Days at State Veterans Homes and VA medical facilities.

DAV Transportation Network
  • Instead of in-person appointments, VA is emphasizing telemedicine.
  • DAV vans are still transporting patients, but only for those patients requiring urgent appointments and treatments.
  • Vans are being sterilized before and after trips.

  • Our Fall Conference is still schedule for October 14-17, 2020 in Stevens Point.
  • Any updates will be forwarded to members immediately.
