THE BIG PICTURE April 14, 2025 The S&P 500 narrowly avoided entering bear market territory after last Wednesday’s announcement of a 90-day pause for most reciprocal tariffs unveiled on April 2. The index gained 9.5% last Wednesday in its third best daily gain since 1940 but remained 12.7% off its February 19 high as of last Friday’s close. Over the week, the benchmark gained 5.7% while the Nasdaq Composite and Dow Jones Industrial Average similarly rose 7.3% and 5.0% respectively. The Chicago Board Options Exchange Volatility Index swung wildly with tariff-related headlines, topping 50 at Tuesday’s close for the first time since April 2020. Meanwhile, U.S. Treasurys weakened considerably with the yield on the 10-year and 30-year U.S. Treasury each rising more than 45 basis points (bps) over the week, the latter being the largest weekly rise since 1987. U.S. economic news revealed that inflation cooled unexpectedly in March. The Consumer Price Index (CPI) fell 0.1% over the month, the first month-over-month decline since May 2020. At 2.4% year-over-year (YoY), headline inflation stood at its lowest since September 2024. Excluding food and energy, core CPI rose 0.1% over the month and 2.8% over the year.

The DCF will launch a new podcast called How to (Not) Kill Your Community with episodes dropping beginning the last week of April. We’re so proud of what has been accomplished in the first five seasons of our original podcast, Building Opportunity in Delaware.  


Now, as a logical next step, we believe that in our often-polarizing society we needed to drill down and explore some of the fundamental assumptions we make as Delawareans around community building, which required a slightly different way of looking at topics.  In each episode, we explore what sustains strong communities and what can kill them. We ask questions, such as “Why should we use tax dollars to pay for affordable housing?” “Why should we care about equitable hiring practices if we’re already employed?” and “We know that newcomers benefit from coming to Delaware, but how does it impact those of us who already live here?” and many others. DOJ’s Latest Guidance on the Data Security Program – What’s New?

The new Department of Justice (DOJ) Data Security Program (DSP) took effect on April 8. For an overview of the DSP, see our earlier advisory and recent update.

On April 11, DOJ’s National Security Division (NSD), which administers the DSP, issued an array of detailed guidance about how the DSP will work, including a Compliance GuideFrequently Asked Questions (FAQs), and an Implementation and Enforcement Policy that provides a 90-day leniency period for civil enforcement through July 8. DOJ has signaled its intent to issue more extensive enforcement guidance and to populate the Covered Persons List soon.



While the full DSP compliance and enforcement structure remains a work in progress, the DOJ’s most recent guidance provides invaluable insight for organizations monitoring their compliance obligations.
