Fraud, Fraud, and more Fraud – Oh My!

I hate to start you off on a Friday morning with such a depressing topic, but this one seems only to be gaining rather than losing steam. And our members know this all too well! There’s fraud by check, fraud by ATM and other electronic skimming, fraud by cybercrime, fraud by social media misrepresentation (to name just a few methods).


So why highlight it here? Because one of our primary reasons for being and greatest value that we at the DBA/DFEA can offer to you as members is education and training resources to support your employees and customers. So on a topic as prevalent as fraud, it seemed wise to reiterate some of the tools available to serve you in this respect.


From one source alone – the American Bankers Association (ABA) – comes some highly current and focused anti-fraud assets:

  • FinCen’s red flags notice on crypto ATM scams, with related state-level news
  • ABA’s new fraud and scams peer exchange forum
  • The White House’s March Executive Order Modernizing Payments To and From America’s Bank Account to shift away from checks, and the ABA’s Treasury Check Verification System (TCVS) to help banks validate government-issued checks before payment
  • The ABA’s upcoming AML and Fraud School, running September 8-19, 2025


We don’t mean to overly favor ABA resources or suggest they’re the be-all-and-end-all by any stretch. In fact, we’re certain that many of our associate member law firms, among others, have great anti-fraud resources available as well. We intend for the list above to serve as a useful prompt for thought: What’s missing? What might we find for you to fill gaps in your toolkit or to deliver substance through a more accessible format? We’d love to hear from you.

U.S. House Unanimously Passes Congresswoman McBride Bill to Expand Opportunities for Investors

The U.S. House of Representatives unanimously passed the Equal Opportunity for All Investors Act (H.R. 3339), a bipartisan bill led by Congresswoman Sarah McBride (D-DE), Congressman Mike Flood (R-NE), Congressman Mike Lawler (R-NY), and Congressman Cleo Fields (D-LA). The legislation passed with unanimous, bipartisan support and now advances to the U.S. Senate for consideration. The legislation is Rep. McBride’s first bill to pass the U.S. House of Representatives and it now advances to the Senate.



The bill would modernize the definition of “accredited investor” to allow individuals to qualify for private investment opportunities based on their knowledge and financial sophistication—not just their wealth. It directs the Securities and Exchange Commission (SEC) to establish a new pathway, administered by The Financial Industry Regulatory Authority (FINRA), for qualifying investors based on demonstrated expertise.

Monthly Market Insight - August 2025

U.S. Markets - Stocks rode the wave of trade developments and Q2 corporate results to advance last month, pushing market averages to multiple record highs.

The Standard & Poor’s 500 Index gained 2.17 percent, while the Nasdaq Composite rose 3.70 percent. The Dow Jones Industrial Average edged 0.08 percent higher.


Stocks rose steadily over the second half of the month as investors viewed trade developments, economic updates, and Q2 corporate results in a positive light. Optimism around the Q2 corporate reporting season gave way to mostly positive market reactions as the actual reports began to roll in.
