Major U.S. Equity indexes managed to finish in the green last week thanks to a stronger-than-expected jobs report, with the S&P 500, Nasdaq Composite, and Dow Jones Industrial Average each up less than a quarter of a percent over last week. The Russell 2000 Small-cap benchmark fell 0.5% over the week and remains 2% below its July high. The yield on the 2-year U.S. Treasury gained 22 basis points (bps) last Friday alone, finishing at 3.92% for the week and just under the yield on the 10-year U.S. Treasury at 3.97%. Brent oil prices climbed 8% last week and closed on Friday at $78/barrel amid heightened tensions in the Middle East. In U.S. economic news, 254,000 jobs were added in September, well above consensus expectations at 150,000. July and August’s readings were also revised upward, contributing to a two-month positive net revision of 72,000 jobs. On the household side, the unemployment rate ticked down from 4.2% to 4.1% while the labor force participation rate remained at 62.7%. | |

As interest rates drop, the CFPB is exploring ways to streamline mortgage rules to make the refinancing process easier and closing costs less expensive, Director Rohit Chopra said at a housing conference sponsored by the Center for American Progress.
“When an existing or competing lender is seeking to refinance a loan with a much lower rate for a substantially similar mortgage, it may not be worthwhile for the lender to repeat many of the steps that were taken during the purchase process,” Chopra said. “We are especially interested in the costs and time taken to refinance a mortgage that are exclusively related to complying with federal mortgage law, rather than steps that are demanded by investors.”

Delaware Paid Leave Officially Opens the Delaware LaborFirst Portal | |

As Delaware Paid Leave moves closer to implementation, there are important steps employers can take now to be fully compliant and ready to provide this valuable benefit to their employees on Jan. 1, 2026.
From now through Dec. 1, 2024, employers are required to either voluntarily enroll in Delaware Paid Leave or apply for private-plan approval. Through Delaware LaborFirst, the state’s new online administrative system for the Paid Family Medical Leave (PFML) insurance program, employers can notify the Division of Paid Leave that they have purchased a Delaware Department of Insurance-approved Group PFML insurance policy or apply to self-insure their own compliant PFML plan.
