NOFO: Increase Access to Telehealth (TELEHEALTH-2)

Funding is available for Increase Access to Telehealth (TELEHEALTH-2) services in Illinois. This funding is intended to support the establishment of telehealth services in areas and communities of Illinois not adequately served by existing resources and/or are historically underserved. The goal of the program is to increase access to prevention, treatment, harm reduction, and recovery support services for people with or at risk for opioid use disorder (OUD) and other co-occurring substance use disorders (SUDs), prioritizing communities and populations disparately impacted by the opioid crisis.


To accomplish this goal, subrecipients of TELEHEALTH funding will:

  • Design a telehealth system, including technology infrastructure, compliance with regulatory requirements, documentation of processes and procedures, and training and technical support.
  • Acquire and maintain necessary hardware and healthcare devices, platform / software licensing, and functionality support (e.g., security systems, cloud services).
  • Provide training and technical support to telehealth providers.
  • Implement telehealth services.


Applicants from all regions may be considered, but this second round of funding will prioritize services to be delivered to and within the following Illinois Department of Public Health (IDPH) regions: Champaign, Marion, Metro East, Peoria, Rockford, and West Chicago. Applications in those regions will be prioritized based on overdose data in the applicant’s proposed service area, current availability of other services, and plans to specifically outreach to populations that reflect the social and racial disparities that persist in the opioid crisis.


A total of $5 million is available to be awarded for TELEHEALTH-2 funding over a period of 3 years. Up to eleven (11) organizations may be awarded funds to fulfill the requirements of the subaward. The initial period will span April 1, 2026–June 30, 2026. The deadline to apply for the grants is February 2, 2026, at 5:00 p.m. CST.


The Illinois Department of Human Services Division of Behavioral Health & Recovery (IDHS-DBHR) selected a Regional Care Coordination Agency (RCCA) to administer the grants equitably across seven regions throughout the State. The source of this funding is the Illinois Remediation Fund which is 55% of Illinois’ share of the multistate opioid settlement agreements secured by the office of Attorney General Kwame Raoul.

Applications must be prepared and submitted using the online portal on the RCCA website at https://www.ilrcca.com/.


Interested applicants are encouraged to begin the process as soon as possible to ensure sufficient time to complete pre-qualification and pre-award requirements.


Continued funding is subject to appropriations and release of funds by the Illinois Department of Human Services. AHP is responsible for issuing and monitoring subawards. AHP must issue awards based on AHP’s contracting periods with the State of Illinois. Funding periods for a notice of intent to award (NOIA) follow the State Fiscal Year (SFY). The award date is the anticipated date that an award letter would be received by a potential subrecipient (i.e., awardee).
