David has been with JMT for more than 18 years and currently serves as the firm’s Deputy Service Line Lead for Alternative Delivery (Transportation) as well as JMT’s Federal Market Transportation Lead. He joined the DBIA Maryland Board several years ago and has played an active role in planning events and collaborating with the state chapter’s board to advance alternative delivery and promote Design-Build Done Right®. David’s alternative delivery experience spans the eastern United States, from New York to the Caribbean, with a strong concentration in the Mid-Atlantic and Carolinas. His portfolio includes a wide range of projects, from major interchange improvements and interstate widening to disaster relief and recovery efforts.

Thomas G. Tingle, AIA, is the former president of GuernseyTingle, an architectural, interiors and planning firm founded in 1983. Tom continues to work as an architect with GuernseyTingle and participates in many of the firm’s design-build pursuits for governmental and private clients. He has been instrumental in transitioning GuernseyTingle from a traditional design-bid-build architectural practice to one in which most of its projects today are delivered through design-build, CM at-risk, and other collaborative delivery methods.
Tom is the current president of the DBIA Hampton Roads Advisory Board. He also serves on the Commonwealth’s Region 5 GO Virginia Council, YMCA of the Virginia Peninsulas Board of Directors, Greater Peninsula NOW, and Chesapeake Bank’s Board of Directors.

S. Scott Shropshire, Associate Vice President and Construction Management Section Head with JMT, has joined the DBIA-MAR Board as Membership Chair, where he will maintain an active roster of regional contacts and support membership growth at regional events.
Scott earned a B.S. in Civil Engineering from the Virginia Military Institute and began his career in consulting, specializing in traffic engineering and stormwater management. Over the past 20+ years, he has built extensive construction experience across the public and private sectors, delivering major design-build projects, including the I-95 Northbound and Southbound Rappahannock River Crossings and the I-81 Widening from MM 221 to MM 225.
He has completed programs through Northwestern University, AASHTO, and Virginia Tech, and holds certifications from CMAA and DBIA, demonstrating his commitment to professional growth.

As Area Technical Manager for Special Projects at Lane Construction, Filippo follows both active projects and pursuits, providing technical direction and practical engineering support. He values collaborative problem solving and the challenge of developing clear solutions for complex work.

An active advocate for innovation and sustainability in the built environment, Anthony has contributed to numerous design-build projects, advancing the use of advanced materials and industrialized construction methods. The DBIA Mid-Atlantic Region aims to grow participation in our Owner’s Council and is seeking a chair for the committee.
The Owner’s Council serves as a forum where Owners can connect with peers to share real‑world design‑build experiences, lessons learned, and best practices. Just as importantly, the Council provides a direct voice to the region’s leadership—allowing Owners to help shape DBIA programs, education, and resources that better support successful project delivery through innovative design‑build methods.
Participation is intended to be collaborative and practical. The goal is to strengthen Owner engagement, encourage knowledge‑sharing, and collectively promote the benefits of design‑build in delivering projects of all types efficiently, effectively, and with greater certainty.

Fuse at Mason Square is a 345,000-square-foot hub for digital innovation, designed to connect George Mason’s researchers, students, and industry partners. The facility integrates collaborative labs, workspaces, and curated programming to foster idea and technology exchange, and features robotics, virtual reality, simulation, security, and data visualization labs, as well as office, retail, and event spaces. Fuse is a net-zero energy facility with a Fitwel two-star rating and is designed to achieve LEED Platinum certification.
Delivered under a public-private partnership with Mason Innovation Partners, led by Edgemoor Infrastructure & Real Estate, Clark’s early design-build integration fostered problem-solving and close collaboration, enabling real-time design updates without impacting the schedule. The team was integral in delivering highly efficient systems and materials to support sustainability goals. By performing detailed comparisons of mechanical systems, photovoltaic array design and location, and triple glazing on all façade windows, the team optimized selections for sustainability and occupant experience.

Owner: National Institutes of Health (NIH)
Located on the NIH campus in Bethesda, Maryland, the SRLM design build project, delivered under the NIH MACC, includes the design and construction of a new 630,000 SF facility. The project consists of 550,000 SF of new construction and 80,000 SF of renovation, with the new building comprising nine floors above grade, including interstitial levels, and two floors below grade to support program space and critical building infrastructure. Utilizing the design build delivery method enabled early collaboration among NIH, designers, and constructors, allowing complex phasing, utility relocations, and integration with existing campus facilities to be addressed proactively. The new facility is directly connected to the west laboratory wing of the existing Clinical Research Center (CRC) and includes an additional 82,150 SF of CRC renovation. The scope also includes relocation of a campus utility tunnel, reconstruction of a children’s playground, and connection to a future pedestrian tunnel serving the Patient Parking Garage. Owner: WMATA
The Bladensburg Bus Garage Reconstruction Project in northeast Washington, DC modernizes one of WMATA’s oldest bus maintenance facilities with a new operations and maintenance complex. The redevelopment includes demolition of existing structures and construction of a multi-level maintenance facility, administrative spaces, and a multi-level employee parking garage. Designed to support up to 300 buses, the facility incorporates infrastructure for battery-electric buses and other zero-emission technologies. Sustainable strategies, including solar panels, rainwater harvesting, and high-efficiency building systems, support the project’s LEED Platinum goals.
The project’s diverse building systems, including bus maintenance infrastructure, electric vehicle charging, complex MEP systems, and large-scale structural elements, required extensive coordination across disciplines from early design through construction. The design-build delivery method was critical, fostering close collaboration between the owner, designers, and builders. This integrated approach enabled rapid problem solving, real-time design refinement, and proactive coordination of complex systems, ultimately improving constructability, managing schedule risks, and supporting sustainability and electrification goals.
