Happy Black History Month!

This February, we reflect on Black innovators, leaders, and visionaries' incredible contributions to our society and the automotive industry. Did you know that C.R. Patterson & Sons was the first Black-owned automobile company, founded in 1915 by C.R. Patterson in Greenfield, Ohio? It remains the only known Black-owned car manufacturing company in U.S. history. Similarly, Homer B. Roberts made history as the first Black car dealer in the 1920s, establishing Roberts Motors in Kansas City to serve Black customers overlooked by other dealerships.


At the Driving Clean Assistance Program (DCAP), we honor this legacy by working to ensure that every underserved community has access to clean transportation solutions that support a sustainable future. We can build on the past to create equitable opportunities and a greener tomorrow.

Qualifying DCAP Vehicles Update

Participants Can Now Purchase a

Zero Emission Motorcycles (ZEMs)

in California through DCAP


Participants can now purchase motorcycles through the program — an exciting addition to participants!


Zero-Emission Motorcycles (ZEMs), which produce no tailpipe or evaporative emissions, offer a practical solution to various public health and environmental challenges.


They help reduce mobile source emissions that contribute to harmful regional ozone, particulate matter levels, and local toxic exposure.


Community members can apply using the same online application, go through the same eligibility screening, and counseling process.

Golden State Opportunity, in partnership with Senator Aisha Wahab's Office and the Fremont Family Resource Center's Volunteer Income Tax Assistance (VITA) program, proudly presents "Tacos and Taxes"— a unique event combining delicious tacos with free tax preparation services provided by the City of Fremont's Human Services Department.

Community Partnership Spotlight

Golden State Opportunity (GSO) is a statewide nonprofit dedicated to ending poverty by equipping Californians with tools for financial well-being.


Through partnerships like the Fremont Family Resource Center's Volunteer Income Tax Assistance (VITA) program, which offers free tax preparation to low-income families, GSO helps maximize refunds and access critical credits like the EITC.


With support from Senator Wahab’s Office, these efforts are creating lasting impact and empowering communities across California.

Eligibility and Requirements

Who is Eligible?


Eligible applicants for DCAP must be California residents, and income qualified, which means having an income at, or below, 300% Federal Poverty Level (FPL).

What Cars are Eligible?


Vehicles that are BEV, PHEV, FCEV, or ZEM must be purchased from a franchise dealer, dealer that is a member of the Credit Union Direct Lending platform, or through a DCAP broker.
