Announcements and Reminders
 


  • Enso is preparing to move in their first residents. Limited availability for non-coordinated entry units. Tellurian continues to provide on-site supportive services.
  • Forward Solutions CSP is still building up its consumer base
  • Be on the lookout for this year's Request For Proposals (RFPs).
  • Be on the lookout for a referral form for Journey's Crisis Stabilization Case Management team, providing up to 90 days of interim services. This form provides basic information and will allow the team to ensure they are staffing the individual as best they can. Please fill out as much as you can; however, they will also work with you and the individual get the information they need. Email referrals to: crisis.stabilization@journeymhc.org.

Mental Health Residential Options

Dane county funds Adult Family Homes and Community Based Residential Facilities for residents with severe and persistent mental illness. There are multiple options within each category and placements are usually curated on a case-by-case basis. 


These settings are transitional placements that teach individuals the skills needed so they can move on to less restrictive settings or independent living. The purpose of placement in a supported environment is to provide the needed care and support to improve interpersonal relations, socialization, behavioral symptoms, mental health stabilization, and/or treat substance use disorders. 


Dane County funds placements through two funding streams:


  1. Crisis stabilization: Crisis stabilization placements are the entry point into residential care (group home, and adult family homes) and designed as an option for people who are experiencing an acute mental health crisis. The crisis cannot be solely based on homelessness, the loss of housing, inability to secure housing, or not having an income for housing
  2. Community Recovery Services (CRS): is a psychosocial rehabilitation Medicaid benefit established in 2009 to enable individuals with mental illness to live with maximum independence within the community. It also offers individuals the ability to lead and design the services they receive. CRS has its own eligibility, click here to review


Eligibility:

  1. Dane County residency
  2. At least 18 years old
  3. Diagnosed with severe and persistent mental illness
  4. MA or MA eligible
  5. Connected with case management


Referral process:

  1. Request referral form or ask questions before referring to: mhresidentialservices@danecounty.gov.
  2. Functional screen will be conducted by Dane County then discussed with the connected case management team.

Handbook Highlight

What is a billable service?

Last quarter’s highlight covered how to write a service note documenting a crisis service. This highlight addresses what services can be billed under the MA crisis benefit.


Wisconsin DHS’s ForwardHealth Crisis Intervention Online Handbook is the most comprehensive and up-to-date resource on billing Medicaid for crisis services. However, here we present some of the essential principals.


All of the following must be true for a service to be covered as an MA crisis service:

  • The person must currently be covered by MA.
  • The person must be “in a crisis or situation that may develop into a crisis if professional supports are not provided”
  • The provider must “expect the service provided to reduce the need for institutional treatment or improve the member’s level of functioning”
  • The service must be identified on a response plan or crisis plan that has been approved as medically necessary by a qualified individual.


Covered services are broken down into different billing codes (crisis hotline, crisis response, linkage and follow-up, residential stabilization). However, overall, covered crisis services include activities like:

  • De-escalation
  • Assessment
  • Skill development
  • Coordination of other services and supports


Don’t forget to include necessary travel time and documentation time in the total number of minutes billed for a given service!


The following are specifically identified as noncovered services by ForwardHealth:

  • Room and board
  • Services that are social or recreational in nature
