Oregon Budget Virtual Hearings Continue
 
The first two Ways & Means Roadshows were held last week leaving us with three opportunities this week to tell legislators why funding DSP Wages, DD Case Management and Regional Family Networks should be a top budget priority.
 
What is the Ways & Means Committee? The Ways & Means Committee is a powerful joint committee of Senators and Representatives tasked with balancing the state budget, and how much funding specific programs receive. This Ways & Means Committee asking for input on its 2021-23 Budget Framework  and specifically how the state will use the $780 million in American Rescue Plan Act funds for the one-time investments to revitalize Oregon’s economy and provide resources for workers and families impacted by the pandemic.
 
What is the Roadshow?  Traditionally, legislators would travel across the state to hear directly from Oregonians about the issues that are important in their lives. This year, the Roadshow will be virtual, with a scheduled event in each of the five of Oregon’s congressional districts. This is your chance to advocate for funding of the DD Services priorities that you care about without even leaving your home.

Registration Process: Depending on which congressional district you live in, there will be different links or registration. If you are not sure which congressional district you live in, you can use this helpful link to find out! Be sure you know which Congressional District you live in before you begin your registration!
Congressional District 1 Budget Roadshow was held on April 14 &
Congressional District 2 Budget Roadshow was held on April 17th.

If you live in Congressional District 3
 Your hearing will take place on Wednesday, April 21, 5:30-7:30 pm

Senate Bill 5555 Human Services: DD Services Budget
After you register, you can access the hearing by phone or video.  If you need assistance with electronic registration, call: 1-833-698-1371. You can either join using Microsoft Teams, or by phone, and you will want to be present for the beginning of the hearing - you will not know when your name might be called, so you'll need to be prepared to be present for the two-hour period if you can.

You will have 1-2 minutes to tell the Ways & Means Committee why they should prioritize funding for Developmental Disability Services programs.

Family Networks, Direct Support Professionals and DD Case Managers have provided essential lifelines to Oregonians with disabilities and their families during these very uncertain times. Please fund these vital programs to ensure these vulnerable people have the supports they need, when they need them.

Bills, Hearings and Deadlines

We are past the halfway mark in the legislative session! Most policy bills that are still alive are now working their way through the “other chamber,” meaning the chamber they were not introduced in. The following are the additional bill deadlines we will be tracking going forward:
-      May 14th: Bills have to have a work session scheduled in the second chamber or they die*
-      May 28th: Bills have to be passed out of committee in the second chamber or they die in committee; committees close for the session*
 
* Note: This bill deadline does not apply to the Joint Committee on Ways and Means, other joint committees, the Senate Committee on Finance and Revenue, the House Committee on Revenue, the Senate Committee on Rules, the House Committee on Rules, the Senate Committee on Redistricting and the House Committee on Redistricting.

MONDAY — April 19, 2021  
 
1:00 pm / Remote CHouse Committee on Early Childhood will be holding an informational hearing on “Universally Offered Home Visits” with invited testimony from the following:

o  Senator Elizabeth Steiner Hayward, MD, Senate District 17
o  Representative Sheri Schouten, RN, House District 27
o  Daijah Street Davis, MPH, Oregon State Director at Family Connects International

3:15 pm / Remote BSenate Committee on Education will be holding public hearings on the following bills:
o  HB 2589A: Requires public institutions of higher education to have same developmental educational requirements and placement tests for incoming student who completes high school and institution determines is college ready and incoming student who received certificate for passing approved high school equivalency test and received grade indicating student is college ready.
o  HB 2817A: Allows student enrolled in program provided by school district or education service district to earn General Educational Development (GED) certificate to participate in interscholastic activities.
 
TUESDAY — April 20, 2021
 
8:00 am / Remote 170: House Committee on Rules will be holding the following hearings:
o  Public hearing on HCR 5, a bill that declares intent to develop statewide strategy involving behavioral health mobile crisis response teams.
o  Public hearing and possible work session on HB 2337, a bill that requires state agencies and third party contractors that collect demographic data on behalf of state agencies to comply with rules adopted by Oregon Health Authority for collection of data on race, ethnicity, preferred spoken and written languages and disability status.
 
1:00 pm / Remote C: Senate Committee on Housing and Development will be holding a work session on HB 2006A, a bill that defines "emergency shelter" and requires local governments to allow siting of qualifying emergency shelters by qualifying entities notwithstanding land use laws and regulations.
 
WEDNESDAY — April 21, 2021
 
5:30 pm / Remote B: Joint Committee on Ways and Means will be holding the third of five virtual “budget roadshow” public hearings, where members of the public from Congressional District 3 will have an opportunity to provide feedback on the Co-Chairs’ Framework for the proposed state budget and ideas for investment of the $780 million in American Rescue Plan Act funding the state is expecting to receive from the Federal government (SB 5555). See discussion above for further information on how to submit written or oral testimony at this hearing.
 
3:15 pm / Remote BSenate Committee on Education will be holding public hearings on the following bills:
o  HB 2056: Expands high school diploma requirements related to completion of credits in English to allow completion of credits in language arts.
o  HB 2052: Requires school district to allow students to wear Native American items of cultural significance at public school events, including high school graduation.
 
THURSDAY — April 22, 2021
 
8:00 am / Remote F: Joint Committee on Transportation will be holding a public hearing on HB 3125, a bill that Directs Department of Transportation to create emergency contact information form and make form available for individuals to voluntarily provide emergency contact information for inclusion in individual's motor vehicle record for police officers to use, during or after emergency situations, to contact those listed.
 
3:15 pm / Remote B: Senate Committee on Human Services, Mental Health and Recovery will be an informational meeting on several topics, including “Family Networks During Southern Oregon Wildfires.” Note that this is invited testimony only. 
 
5:30 pm / Remote B: Joint Committee on Ways and Means will be holding the fourth of five virtual “budget roadshow” public hearings, where members of the public from Congressional District 4 will have an opportunity to provide feedback on the Co-Chairs’ Framework for the proposed state budget and ideas for investment of the $780 million in American Rescue Plan Act funding the state is expecting to receive from the Federal government (SB 5555). See discussion above for further information on how to submit written or oral testimony at this hearing.
 
SATURDAY — April 24, 2021
 
1:00 pm / Remote B: Joint Committee on Ways and Means will be holding the fifth of five virtual “budget roadshow” public hearings, where members of the public from Congressional District 5 will have an opportunity to provide feedback on the Co-Chairs’ Framework for the proposed state budget and ideas for investment of the $780 million in American Rescue Plan Act funding the state is expecting to receive from the Federal government (SB 5555). See discussion above for further information on how to submit written or oral testimony at this hearing.

In order to prevent COVID-19 from spreading, entry to the Oregon State Capitol is for authorized personnel only until further notice. The Oregon Legislative Assembly has established a process to accept remote verbal public testimony on bills by video or phone during this time, in addition to written public testimony.  For more information, see the helpful information posted online.
